Columbia City Council met December 18.

Here is the minutes provided by the Council:

I.Call To Order

Mayor Hutchinson called the City Council of Columbia, Illinois to order at 7:00 p.m. Upon roll call vote, the following were:

EberSohl Present Agne Present Niemietz Present Roessler Present

Huch Present Reis Present Holtkamp Present Martens Present

Quorum present. Those in attendance recited the Pledge of Allegiance.

Administrative Staff present:

Building Inspector Justin Osterhage City Engineer Chris Smith

The Council observed a moment of silence for Mr. Gene Bergman.

II. Delegations and Citizens' Comments

There were no delegations or citizen comments.

III. Read and Approve Minutes

A. Regular Meeting

The minutes of the Regular City Council Meeting held Monday, December 04, 2017 were submitted for approval.

Motion:

It was moved by Alderman Holtkamp, and seconded by Alderman Ebersohl, to approve the minutes of the Regular Meeting of the City Council held Monday, December 04, 2017 as on file at City Hall. Motion Passed 8 to 0.

B. Executive Session

The minutes of the Executive Session of the City Council held Monday, December 04, 2017 were submitted for approval.

Motion:

It was moved by Alderman Martens, and seconded by Alderman Reis, to approve the minutes of the Executive Session of the City Council held Monday, December 04, 2017 as on file at City Hall. Motion Passed 8 to 0.

Report of Departments and Officers

A.Library

The report of the Library was presented to the Council.

B. Police and Communications

The reports of the Police Department and the Communication Department were presented to the Council.

C. Emergency Medical Services

The report of the Emergency Medical Services was presented to the Council.

D. Community Development

The report of Community Development was presented to the Council.

E. City Engineer/Public Works

The report of the City Engineer and the Public Works Department was presented to the Council.

F. Finance Department

1. Vouchers To Be Paid

Motion:

It was moved by Alderman Roessler, and seconded by Alderman Huch, to authorize the payment of vouchers received through December 14, 2017 in the amount of four hundred twenty-eight thousand, seven hundred fifty-nine dollars and twenty-five cents ($428,759.25). Motion Passed 8 to 0.

G. City Clerk

The City Clerk presented his report to the Council.

H. City Attorney

The City Attorney presented his report to the Council and informed the Council he has a pending litigation issue to discuss in Executive Session under 5 ILCS 120/2(c)(11).

I. Administrative Department The report of the City Administrator was presented to the Council.

1. Ordinance No. 3355 - Abate Certain Taxes of the City of Columbia

Motion:

It was moved by Alderman Roessler, and seconded by Alderman Martens, to pass and approve Ordinance No. 3355, an ordinance abating certain taxes of the City of Columbia, Monroe and St. Clair Counties, illinois. Motion Passed 8 to 0.

2. Ordinance No. 3356 - Tax Levy for Fiscal Year ending April 30, 2018

Motion:

It was moved by Alderman Roessler, and seconded by Alderman Ebersohl, to pass and approve Ordinance No. 3356, an ordinance levying the taxes for Fiscal Year ending April 30, 2018. Motion Passed 8 to 0.

3. Ordinance No. 3357 - Raffle Licenses

Motion:

It was moved by Alderman Reis, and seconded by Alderman Niemietz, to pass and approve Ordinance No. 3357, an ordinance regulating Raffle Licenses. Motion Passed 8 to 0.

J. Mayor

The report of the Mayor was presented to the Council.

1. Ordinance No. 3358 - Replace Member of Board of Library Directors

Mr. Morani informed the Council that David Jackson is filling a vacancy created by the resignation of Krista Schoellhorn.

Motion:

It was moved by Alderman Reis, and seconded by Alderman Huch, to pass and approve Ordinance No. 3358, an ordinance providing for the appointment of a replacement member to the Board of Library Directors. Motion Passed 8 to 0.

Approve Reports of Departments and Officers

Motion:

It was moved by Alderman Reis, and seconded by Alderman Holtkamp, to approve the report of Departments and Officers as presented and on file at City Hall. Motion Passed 8 to 0.

VIII. Call for Committee Meetings

There was no Call for Committee Meetings.

IX. Executive Session

Mayor Hutchinson informed the Council that he would entertain a motion to go into Executive Session to discuss pending litigation as permitted under 5 ILCS 120/1(c)(11).

Motion:

It was moved by Alderman Holtkamp, and seconded by Alderman Huch, to direct the Mayor to go into Executive Session at 7:09 P.M. to discuss pending litigation as permitted under 5 ILCS 120/1(c)(11). Motion Passed 8 to 0.

Motion:

It was moved by Alderman Ebersohl, and seconded by Alderman Reis, to return to Regular Session of the City

Upon return to Regular Session, Aldermen Ebersohl, Agne, Niemietz, Roessler, Huch, Reis, Holtkamp, Martens, and Mayor Hutchinson were present.

Motion:

It was moved by Alderman Holtkamp, and seconded by Alderman Agne, to adjourn the Regular City Council meeting held Monday, December 18, 2017 at 7:16 p.m. Motion Passed 8 to 0.
