City of Chester Council met December 4.

Here is the minutes provided by the Council:

I.Call To Order

The City Council of Chester, Illinois, met in regular session on Monday, December 4, 2017, in the Municipal Building, 1330 Swanwick Street. Mayor Tom Page called the meeting to order at 6:00 p.m.

II.Roll Call

III.Pledge Of Allegiance

IV.Reading Of Minutes Of Previous Meeting

Alderman Crossland moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Clark seconded the motion. Upon Roll Call: Ayes: Aldermen Crossland, Rader, Ohlau, Clark, Blechle, Allison, Platt. Nays: None. Absent: Alderman Geisen. Motion carried.

V.Correspondence

The following correspondence was acknowledged:

•Lease Agreement proposal with Southern Illinois Sand Company

•Monthly Status Report provided by Chief M. Ryan Coffey

•Maintenance Report for the month of November provided by Randy Eggemeyer

VI.Reports

Mayor:

Mayor Page stated that he was extremely pleased with the Christmas on the River events. Mayor Page thanked Patti Carter, Brandy Maes and the Park Board for all of their work over the past weekend.

VII.Committee Reports

Cemetery & Finance Committee (Chairman Platt):

Chairman Platt advised that the committee met prior to the council meeting at 5:30 p.m. to review city bills. Chairman Platt moved to approve payment of bills as prepared by the city clerk, subject to audit. Alderman Rader seconded the motion. Upon Roll Call: Ayes: Aldermen Crossland, Blechle, Platt, Rader, Ohlau, Clark, Allison. Nays: None. Absent: Alderman Geisen. Motion carried.

Chairman Platt moved to approve the November report of the Evergreen Cemetery as prepared by Randy Wofford. Alderman Allison seconded the motion. Upon Roll Call: Ayes: Aldermen Crossland, Blechle, Platt, Rader, Ohlau, Clark, Allison. Nays: None. Absent: Alderman Geisen. Motion carried.

VIII.Department Heads

Chief of Police (Ryan Coffey):

Chief Coffey summarized the monthly status report. Chief Coffey noted that the department purchased a used speed trailer from O’Fallon, Missouri’s Police Department for $200.00.

Fire Chief (Marty Bert):

Chief Bert reported that the department responded to 5 calls during the month of November with 103 calls year to date.

X.Public Discussion

Collette Powley invited the council to a special holiday presentation by Henry Wolf at the Chester Library on December 5th at 6:30 p.m.

XI.New Business

Ordinance #1662—Annual Tax Levy Ordinance:

City Attorney Jeff Kerkhover presented the Annual Tax Levy Ordinance with total levied for all purposes, $853,667.00, as follows: Municipal Auditing Tax, $22,400.00; Liability and Workmen’s Compensation, $98,676.00; Social Security Contributions and Medicare Taxes, $99,413.00; Illinois Municipal Retirement Fund, $105,594.00; General Corporate Fund, $171,744.00; EMA, $2,000.00; Band, $10,000.00; Park, $20,000.00; Fire Protection, $100,000.00; Library, $95,000.00; and Police Pension, $128,840.00. Alderman Crossland moved to pass the Annual Tax Levy Ordinance as presented. Alderman Clark seconded the motion. Upon Roll Call: Ayes: Aldermen Crossland, Blechle, Platt, Rader, Ohlau, Clark, Allison. Nays: None. Absent: Alderman Geisen. Motion carried.

Police Academy:

This item was tabled until the next meeting.

Lime System Design—Water Plant:

City Engineer Harold Sheffer explained the cost estimate for the renovation/replacement of the lime feed system and replacement of the water plant metal roof. A preliminary design must be complete to apply for the IEPA Loan Program which offers 50% loan forgiveness up to $500,000 and interest rate of 1.25% over a 20 year loan term. Alderman Crossland moved to approve the design of a new dry lime system by J.T. Blankinship Inc. and Alderman Clark seconded the motion.

After Alderman Ohlau’s inquiry, City Engineer Sheffer stated the city will not be billed for the project design until the project goes to bid. Engineer Sheffer noted that J.T. Blankinship Inc. is working on a temporary fix for the existing roof problems. Discussion ensued.

Upon Roll Call: Ayes: Aldermen Crossland, Blechle, Platt, Rader, Ohlau, Clark, Allison. Nays: None. Absent: Alderman Geisen. Motion carried.

XII.Adjournment

At 6:25 p.m., Alderman Crossland moved to adjourn the meeting. Alderman Clark seconded the motion. Vote: Ayes: Aldermen Crossland, Blechle, Platt, Rader, Ohlau, Clark, Allison. Nays: None. Absent: Alderman Geisen. Motion carried.
