Waterloo Community Unit School District 5 Board met November 20.

Here is the minutes provided by the Board:

Roll Call: The meeting was called to order by President John Caupert. The following members were present: Valerie Baxmeyer, Jo Ellen (Jodi) Burton, John Caupert, Lori Dillenberger, Neil Giffhorn, and James Yaekel Jr. Gary Most was absent. The following administration were present: Superintendent Brian Charron; Special Education Coordinator Julie Bender, District Curriculum Coordinator Johnathan Schmieg; and Principals: Lori Costello, Alan Guehne, Nicholas Schwartz, Jessica Washausen, Dawn Ivers, Brian Smith, and Mary Gardner; and Director of Buildings and Grounds Jack Latchem.

Executive Session: Motion was made by Giffhorn and seconded by Burton that an executive closed session be called at 6:03 p.m. to discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity, and student disciplinary and other matters relating to individual students; and is authorized by the Open Meetings Act Exceptions. [5 ILCS120/2(c)(1)(9)(10)]. Burton, aye; Dillenberger, aye; Giffhorn, aye; Yaekel Jr., aye; Baxmeyer, aye; and Caupert, aye. Six yeas. No nays. One absent. Motion passed.

Close Executive Session: Motion was made by Burton and seconded by Yaekel Jr. for the Board to close the executive session at 7:24 p.m. Burton, aye; Dillenberger, aye; Giffhorn, aye; Yaekel Jr., aye; Baxmeyer, aye; and Caupert, aye. Six yeas. No nays. One absent. Motion passed.

Guests: The following guests were present: Charity Eugea, Sean McGowan, Sheri Minnaert, Richard G. Post Sr., and Morgan VanBuren.

Public Hearing: 2017 Tax Levy: A Public Hearing was held at 7:29 p.m. regarding the proposed 2017 tax levy increase for Waterloo Community Unit School District No. 5. Superintendent Brian Charron talked about the levy process, and explained the handout. There were no questions for Superintendent Brian Charron. The Public Hearing was closed at 7:34 p.m.

Minutes: Motion was made by Dillenberger and seconded by Burton to approve the minutes of the October 16, 2017 regular board meeting, the October 26, 2017 special board meeting, and the November 8, 2017 special board meeting.

Executive Session Minutes: Further, to approve the executive session minutes of the October 16, 2017 regular board meeting, the October 26, 2017 special board meeting, and the November 8, 2017 special board meeting.

Approve Title Plans : Further, to approve the 2017-2018 Title plans for W.J. Zahnow Elementary, Rogers Elementary, and Gardner Elementary.

Resignation: Chester Helm: Further, to accept a letter of resignation dated November 16, 2017 from Chester Helm, custodian, effective November 15, 2017. Burton, aye; Dillenberger, aye; Giffhorn, aye; Yaekel Jr., aye; Baxmeyer, aye; and Caupert, aye. Six yeas. No nays. One absent. Motion passed.

Treasurer’s Report, Student Activity Reports, Investments: Motion was made by Burton and seconded by Baxmeyer to accept the treasurer’s report and student activity reports. There were no investments for the month of October. Burton, aye; Dillenberger, aye; Giffhorn, aye; Yaekel Jr., aye; Baxmeyer, aye; and Caupert, aye. Six yeas. No nays. One absent. Motion passed.

Bills: Motion was made by Yaekel Jr. and seconded by Baxmeyer to approve the attached list of bills for October for Waterloo Community Unit School District No. 5 and the payment of the bills for the current month (November). Further, that the District Treasurer, Julie Bradley, be given authority to pay said bills. Burton, aye; Dillenberger, aye; Giffhorn, aye; Yaekel Jr., aye; Baxmeyer, aye; and Caupert, aye. Six yeas. No nays. One absent. Motion passed.

2017 Tax Levy: Motion was made by Yaekel Jr. and seconded by Burton to adopt the following resolution establishing the 2017 Tax Levy, payable in fiscal year 2018/2019:

"The Board of Education of Waterloo Community Unit School District No. 5, Monroe and St. Clair Counties, State of Illinois, ascertained and determined and does hereby ascertain and determine that:

the sum of $10,000,013 must be raised for Educational purposes;

the sum of $2,283,108 must be raised for Operations and Maintenance purposes;

the sum of $913,243 must be raised for Transportation purposes;

the sum of $228,311 must be raised for Working Cash purposes;

the sum of $550,000 must be raised for IMRF-Retirement purposes;

the sum of $550,000 must be raised for Social Security purposes;

the sum of $228,311 must be raised for Fire Prevention/Safety purposes;

the sum of $1,366,346 must be raised for Tort Immunity purposes;

the sum of $182,649 must be raised for Special Education purposes; and

the sum of $228,311 must be raised for Leasing purposes.

Now, Therefore, Be It Resolved that such amounts shall be certified and returned to the County Clerks of Monroe and St. Clair Counties on or before the last Tuesday in December, 2017, and that the President and Secretary of this Board of Education are instructed to sign the Certificate of Tax Levy in the form prescribed by law."

2017/2018 Extra Duty And Volunteer Lists: Motion was made by Baxmeyer and seconded by Dillenberger to approve the extra- duty assignments and volunteer list, effective for the 2017/2018 school year as per recommendation from the district athletic director and administration. Burton, aye; Dillenberger, aye; Giffhorn, aye; Yaekel Jr., aye; Baxmeyer, aye; and Caupert, aye. Six yeas. No nays. One absent. Motion passed.

Employ: Lauren May: Motion was made by Giffhorn and seconded by Burton to employ Lauren May as a full- time second grade elementary teacher, effective November 21, 2017, for the 2017- 2018 school year, contingent upon the results of a background check. Burton, aye; Dillenberger, aye; Giffhorn, aye; Yaekel Jr., aye; Baxmeyer, aye; and Caupert, aye. Six yeas. No nays. One absent. Motion passed.

Adjournment: Motion was made by Yaekel Jr. and seconded by Dillenberger that the meeting be adjourned at 8:17 p.m. Burton, aye; Dillenberger, aye; Giffhorn, aye; Yaekel Jr., aye; Baxmeyer, aye; and Caupert, aye. Six yeas. No nays. One absent. Motion passed.
