Village of Dix Village Board met Nov. 14.

The Dix Village Board met for a regular session on November 14, 2017 at the Dix Village Hall. President Larry Mooney called the meeting to order at 7:00pm.
Roll Call: Trustees present- Kurt Karcher, Paul Ayers, Nana Koenegstein, Mike Ahlf & Brandy Mount. Trustees absent- Sean Wilkey. Officers present: President- Larry Mooney, Village Clerk- Debora Reich & Village Treasurer- Sharon Bean. Officers absent- None.
Meeting opened with prayer and the Pledge of Allegiance.
Motion was made by Nana Koenegstein to approve the minutes from October 10, 2017, with the corrections to Chris Wiegel’s name in the corrections, and a misspelling in Item #3. Second to motion by Brandy Mount. Motion carried 5-0.
Motion was made by Brandy Mount to accept the Treasurer’s report from October 2017. Second to motion by Nana Koenegstein. Motion carried 5-0.
Motion was made by Paul Ayers to approve the payment of bills from October 2017. Second to motion by Kurt Karcher. Motion carried 5-0.
Public Comments: A report was given by Shirley Wilson on Community Center rentals. It is well booked for the month.
Committee Reports-
Building & Grounds: Furnaces have been serviced for the winter.
Committee is looking at a bench for the Village Park.
Street & Alley: The 2 requests for street alignment & ditch cleaning have been completed along with seeding & strawing of the area.
The asphalt project in front of the Post Office & Studio 37 has been completed. During the work it was noticed that the sidewalk in front of Studio 37 was in need of repair. The business owner was responsible for it, because it is on their property. They have already completed the project.
Cjs-USA Tree service has completed the clearing & cleaning work on the Miller St. property. It took them 4 ½ days to complete the job. They only charged the Village for the agreed upon 3 days.
New survey markers have been set on the cleaned Miller St. property so mowing can be done without disturbing them.
Bids have been received for the clearing of the south side of Miller St. They will be covered in Business item 1.
IDOT was contacted about needed repairs at the west entrance tile of Rome School. The work has been completed. IDOT has issued a permit for the Village to repaint the school crosswalk.
The Street & Alley Committee set 12 primary projects for the 2017-2018 fiscal year. As of November 7, 2017; 6 of the projects are completed, 2 are partially completed, and 4 are remaining.
As a reminder the Village is entering the second year of its 2 year snow removal contract with Roger Reynolds of Salem, IL.
Long Term Planning and Economic Development Committee: Letters have been sent to owners of potential property development areas, for either residential or commercial development. The LTP and EDC wants to assist land owners in getting out the information about their properties.
No meetings will be held in November or December due to busy holiday schedules. Plans are to begin meetings again in January.
Business Items:
Item #1 - Four vendors were asked to give bids on the tree trimming & brush cleaning that needs done on the south side right-of-way on Miller St. Two responded, David Hart with a bid of $3,600.00 and Cjs-USA Tree Service with a bid of $1,600.00. Motion was made by Paul Ayers to award the job to Cjs-USA Tree Service. Second to motion by Mike Ahlf. Motion carried 5-0.
Item #2 - Motion was made by Kurt Karcher to give a $100.00 donation to Mt. Vernon Township High School Music Department. Second to motion by Brandy Mount. Motion carried 4-1, with Paul Ayers voting nay.
Item #3 - Motion was made by Kurt Karcher to table the consideration of restroom restoration projects for the Village Hall & Community Center until ADA requirements are checked to make sure the Village is up to date with code. Second to motion by Paul Ayers. Motion carried 5-0.
Item #4 - Motion was made by Kurt Karcher to table review of the Community Center Rental Policy until after the committee can meet. Second to motion by Paul Ayers. Motion carried 5-0.
Items #5&6 - Motion was made by Nana Koenegstein to table the consideration of Ordinances 2017-06 & 2017-07 until changes can be completed. Second to motion by Kurt Karcher. Motion carried 5-0.
Motion was made by Kurt Karcher to go with the two ordinances combined into one, along with the changes discussed. Second to motion by Mike Ahlf. Motion carried 5-0.
Item #7 - Miscellaneous:
a) The Village needs to consider purchasing a buffer for the Community Center Floor so that it can be buffed once a month.
b) Farmers Market will be on the agenda for December.
c) Mike Beard will be coming in the Spring to address the Board on the Chamber of Commerce.
d) Question was asked if we wanted a street light put up at Dollar General’s entrance. Answer is Yes, if it is possible.
e) Dates for hanging Christmas lights have been submitted to Tri-County. They are November 20, 21, 27 or 28. Tri-County will let us know this week which day it will be.
f) Village President, Larry Mooney, proposed that a sign be made and posted on the Village Hall entry door letting people know that we do not have regular hours.
g) There has been graffiti painted on the interstate overpass. IDOT has been contacted about it and will take care of it as soon as possible.
Motion was made by Mike Ahlf to adjourn the meeting. Second to motion by Nana Koenegstein. Motion carried 5-0.
