The Jefferson County Full Board met in Regular Session on Thursday, December 28, 2017, in the Jefferson County Board Room, located on the lower level of the County Courthouse.
Chairman Steve Draege called the meeting to order at 7:00 p.m.
County Clerk & Recorder Connie Simmons called the roll: Board Members present: Joyce Damron, Randy Edwards, Justin Fulkerson, Wayne Hicks, Cliff Lindemann, James Malone, Joey McDermott (arrived 7:27 p.m.), Adam Ortgiesen, Jeff Stewart, Sean Wilkey, Jeff Williams and Steve Draege. (12) Board Members absent: Tim Marlow (1) Legal Counsel present: State's Attorney Sean Featherstun
The invocation was given by Wilkey, followed by the Pledge of Allegiance led by Draege.

Malone stated he enjoyed the Christmas decorations around the Courthouse and thanked the Sheriff and custodial staff for their efforts.
Steve Adams with Bernardi Securities Inc. presented the Final Pricing Summary for General Obligation Refunding Bonds (Alternate Revenue Source), Series 2017, which will save the County $419,810.69 (page 3 of report).

Public Safety Committee did not meet this month.
Motion by Hicks seconded by Edwards to approve the Animal Shelter Report as presented. Voice vote. Motion Carried. (11 aye - 0 nay - 0 abstain)
Land, Tax & Appointments Committee Chair Williams presented the December 21, 2017, Committee Meeting minutes.
Williams moves seconded by Edwards to reappoint Martin Boykin to the position of Supervisor of the Jefferson County Animal Shelter. Roll call vote. Motion Carried. (11 aye - 0 nay - 0 abstain) Chairman reappoints.
Williams moves seconded by Edwards to reappoint James Malone to the Greater Egypt Regional Planning & Development Commission. Voice vote. Motion Carried. (11 aye - 0 nay - 0 abstain) Chairman reappoints.

Wilkey moves seconded by Edwards to approve the 2018 Employee Handbook as presented. Roll call vote. Motion Carried. (11 aye - 0 nay - 0 abstain)
Highway Committee Chair Edwards presented the December 21, 2017, Committee Meeting minutes.
Edwards moves seconded by Stewart to approve the monthly claims as presented. Roll call vote. Motion Carried. (11aye - 0 nay - 0 abstain)
Edwards moves seconded by Hicks to award the monthly fuel to Huel Oil Co., at the bid price of $1.9749 per gallon for diesel and $1.5937 per gallon for gasohol for a combined price of $3.5686. Roll call vote. Motion Carried. (11 aye - 0 nay - 0 abstain)
Edwards moves seconded by Lindemann to approve Load Limit Resolution for various roads except established truck routes under the jurisdiction of County Highway Department for a period of ninety (90) days from January 15, 2018, thru April 15, 2018. Edwards moves seconded by Wilkey to approve Resolution appropriating $900,000.00 for 2018 County Motor Fuel Tax maintenance. Roll call vote. Motion Carried. (11 aye - 0 nay - 0 abstain)

Motion by Lindemann seconded by Malone to approve the agreement with Greater Egypt Regional Planning and Development Commission for services provided in EDA Project #06- 01-06077, a Public Works Program project funded by the U.S. Dept. of Commerce and administered by the Chicago Regional Office of the Economic Development Administration. Motion by Wilkey seconded by Malone to approve the request to increase the number of Sheriff's Deputies by 1 due to need for a part time, non-union SRO at Mt. Vernon Township High School not to exceed 1,000 hours per calendar year to be paid by the High School. Roll call vote. Motion Carried. (9 aye - 3 nay McDermott, Edwards, Draege - 0 abstain)
Motion by Malone seconded by Lindemann to approve a Resolution to Participate in the Service Program of the Office of the State's Attorneys Appellate Prosecutor for Fiscal Year 2018. Roll call vote. Motion Carried. (12 aye - 0 nay - 0 abstain)
