Waterloo City Council met Dec. 18.

Here is the minutes provided by the Council:

1. The meeting was called to order by Mayor Tom Smith.

2. The following Aldermen were present: Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller.

3. Pledge of Allegiance led by Boy Scouts of America-Jose Zavala.

4. Correction or Withdrawal of Agenda Items by Sponsor.

None.

5. Approval of Minutes as Written or Amended.

Motion made by Alderman Heller and seconded by Alderman Darter to approve the December 04, 2017 City Council Meeting Minutes. Motion passed unanimously with Aldermen Heller, Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner and Row voting yea.

6. Petitions by Citizens on Non-Agenda Items.

None.

7. Reports and Communications from the Mayor and other City Officers.

A. Report of Collector.

The report is in the packet. Motion made by Alderman Notheisen and seconded by Alderman Hopkins to approve the report. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting yea.

B. Report of Treasurer.

The report is in the packet. Motion made by Alderman Darter and seconded by Alderman Buettner to approve the report. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Notheisen, Thomas, Hopkins and Trantham voting yea.

C. Report of Zoning Administrator.

No report.

D. Report of Building Inspector/Code Administrator.

Administrator Nathan Krebel stated the report is in the packet.

E. Report of Director of Public Works.

No report. Director Birk was absent.

F. Report of Chief of Police.

No report.

G. Report of City Attorney.

No report.

H. Report and Communication by Mayor.

1. Presentation of Certificate of Commendation to Jenna Schwartz for her 1st Place finish in the 2017 IHSA Class 2A State Cross Country Meet.

2. Presentation of Certificate of Commendation to the Gibault High School Boys Soccer Team for their 2nd Place finish in the 2017 IHSA Class 1A State Soccer Championship.

3. Façade Grant check presentation to Mike & Leah Thomas at 121 S. Main Street.

4. Façade Grant check presentation to the Jamil & Cheryl Tannous at 123 N. Main Street.

10. Presentation of Communications, Petitions, Resolutions. Orders and Ordinances by Aldermen. A. Consideration and Action on Ordinance No. 1742 Amending the City of Waterloo, Illinois Revised Code of Ordinances Chapter 7 Business Code, Article 5 Raffle Code, in its Entirety.

Motion made by Alderman Heller and seconded by Alderman Row to approve Ordinance No. 1742 amending the City of Waterloo, Illinois Revised Code of Ordinances, Chapter 7 Business Code, Article 5 Raffle Code, in its entirety. Motion passed unanimously with Aldermen Heller, Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner and Row voting yea.

B. Consideration and Action on Resolution No. 17-29 for the 2018 Illinois Bicentennial. Motion made by Alderman Darter and seconded by Alderman Buettner to approve Resolution No. 17-29 for the 2018 Illinois Bicentennial. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Notheisen, Thomas, Hopkins and Trantham voting yea.

11. Unfinished Business.

12. Miscellaneous Business.

A. Consideration and Action on Approval of Columbia Quarry Company, Roger’s ReadyMix Inc. and Christ Brothers Asphalt as Low Bidders from the 2018 MFT Bid Opening held on Monday, December 11, 2017 at 10:00 a.m. Motion made by Alderman Notheisen and seconded by Alderman Hopkins to approve Columbia Quarry Company, Roger’s Ready-Mix Inc. and Christ Brothers Asphalt as low bidders from the 2018 MFT Bid Opening held on Monday, December 11, 2017 at 10:00 a.m. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting yea.

B. Consideration and Action on ¼ Page Color Advertisement in the Amount of $2,085.25 to be placed in the Scott Air Force Base Newcomer’s Guide & My Base Guide Mobile App. ($1,000.00 to be paid from Community Relations and $1,085.25 to be paid from

Hotel/Motel Tax Fund).

Motion made by Alderman Thomas and seconded by Alderman Hopkins to approve a ¼ page color advertisement in the amount of $2,085.25 to be placed in the Scott Air Force Base Newcomer’s Guide & My Base Guide Mobile App ($1,000.00 to be paid from Community Relations and $1,085.25 to be paid from Hotel/Motel Tax Fund). Discussion. Alderman Thomas explained the color ads will be more prominent. Motion passed unanimously with Aldermen Thomas, Hopkins, Trantham, Darter, Buettner, Row, Heller and Notheisen voting yea.

13. Discussion of Matters by Council Members Arising After Agenda Deadline.

Alderman Thomas announced the trash pickup schedules for the holiday season.

Alderman Hopkins explained the Col. Morrison Library bathroom remodeling bids with the cost of $5,000.00. The project will take approximately 2 months.

Mayor Smith thanked the Council for all their work during 2017. The Mayor and Council wished everyone a Merry Christmas.

14. Motion to Adjourn. Motion made by Alderman Notheisen and seconded by Alderman Row to adjourn. Motion passed by unanimous voice vote. Mayor Smith adjourned the meeting at 7:48 p.m.
