The City Council of Red Bud, Randolph County, Illinois met on Monday, December 4, 2017 at 7:00 p.m. at Red Bud City Hall, City Council Chambers.

Members Present:Mayor Tim Lowry, Clem Esker, Curt Guebert, Mike Reed, Bill Hanebutt, Glenn Linnertz, Kyle Donjon, Susan Harbaugh

Members Absent:David Friess

Others Present: City Attorney Paul Ray, City Superintendent Josh Eckart, Code Administrator Jeff Mueller, Police Chief John Brittingham, Admin. Assistant Pam Poetker, City Clerk Joanne Cowell

VI.Approval of Estimated and Listed Bills

Motion made by Council Member Reed, seconded by Council Member Linnertz, to approve the estimated and listed bills. The vote was as follows: Guebert, aye; Reed, aye; Hanebutt, aye; Linnertz, aye; Donjon, aye; Harbaugh, aye; Esker, aye. Motion carried.

VII.Consideration of any Additional Bills

Motion made by Council Member Harbaugh, seconded by Council Member Guebert, to approve authorization for the police department to withdraw the funds setup for the “Cops And Kids At Christmas Program” payment ($4,985). The vote was as follows: Reed, aye; Hanebutt, aye; Linnertz, aye; Donjon, aye; Harbaugh, aye; Esker, aye; Guebert, aye. Motion carried.

J.Training Request – Sprayers License (Public Works)

Approval of authorization to send Eric Schaefer and Chris Remick to training entitled “Spray Applicators License Renewal” on February 27-28, 2018 in Collinsville, IL. Registration fee is $67 each. Transportation, manuals and workbooks are required. Approval of authorization to send Chad Grohmann and Adren Walsh to training entitled “Spray Applicators License Renewal” on February 27-28, 2018 in Collinsville, IL. Registration fee is $79 each. Transportation, manuals and workbooks are required.

Motion made by Council Member Harbaugh, seconded by Council Member Reed, to approve the health insurance renewal with Coventry as illustrated on the schedule ($26,948.08/monthly). b.Rate Transfers to Health Fund to Coincide with Renewal Increase

Motion made by Council Member Harbaugh, seconded by Council Member Esker, to approve the monthly health insurance contributions rates to the health insurance fund as presented (Family - $1,550; Employee + Spouse - $1,200; Employee + Child(ren) - $1,155; Single - $605). The vote was as follows: Donjon, aye; Harbaugh, aye; Esker, aye; Guebert, aye; Reed, aye; Hanebutt, aye; Linnertz, aye. Motion carried.

Council Member Esker relayed concerns of residents across the street from RBES, who have single car garages and are not allowed to park on the street in front of their homes. Mayor Lowry said this could be discussed at a committee meeting in the future.

Council Member Esker reported that a loan of $450,000 to Mike and Kim Moll has been recommended by the committee and will be on the December committee meeting agenda, with plans to hold a special council meeting following, to approve the loan.

XI.Old Business

Council Member Reed commented on the purchase of the Guebert property and acknowledged the hard work and commitment that has gone on by many city officials and committees and the Guebert’s willingness to work with the city over the years, in establishing the industrial parks; recognizing the jobs that these developments have produced in Red Bud and with the purchase of the additional properties, this effort will continue.
