The City Council of Red Bud, Randolph County, Illinois met on Monday, November 20, 2017 at 7:59 p.m. at Red Bud City Hall, City Council Chambers.

Members Present:Mayor Tim Lowry, Curt Guebert, Mike Reed, Bill Hanebutt, Glenn Linnertz, David Friess, Kyle Donjon, Susan Harbaugh

Members Absent:Clem Esker

Others Present: City Attorney Paul Ray, City Superintendent Josh Eckart, Admin. Assistant Pam Poetker, City Clerk Joanne Cowell, Finance Clerk Dustin Ziebold

Others Absent: City Code Administrator Jeff Mueller, Police Chief John Brittingham

III. Insurance Policy Approvals

a.Contract with Kevin Hutchinson

Motion made by Council Member Reed seconded by Council Member Harbaugh, to approve items a,d,c,d as submitted (Kevin Hutchinson - $4,500; ICRMT Package Liability Policy - $119,209; IPRF Workers Compensation Policy - $59,452; Cincinnati Insurance Company’s Boiler Policy - $112,600) The vote was as follows: Guebert, aye; Reed, aye; Hanebutt, aye; Linnertz, aye; Friess, aye; Donjon, aye; Harbaugh, aye. Motion carried.

d.Package Policy for Property, Liability, Crime, Professional, Auto

Motion made by Council Member Reed seconded by Council Member Harbaugh, to approve items a,d,c,d as submitted (Kevin Hutchinson - $4,500; ICRMT Package Liability Policy - $119,209; IPRF Workers Compensation Policy - $59,452; Cincinnati Insurance Company’s Boiler Policy - $112,600) The vote was as follows: Guebert, aye; Reed, aye; Hanebutt, aye; Linnertz, aye; Friess, aye; Donjon, aye; Harbaugh, aye. Motion carried.

IV. Ordinance No. 1388 Purchase of Guebert Real Estate

48.24 acres @ $14,000/acre = $675,360 (2% interest over 3 years)

Motion made by Council Member Hanebutt, seconded by Council Member Donjon, to approve Ordinance No. 1388, “An Ordinance Approving The Purchase Of Real Estate Owned By Guebert Family In Red Bud, Illinois” The vote was as follows: Reed, aye; Hanebutt, aye; Linnertz, aye; Friess, abstain; Donjon, aye; Harbaugh, aye; Guebert, aye. Motion carried.

V. Ordinance No. 1389 Purchase of Voges Real Estate

4.96 acres @ $14,000/acre = $69,440

Motion made by Council Member Harbaugh, seconded by Council Member Donjon, to approve Ordinance No. 1389, “An Ordinance Approving The Purchase Of Real Estate Owned By Voges Trust In Red Bud, Illinois” The vote was as follows: Hanebutt, aye; Linnertz, aye; Friess, aye; Donjon, aye; Harbaugh, aye; Guebert, aye; Reed, aye. Motion carried.

VI. Ordinance No. 1390 Farming Agreement with Rusty Guebert

$100/tillable acre cash rent thru 12/31/2020 = $5,000/year

Motion made by Council Member Donjon, seconded by Council Member Linnertz, to approve Ordinance No. 1390, “An Ordinance Approving A Lease Of Municipal Real Property” The vote was as follows: Linnertz, aye; Friess, aye; Donjon, aye; Harbaugh, aye; Guebert, aye; Reed, aye; Hanebutt, aye. Motion carried.
