City of Red Bud Public Works Committee met November 20.

Here is the minutes provided by the Committee:

Committee Members Present:Glenn Linnertz, Kyle Donjon, Bill Hanebutt, Curt Guebert

Committee Members Absent:Clem Esker

Council Members Present: Mike Reed, David Friess, Susan Harbaugh

Others Present:Mayor Tim Lowry, City Attorney Paul Ray, City Superintendent Josh Eckart, Admin. Assist. Pam Poetker, City Clerk Joanne Cowell, Finance Clerk Dustin Ziebold

Others Absent:Code Administrator Jeff Mueller, Police Chief John Brittingham

Committee Chairman Linnertz called the meeting to order at 7:26 p.m.

Old Business:

I.Power Plant

1.Plant Report

Eckart reported that a scheduled generation run has been delayed because of some work that Ameren has to do on some joint use poles.

II.Safe Routes to School

Eckart reported that the final project close out is being worked on.

III.ITEP Sidewalk Grant Application

Eckart said that letters of support had been received from the businesses on South Main and Rep. Bost, Paul Schimp and Jerry Costello. All the paper work has been turned in for the December 1st deadline.

New Business :

I.Approval of Prior Month’s Meeting Minutes – Meeting October 16, 2017

Recommendation made by Committee Chairman Linnertz, seconded by Committee Member Donjon, to approve the minutes from the October 16, 2017 meeting. Carried

II.Utility Funds

A.Authorization to Transfer Funds from Electric & Water Cash Accounts to Capital Plans

Recommendation made by Committee Chairman Linnertz, seconded by Committee Member Donjon, to approve authorizing the transfer of $500,000 from the Electric and $100,000 from the Water Cash Accounts to the Capital Plans. Carried

B.Authorization to Transfer Funds from Gas Capital Plan to Cash Account – West Line

Recommendation made by Committee Chairman Linnertz, seconded by Committee Member Guebert, to approve authorizing the transfer of $30,000 from the Gas Capital Plan to the Cash Account. Carried

C.Gas Rates Review

A discussion was held reviewing gas rates and fund status. This will continue to be monitored and left on the agenda.

Recommendation made by Committee Chairman Linnertz, seconded by Committee Member Hanebutt, to approve authorizing Dustin Ziebold to pull money from the Gas Captial Plan to cover cash expenses for the gas department. Carried

III.Sewer Adjustment – Alan Deterding - 624 Locust Street

Recommendation made by Committee Chairman Linnertz, seconded by Committee Member Hanebutt, to approve authorizing crediting the account at 624 Locust Street in the amount of $334.22 for a water leak that did not enter the sewer system. Carried

IV.APPA Legislative Rally – February 26-28, 2018

Recommendation made by Committee Chairman Linnertz, seconded by Committee Member Hanebutt, to approve sending the Mayor and Josh Eckart to the APPA Legislative Rally, February 26-28, 2018. Carried

V.MFT Update and Resolution

Recommendation made by Committee Chairman Linnertz, seconded by Committee Member Donjon, to approve the 2018 Motor Fuel Tax Resolution and have Joanne Cowell sign it. Carried

VI.Holiday Lighting Coupon

Recommendation made by Committee Chairman Linnertz, seconded by Committee Member Donjon, to approve authorizing the $10 Holiday Lighting Coupon. Carried

VII. Training Request – Sprayers License for Eric Schaefer, Chris Remick, Chad Grohmann, Adren Walsh

Recommendation made by Committee Chairman Linnertz, seconded by Committee Member Hanebutt, to approve sending Eric Schaefer and Chris Remick to training entitled “Spray Applicator License Renewal” on February 27-28, 2018 in Collinsville, IL. Registration fee is $67 each. Transportation, manuals and workbooks are required. Carried

Recommendation made by Committee Chairman Linnertz, seconded by Committee Member Hanebutt, to approve sending Chad Grohmann and Adren Walsh to training entitled “Spray Applicator License Renewal” on February 27-28, 2018 in Collinsville, IL. Registration fee is $79 each. Transportation, manuals and workbooks are required. Carried

VIII.Public Comments/Anything for the Good of the City

Eckart said that the “I” circuit had been struck by lightning and the underground structure behind Roeslein needs to be reworked. He is working with BHM&G on this.
