Most frugal cities in SW Illinois

Village of Fults, Village of St. Johns and Village of Percy top the list in SW Illinois with the lowest spending per capita in 2017, Illinois State Comptroller financial reports show.

State law requires local governments to self-report financial records each year, including revenue, spending and debt. Municipal spending per capita is calculated to compare budget habits across cities and villages.
