City of Red Bud Public Works Committee met December 18.

Here is the minutes provided by the Committee:

Committee Members Present:Glenn Linnertz, Kyle Donjon, Bill Hanebutt, Clem Esker, Curt Guebert

Council Members Present: Mike Reed, Susan Harbaugh

Council Members Absent: David Friess

Others Present:Mayor Tim Lowry, City Attorney Paul Ray, City Superintendent Josh Eckart, Code Administrator Jeff Mueller, Police Chief John Brittingham, Admin. Assist. Pam Poetker, City Clerk Joanne Cowell

Committee Chairman Linnertz called the meeting to order at 7:54 p.m.

Old Business

I.Power Plant

1.Plant Report

Eckart reported that a generation run was done from 8:00 a.m. – 3:30 p.m. Wednesday, December 13th, while SIPC was working on a switch on Griggs Road and everything went smoothly.

II.Safe Routes to School

Nothing to report

III.ITEP Sidewalk Grant Application

Eckart said the application has been submitted. This can be removed from the agenda for now.

IV.Utility Funds

1.Electric Fund Update – Capacitor Bank & “I” Circuit Underground Projects

Eckart said an estimate for redoing the duct bank, the “I” circuit at Ratz Park and set up for updating the other circuits is $520,000. This needs to be discussed with the capital plan budget. The “H” circuit load capacitor bank work was completed and IMEA efficiency funds reimbursed $19,000 of the $25,000 cost.

2.Gas Fund Update

Eckart reported that since he has been aboard, the west line gas project cost about $29,850 this year, for a total estimated cost of $75,000 to date, with $8,000 - $12,000 work yet to be done.

The valve replacement project this year cost is $39,000 ($1,300/per valve), with about $26,000 to finish; total project $65,500.

Recommendation made by Committee Chairman Linnertz, seconded by Committee Member Guebert, to approve authorizing a payment of $815.63 total to Dustin Liefer and Justine Liefer for a gas only easement. Carried

New Business

I.Approval of Prior Month’s Meeting Minutes – Meeting November 20, 2017

Recommendation made by Committee Chairman Linnertz, seconded by Committee Member Donjon, to approve the minutes from the November 20, 2017 meeting. Carried

II.Authorization of HeplerBroom Services – Title V Operating Permit Renewal

This will be on the council agenda with additional information of the previous permit costs.

III.Approval of Lead and Copper Water Sampling $5.00 Coupon to Participating Residents

Recommendation made by Committee Chairman Linnertz, seconded by Committee Member Hanebutt, to authorize the approval of issuing coupons to participating residents for participating in the lead and copper water sampling, at $5.00 each. Carried

IV.Approval of Belleville Fence Quote – Fence Repair at Shiloh Substation

Recommendation made by Committee Chairman Linnertz, seconded by Committee Member Guebert, to authorize approval of the proposal from Belleville Fence Co. to fix the Shiloh substation fence, NTE $2,664. Carried

V.Public Comments/Anything for the Good of the City

Eckart said that he will be working with Chairman Linnertz on reviewing the capital plan. The annual Christmas party will be Friday, December 22nd at 3:30 P.M. Eckart will be working on inventory.
