City of Waterloo City Council met February 5. 

Here is the minutes as provided by the council:

1. The meeting was called to order by Mayor Tom Smith.


2. The following Aldermen were present: Notheisen, Thomas, Hopkins, Trantham, Darter,

     Buettner, Row and Heller.

3. Pledge of Allegiance led by Mayor Tom Smith.

     Alderman Heller requested a moment of silence in honor of the passing of Celestine “Sally”

     Smith, mother of Mayor Smith.

4. Correction or Withdrawal of Agenda Items by Sponsor.

     Motion made by Alderman Notheisen and seconded by Alderman Buettner to delete Item #12

     E from the agenda. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins,

     Trantham, Darter, Buettner, Row and Heller voting yea.

5. Approval of Minutes as Written or Amended.

     Motion made by Alderman Darter and seconded by Alderman Heller to approve the January

     15, 2018 City Council Meeting Minutes. Motion passed unanimously with Aldermen Darter,

     Buettner, Row, Heller, Notheisen, Thomas, Hopkins and Trantham voting yea.

6. Petitions by Citizens on Non-Agenda Items.

     None.

7. Reports and Communications from the Mayor and other City Officers.

     A. Report of Collector.

          No report.

     B. Report of Treasurer.

          No report.

     C. Report of Zoning Administrator.

          No report.

     D. Report of Director of Public Works.

          No report.

     E. Report of Chief of Police.

          No report.

     F. Report of City Attorney.

         No report.

     G. Report and Communication by Mayor.

          1. Presentation of Certificate of Commendation to the WHS Cheer Stunt Team for

               their Third Place Ranking at the ICCA State Championships.

          2. Presentation of an Award of Appreciation to Mr. Alan Mueller for 9 Years of

               Service on the Zoning Board of Appeals.

          3. Appointment of Mr. Larry Goessling to the Zoning Board of Appeals for a 5-Year

               Term to Expire on February 1, 2023. Appointment approval given by Aldermen

               Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller.

          4. Mayor Smith thanked everyone for their support and expressions of sympathy in

               the passing of his dear mother, Celestine “Sally’ Smith.

9. Report of Special Committees.

     None.

10. Presentation of Communications, Petitions, Resolutions, Orders and Ordinances by Aldermen.

     A. Consideration and Action on Ordinance No. 1749 Authorizing the Amendment of the

          City of Waterloo, Illinois Revised Code of Ordinances, Chapter 38 Utility Systems,

          Article I: Electric Systems, Division IV: Terms of Service and Rates and Charges,

          Section 38-1-38 Rented Dusk-to-Dawn Lights.

          Motion made by Alderman Heller and seconded by Alderman Darter to approve

          Ordinance No. 1749 authorizing the amendment of the City of Waterloo, Illinois

          Revised Code of Ordinances, Chapter 38 Utility Systems, Article I: Electric Systems,

          Division IV: Terms of Service and Rates and Charges, Section 38-1-38 Rented Duskto-Dawn

          Lights. Motion passed unanimously with Aldermen Heller, Notheisen,

          Thomas, Hopkins, Trantham, Darter, Buettner and Row voting yea.

     B. Consideration and Action on Ordinance No. 1750 Authorizing the Amendment of the

          City of Waterloo, Illinois Revised Code of Ordinances, Chapter 38 Utility Systems,

          Article III: Sewers, Division V: Use of Public Sewers, Section 38-3-31 Grease, Oil,

          Gasoline and Flammable Liquid Interceptors.

          Motion made by Alderman Heller and seconded by Alderman Notheisen to approve

          Ordinance No. 1750 authorizing the amendment of the City of Waterloo, Illinois

          Revised Code of Ordinances, Chapter 38 Utility Systems, Article III: Sewers, Division

          V: Use of Public Sewers, Section 38-3-31 Grease, Oil, Gasoline and Flammable

          Liquid Interceptors. Motion passed unanimously with Aldermen Heller, Notheisen,

          Thomas, Hopkins, Trantham, Darter, Buettner and Row voting yea.

     C. Consideration and Action on Resolution No. 18-01 Authorizing the Execution of a

          Professional Services Agreement – Task Order No. 2 Between the City of Waterloo,

          Illinois and HMG Engineers Inc. for Engineering Services Related to the Vandebrook

          and West Lake Estates Patch/Mill/Overlay Street Project with a Not-to-Exceed

          Amount of $105,000.00.

          Motion made by Alderman Buettner and seconded by Alderman Row to approve

          Resolution No. 18-01 authorizing the execution of a Professional Services Agreement

          – Task Order No. 2 between the City of Waterloo, Illinois and HMG Engineers Inc.

          for Engineering Services related to the Vandebrook and West Lake Estates

          Patch/Mill/Overlay Street Project with a not-to-exceed amount of $105,000.00. Motion

          passed unanimously with Aldermen Buettner, Row, Heller, Notheisen, Thomas,

          Hopkins, Trantham and Darter voting yea.

11. Unfinished Business.

     None.

12. Miscellaneous Business.

     A. Consideration and Action on Warrant No. 562.

          Motion made by Alderman Darter and seconded by Alderman Buettner to approve

          Warrant No. 562. Motion passed unanimously with Aldermen Darter, Buettner, Row,

          Heller, Notheisen, Thomas, Hopkins and Trantham voting yea.

     B. Consideration and Action on a Request from Developer, Wayne Hank, for a Two-Year

          Improvement Plan Extension for Silvercreek Crossing, 2nd Addition, Phase II to Expire

          on February 16, 2020.

          Motion made by Alderman Notheisen and seconded by Alderman Hopkins to approve

          a request from developer, Wayne Hank, for a two-year Improvement Plan Extension

          for Silvercreek Crossing to expire on February 16, 2020. Motion passed unanimously

          with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and

          Heller voting yea.

     C. Consideration and Action on Approval of Dannehold Farm Estates Phase I, Survey

          Plat.

          Motion made by Alderman Row and seconded by Alderman Buettner to approve the

          Dannehold Farm Estates, Phase I, Survey Plat. Motion passed unanimously with

          Aldermen Row, Heller, Notheisen, Thomas, Hopkins, Trantham, Darter and Buettner

          voting yea.

     D. Consideration and Action on Approval of Remlok, Phase III, Final Plat.

          Motion made by Alderman Row and seconded by Alderman Notheisen to approve the

          Remlok, Phase III, Final Plat. Motion passed unanimously with Aldermen Row,

          Heller, Notheisen, Thomas, Hopkins, Trantham, Darter and Buettner voting yea.

     E. Consideration and Action on Special Event Permit Request from Waterloo Citizens for

          a Pool for a 5K Walk/Run to be held on March 17, 2018, 8:00 a.m. to 11:00 a.m.

          Motion made by Alderman Thomas and seconded by Alderman Darter to approve a

          Special Event Permit Request from Waterloo Citizens for a Pool for a 5K Walk/Run to

         be held on March 17, 2018, 8:00 a.m. to 11:00 a.m. Motion made by Alderman

          Notheisen and seconded by Alderman Thomas to amend the motion to add: ‘There will

          be a standardized route for all runs.’ Motion with amendment passed unanimously

          with Aldermen Thomas, Hopkins, Trantham, Darter, Buettner, Row, Heller and

          Notheisen voting yea.

13. Matters by Council Members Arising After Agenda Deadline.

     Alderman Hopkins stated the new building improvement at the Willis Fischer Building on

     Moore Street looks very nice.

14. Motion to Adjourn. Motion made by Alderman Notheisen and seconded by Alderman

     Buettner to adjourn. Motion passed by unanimous voice vote. Mayor Smith adjourned the

     meeting at 7:45 p.m.
