Waterloo City Council met March 5.

Here is the minutes provided by the Council:

1. The meeting was called to order by Mayor Tom Smith.

2. The following Aldermen were present: Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller.

3. Pledge of Allegiance led by Boy Scout Troup Pack #323.

4. Correction or Withdrawal of Agenda Items by Sponsor. None.

5. Approval of Minutes as Written or Amended

Motion made by Alderman Heller and seconded by Alderman Row to approve the February 20, 2018 City Council Meeting Minutes. Motion to approve minutes passed unanimously with Aldermen Heller, Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner and Row voting yea.

6. Petitions by Citizens on Non-Agenda Items. None.

7. Reports and Communications from the Mayor and other City Officers.

A. Report of Collector. No report.

B. Report of Treasurer. No report.

C. Report of Zoning Administrator. No report.

D. Report of Director of Public Works. No report.

G. Report and Communication by Mayor.

1. Appointment, with the Advice and Consent of City Council, of Mr. William A. Schmitt as Hearing Officer for a Police Safety Employees Benefits Act (PSEBA) Hearing. Appointment consent given unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting yea.

2. Certificate of Commendation awarded to Schneider’s Meats by the Illinois Meat Processors Association.

3. Members of Boy Scout Troup Pack #323 were each introduced to the Council.

10. Presentation of Communications, Petitions, Resolutions, Orders and Ordinances by Aldermen. None.

12. Miscellaneous Business.

A. Consideration and Action on Warrant No. 563.

Motion made by Alderman Darter and seconded by Alderman Heller to approve Warrant No. 563. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Notheisen, Thomas, Hopkins and Trantham voting yea.

B. Consideration and Action on Contribution in the Amount of $1,500.00 to the Waterloo Chamber of Commerce to Assist with the Purchase of Six (6) New Christmas Decorations to be Paid out of Downtown Beautification/Video Gaming Revenue. Motion made by Alderman Notheisen and seconded by Alderman Hopkins to approve contribution in the amount of $1,500.00 to the Waterloo Chamber of Commerce to assist with the purchase of six (6) new Christmas decorations to be paid out of Downtown Beautification/Video Gaming revenue. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting yea.

C. Consideration and Action on Special Event Permit Request from the Waterloo Optimist Club Beer-B-Que to be held on May 11, 2018 at 6:00 p.m. to May 12, 2018 at 8:00 p.m. with a Street Closure at the Corner of Main Street and Third Street. Motion made by Alderman Row and seconded by Alderman Darter to approve the special event permit request from the Waterloo Optimist Club Beer-B-Que to be held on May 11, 2018 at 6:00 p.m. to May 12, 2018 at 8:00 p.m. with a street closure at the corner of Main Street and Third Street. Motion passed unanimously with Aldermen Row, Heller, Notheisen, Thomas, Hopkins, Trantham, Darter and Buettner voting yea.

D. Consideration and Action on Purchase of a John Deere 5100M Utility Tractor and John Deere CX15 Rotary Cutter for a Total Purchase Amount of $85,275.71. Motion made by Alderman Notheisen and seconded by Alderman Hopkins to approve the purchase of a John Deere 5100M utility tractor and John Deere CX15 rotary cutter for a total purchase amount of $85,275.71. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting yea.

E. Consideration and Action on Procedure and Schedule or Proceedings Relative to the Adoption of the Annual Budget for the Fiscal Year of May 01, 2018 Through April 30, 2019. Motion to approve the Procedure and Schedule of Proceedings was made by Alderman Notheisen and seconded by Alderman Heller. Discussion. The motion was read in its entirety by Alderman Notheisen. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting yea.

F. Presentation of the 2018 Illinois Excellence in Tourism Award for Best Event or Festival for the “Solarbration.” Mayor Smith read the proclamation and thanked everyone who made the event successful. He stated people came from Bolivia, Canada, England, India, Ireland, Russia, The Netherlands, Turkey and Wales.

13. Matters by Council Members Arising After Agenda Deadline.

Alderman Thomas thanked and congratulated those who worked so hard to make the Solabration Festival successful. He stated Waterloo was in competition for this award against much larger cities in the state of Illinois. Alderman Notheisen was impressed with the cleanup of debris by all who attended.

14. Motion to Adjourn. Motion made by Alderman Notheisen and seconded by Alderman Thomas to adjourn. Motion passed by unanimous voice vote. Mayor Smith adjourned the meeting at 7:55 p.m.
