City of Du Quoin City Council met February 26.

Here is the minutes provided by the Council:

Invocation:

City Attorney Aaron Atkins gave the invocation.

Call to Order:

Mayor Alongi called the meeting to order at 6 p.m. with the following individuals present: Commissioners Michael Ward, Dale Spencer, Charles Genesio, and Gerald Whitley. City staff included City Attorney Aaron Atkins, City Treasurer Stephanie Cravens, and City Clerk Andrew Croessman.

Previous Meeting Minutes:

The Council reviewed the minutes of the regular meeting held on the 12th day of February. Commissioner Ward moved, Commissioner Genesio seconded a motion to approve the minutes. Motion passed; all ayes.

Approval of Bills:

Commissioner Spencer moved, Commissioner Whitley seconded a motion to approve the bill list for February 26, 2018. Motion passed; all ayes.

Proclamation:

City Attorney Aaron Atkins read a proclamation in recognition of the Du Quoin Youth Club and the Charity Ball. It proclaimed that March 4 – 10, 2018 be Du Quoin Youth Club week.

Ordinances:

A. 2018-O02-02: An Ordinance Amending City Code Section 21-2-6 (K) Relating to Special Event Liquor Licenses. Mayor Alongi said that someone approached him about wanting to have art shows with wine, but he could not issue a Special Event Liquor License to an out of town winery. This Amendment adds the phrase “as shall be deemed to be appropriate in the discretion of the Liquor Commissioner” to the Special Event Liquor License. Commissioner Genesio moved, Commissioner Ward seconded a motion that 2018-O02-02 be put on public display. Motion passed; all ayes.

B. 2018-O02-03: An Ordinance Authorizing Entering into a Contract with Clearwave Communications to Provide Internet and Telephone Services at Fire Station #2. City EMA Director Doug Clark said that their current internet and telephone service is split between Newwave and Frontier. He proposed that the City consolidate services with Clearwave Communications which would provide a 100 megabyte per second connection versus the current 6 megabyte per second connection. The additional cost is roughly $50 per month. Commissioner Genesio moved, Commissioner Spencer seconded a motion that 2018-O02-03 be put on public display. Motion passed; all ayes.

C. 2018-O02-04: An Ordinance Amending the Budget to Add the Revolving Loan Fund. City Clerk Andrew Croessman said that the Revolving Loan Fund was originally left out of the 2017 Budget due to the State’s plan of discontinuing it. Mr. Croessman said that he learned on February 7, 2018 that it would be continued through 2018. The amended Budget provides for $85,000 to extend water and sewer services to Chester Construction Supply and $15,000 to relocate solar panels to benefit Burke Tool and Manufacturing Inc. Commissioner Spencer moved, Commissioner Whitley seconded a motion that 2018-O02-04 be put on public display. Motion passed; all ayes.

Resolutions:

A. 2018-R02-01: A Resolution Authorizing a Redevelopment Agreement Between the City of Du Quoin and the Du Quoin Community Development Corporation (DCDC) on Behalf of the Redevelopment of 307 East Main Street. Commissioner Genesio moved, Commissioner Spencer seconded a motion that 2018-R02-01 be approved. Motion passed; all ayes.

B. 2018-R02-02: A Resolution Authorizing a Redevelopment Agreement Between the City of Du Quoin and the Du Quoin Development Corporation (DCDC) on Behalf of the Redevelopment of 20 North Division Street. Commissioner Spencer moved, Commissioner Genesio seconded a motion that 2018-R02-02 be approved. Motion passed; Commissioner Whitley abstained, all others voted in favor.

C. 2018-R02-03: A Resolution Authorizing a Redevelopment Agreement Between the City of Du Quoin and Gene Krone and Scott Latta Doing Business as Baked on Division. Commissioner Spencer moved, Commissioner Ward seconded a motion that 2018-R02- 03 be approved. Motion passed; Commissioner Whitley abstained, all others voted in favor.

D. 2018-R02-04: A Resolution Authorizing a Redevelopment Agreement Between the City of Du Quoin and Abundant Storage Inc. Commissioner Whitley moved, Commissioner Ward seconded a motion that 2018-R02-04 be approved. Motion passed; all ayes.

E. 2018-R02-05: A Resolution Authorizing Preparation, Execution, and Conveyance of a Purchase Agreement to Sell Real Estate in the Du Quoin Industrial Park to Chester Construction Supply Inc. Commissioner Ward moved, Commissioner Genesio seconded a motion that 2018-R02-05 be approved. Motion passed; all ayes.

F. 2018-R02-07: A Resolution Authorizing a Tax Increment Financing District Redevelopment Agreement Between the City of Du Quoin and Chester Construction Supply Inc. Commissioner Spencer moved, Commissioner Whitley seconded a motion that 2018-R02-07 be approved. Motion passed; all ayes.

G. 2018-R02-13: A Resolution Authorizing Relocation of Solar Equipment and Related Accessories from Du Quoin Solar Park to 1237 Industrial Park Boulevard to Benefit Burke Tool and Manufacturing Inc. City Economic Developer Jeff Ashauer said that the original solar project did not have enough funds to go further than the MPP factory, which excluded Burke Tool and Manufacturing Inc. to partake in the free energy provided. He said that this Resolution authorizes the use of up to $15,000 to relocate an array of solar panels to Burke Tool as long as they continue to manufacture at that location. Commissioner Spencer moved, Commissioner Genesio seconded a motion that 2018-R02-13 be put on public display. Motion passed; all ayes.

H. 2018-R02-14: A Resolution Authorizing Issuance of a Roadblock Permit to the Du Quoin American Legion. Commissioner Whitley moved, Commissioner Ward seconded a motion that 2018-R02-14 be approved. Motion passed; all ayes.

I. 2018-R02-15: A Resolution Authorizing Issuance of a Roadblock Permit to the Du Quoin Baseball Inc. Commissioner Ward moved, Commissioner Spencer seconded a motion that 2018-R02-15 be approved. Motion passed; all ayes.

Public Agenda:

City Attorney Aaron Atkins read a press release regarding the circumstances between the Illinois Municipal Retirement Fund (IMRF) and Commissioner Spencer, and his subsequent resignation. A copy of press release is attached hereto, and made a part of the minutes. Commissioner Spencer thanked the people of Du Quoin for electing him. He ended by saying that he was proud to be a part of a lot of good things such as renovating the City Pool, replacing the Christmas decorations, and balancing the City’s Budget. Commissioner Genesio moved, Commissioner Ward seconded a motion to accept the resignation of Commissioner Spencer effective at the conclusion of the City Council meeting. Motion passed; Commissioner Spencer abstained, all others voted in favor.

Commissioners’ Comments:

The City Council expressed to Commissioner Spencer that they were sorry to see him go and that it was a privilege serving alongside him. They also thanked the Du Quoin Youth Club for their service to the community.

Commissioner Spencer said that he still intends on serving in a volunteer capacity for Arbor Day, City cleanups, and the Perry County Bicentennial Day.

Public Comments:

The owner of KeKe’s Closet proposed having a sidewalk sale on Main Street in April. The Council was receptive to her request and granted her permission.

Ms. Dixie Travelstead from the Du Quoin Youth Club was honored by the City’s proclamation and said their success is due to the numerous volunteers.

Executive Session:

Mayor Alongi entertained a motion to have an executive session pursuant to the Open Meetings Act 5 ILCS 120/2 (c) (3) to discuss selection of a person to fill a public office. Commissioner Spencer moved, Commissioner Genesio seconded a motion to go into executive session at 6:55 p.m. Motion passed; all ayes.

Adjournment:

The City Council adjourned at 7:06 p.m., motion by Commissioner Ward, seconded by Commissioner Spencer; all ayes.
