City of Du Quoin City Council met February 12.

Here is the minutes provided by the Council:

Invocation:

City Attorney Aaron Atkins gave the invocation.

Call to Order:

Mayor Alongi called the meeting to order at 6 p.m. with the following individuals present: Commissioners Michael Ward, Dale Spencer, and Charles Genesio. City staff included City Attorney Aaron Atkins, City Treasurer Stephanie Cravens, and City Clerk Andrew Croessman.

Previous Meeting Minutes:

The Council reviewed the minutes of the regular meeting held on the 22nd day of January. Commissioner Genesio moved, Commissioner Ward seconded a motion to approve the minutes. Motion passed; all ayes.

Treasurer’s Report:

Monthly Treasurer’s Report for December 2017: City Treasurer Stephanie Cravens said that the opening balance for the General Fund was $536,804 and the closing balance was $489,660. Total General Fund income was $475,454, with expenses of $520,982. In regards to the Water/Sewer Fund, she said that the opening balance was $113,952, and the closing balance was $87,873. Water/Sewer Fund income was $226,743, with expenses of $258,582. She said that total cash for all City funds are up from $1.85 million to $1.90 million. Commissioner Spencer moved, Commissioner Genesio seconded a motion to approve the Monthly Treasurer’s Report for December 2017. Motion passed; all ayes.

Approval of Bills:

Commissioner Spencer moved, Commissioner Ward seconded a motion to approve the bill list for February 12, 2018. Motion passed; all ayes.

Consent Agenda:

Commissioner Ward moved, Commissioner Genesio seconded a motion to accept the resignation of Patrol Officer Will Denton effective February 17, 2018. Motion passed; all ayes.

Ordinances:

A. 2018-O02-01: An Ordinance Establishing Administrative Fee on Towed Vehicles in the City of Du Quoin. City Attorney Aaron Atkins said that this Ordinance provides for a towing fee of $200 for certain driver offenses. Commissioner Spencer was concerned about the cost of a hearing attorney if an offender appealed. Mayor Alongi suggested putting out a request for proposal to push the cost of an attorney down. Commissioner Ward said that the offender needs to be advised to get their car back expeditiously or risk paying greater storage fees if they lose their appeal. Commissioner Genesio was concerned that the City could not provide a hearing attorney within 72 hours. Commissioner Spencer moved, Commissioner Genesio seconded a motion to table 2018-O02-01. Motion passed; all ayes.

Resolutions:

City Economic Developer Jeff Ashauer said that the two following Resolutions are both related to acquiring derelict properties next to the City’s two bakery businesses. Both Resolutions acquire properties for $8,500 apiece. Tax Increment Financing (TIF) will reimburse Du Quoin Community Development Corporation (DCDC) for both properties. Once the adjacent businesses demolish the structures, the properties will be deeded to them.

A. 2018-R02-01: A Resolution Authorizing a Redevelopment Agreement Between the City of Du Quoin and the Du Quoin Community Development Corporation (DCDC) on Behalf of the Redevelopment of 307 East Main Street. Commissioner Spencer moved, Commissioner Ward seconded a motion to put 2018-R02-01 on public display. Motion passed; all ayes.

B. 2018-R02-02: A Resolution Authorizing a Redevelopment Agreement Between the City of Du Quoin and the Du Quoin Development Corporation (DCDC) on Behalf of the Redevelopment of 20 North Division Street. Commissioner Ward moved, Commissioner Genesio seconded a motion to put 2018-R02-02 on public display. Motion passed; all ayes.

C. 2018-R02-03: A Resolution Authorizing a Redevelopment Agreement Between the City of Du Quoin and Gene Krone and Scott Latta Doing Business as Baked on Division. Mr. Ashauer said that Baked on Division is doing a $75,000 renovation to add a café style seating area in the second half of their building. TIF will reimburse them $10,000 for their project. Commissioner Spencer moved, Commissioner Genesio seconded a motion to put 2018-R02-03 on public display. Motion passed; all ayes.

D. 2018-R02-04: A Resolution Authorizing a Redevelopment Agreement Between the City of Du Quoin and Abundant Storage Inc. Mr. Ashauer said that Mr. Tracy Fenton is doing a $100,000 renovation to the old IGA store on Route 14 and 51. This building houses a cable spool manufacturer and the renovation will counter blight in the area. Business District will reimburse him $24,000 over one year for his project. Commissioner Spencer moved, Commissioner Ward seconded a motion to put 2018- R02-04 on public display. Motion passed; all ayes.

E. 2018-R02-05: A Resolution Authorizing Preparation, Execution, and Conveyance of a Purchase Agreement to Sell Real Estate in the Du Quoin Industrial Park to Chester Construction Supply Inc. Mr. Ashauer said that this Resolution authorizes the sale of 9.71 acres at $8,500 per acre for a total price tag of $82,535. This business will construct a railroad spur to offload construction supplies from train cars and then load them on tractor trailers for distribution. He added that the City would use land sale proceeds to extend water and sewer services to them and would also have access to their railroad spur. Commissioner Spencer moved, Commissioner Genesio seconded a motion to put 2018-R02-05 on public display. Motion passed; all ayes.

F. 2018-R02-06: A Resolution Honoring the Veterans and Personnel of the United States Military by Naming a Street in the Du Quoin Industrial Park After the USS Enterprise. Commissioner Spencer moved, Commissioner Ward seconded a motion that 2018-R02- 06 be approved. Motion passed; all ayes.

G. 2018-R02-07: A Resolution Authorizing a Tax Increment Financing District Redevelopment Agreement Between the City of Du Quoin and Chester Construction Supply Inc. Mr. Ashauer said that this Resolution reimburses Chester Construction Supply Inc. $33,985 from TIF for their redevelopment. Commissioner Genesio moved, Commissioner Ward seconded a motion to put 2018-R02-07 on public display. Motion passed; all ayes.

H. 2018-R02-08: A Resolution Accepting Bid Proposals on Motor Fuel Tax (MFT) Materials. City Engineer Doug Bishop said that material prices were largely unchanged from last year except oil price increased $0.20 per gallon. Commissioner Genesio moved, Commissioner Spencer seconded a motion that 2018-R02-08 be approved. Motion passed; all ayes.

I. 2018-R02-09: A Resolution Authorizing Issuance of a Roadblock Permit to the Du Quoin Community Clothes Closet. Commissioner Ward moved, Commissioner Spencer seconded a motion that 2018-R02-09 be approved. Motion passed; all ayes.

J. 2018-R02-10: A Resolution Authorizing Issuance of a Roadblock Permit to the Du Quoin Lions Club. Commissioner Ward moved, Commissioner Genesio seconded a motion that 2018-R02-10 be approved. Motion passed; all ayes except Commissioner Spencer who abstained.

K. 2018-R02-11: A Resolution Authorizing Issuance of a Roadblock Permit to the Perry County Shrine Club. Commissioner Spencer moved, Commissioner Ward seconded a motion that 2018-R02-11 be approved. Motion passed; all ayes.

L. 2018-R02-12: A Resolution Authorizing Issuance of a Roadblock Permit to the VFW Post 513. Commissioner Genesio moved, Commissioner Spencer seconded a motion that 2018-R02-12 be approved. Motion passed; all ayes.

Other Business:

Mayor Alongi announced that Fire Chief Bob Shaw would be retiring in April, 2018. He suggested that the Fire Department go with six firefighters until August, 2018 to not disrupt the budget. Lastly, he said that it would be his recommendation to appoint Dave Durkota as the next Fire Chief.

Commissioners’ Comments:

The City Council thanked Bob Shaw for his service and sacrifice to the City over the span of 30 plus years. They also wished Will Denton the best as he joins the Illinois State Police.

City Attorney Aaron Atkins said that he has filed a condemnation on the burned blue house on East Park Street.

Commissioner Spencer said that there will be a Bicentennial Day planning committee meeting on February 28th at 6:30 p.m. at Red Hawk Golf Course. He said that Bicentennial Day will be a countywide day of activities and food to celebrate Illinois’ 200 years of existence. All event proceeds will benefit Nubability.

Public Comments:

New Hope Church announced that they would be having a First Responder luncheon on February 17th from 11:00 a.m. to 2:00 p.m.

The City Council adjourned at 7:06 p.m., motion by Commissioner Spencer, seconded by Commissioner Genesio; all ayes.
