Chester City Council met February 20.

I.Call To Order

The City Council of Chester, Illinois, met in regular session on Tuesday, February 20, 2018, in the Municipal Building, 1330 Swanwick Street. Mayor Tom Page called the meeting to order at 6:00 p.m.

II.Roll Call

IV.Reading Of Minutes Of Previous Meeting

Alderman Crossland moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Geisen seconded the motion. Upon Roll Call: Ayes: Aldermen Clark, Crossland, Ohlau, Geisen, Platt, Rader, Blechle, Allison. Nays: None. Absent: None. Motion carried.

V.Correspondence

The following correspondence was acknowledged:

•Tax Revenue Report provided by City Clerk Berner

•Chester Water Plant report for January 2018 provided by Tim Crow

VI.Reports

City Treasurer:

City Treasurer Nancy Eggemeyer noted that the monthly financial reports were included in the packets.

VII.Committee Reports

Cemetery & Finance Committee (Chairman Platt):

The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment. Alderman Platt moved to approve payment of bills, subject to audit, and to include payment for Bert’s Auto Service in the amount of $172.14 (fiscal year total, $2,300.19) and Andy’s Auto Body of Chester Inc. in the amount of $2,294.90 (fiscal year total, $3,585.40). Alderman Allison seconded the motion. Upon Roll Call: Ayes: Aldermen Geisen, Crossland, Platt, Clark, Rader, Blechle, Ohlau, Allison. Nays: None. Absent: None. Motion carried.

Invoice # 19614 from J.T. Blankinship Inc. for engineering services for the Buena Vista Street project was presented. Alderman Platt’s motion to pay $9,883.00 to J.T. Blankinship Inc. was seconded by Alderman Allison. Upon Roll Call: Ayes: Aldermen Geisen, Platt, Clark, Rader, Blechle, Ohlau, Allison, Crossland. Nays: None. Absent: None. Motion carried.

Alderman Platt moved to approve Invoice #19615 for $63.00 payable to J.T. Blankinship Inc. for engineering services provided. Alderman Rader seconded the motion. Upon Roll Call: Ayes: Aldermen Geisen, Platt, Clark, Rader, Blechle, Ohlau, Allison, Crossland. Nays: None. Absent: None. Motion carried.

Alderman Allison requested a proposal from J.T. Blankinship Inc. for the new sidewalks on Buena Vista Street.

Water-Sewer Committee (Chairman Rader):

Chairman Rader presented a sewer bill ($1516.86) of Jim Proffer, 921 Swanwick, for adjustment due to a water leak that did not infiltrate the sewer system. His motion to adjust the bill in the usual manner was seconded by Alderman Platt. Upon Roll Call: Ayes: Aldermen Geisen, Platt, Clark, Rader, Blechle, Ohlau, Allison, Crossland. Nays: None. Absent: None. Motion carried.

Park & Recreation Committee (Chairman Blechle):

Chairman Blechle advised that the first high school baseball game is on March 19th at the Cohen Complex. Due to lack of payment by the State of Illinois, it has been decided to postpone the appointment of a Park Superintendent.

Economic Development, Chamber & Beautification Committee (Chairman Allison):

Chairman Allison summarized the Beautification/Tourism Committee meeting. The commission is working on several improvements at the riverfront for the upcoming boat tours.

Transfer of Funds:

City Clerk Berner recommended transferring $150,000.00 from the Capital Project Fund to the Water/Sewer Operating Fund for a generator replacement at the sewer plant. The generator keeps the digester at the sewer plant operating during a power outage. Alderman Crossland moved to approve the transfer and Alderman Clark seconded the motion. Upon Roll Call: Ayes: Aldermen Platt, Geisen, Clark, Rader, Blechle, Ohlau, Crossland, Allison. Nays: None. Absent: None. Motion carried.

XI.Adjournment

At 6:17 p.m., Alderman Crossland moved to adjourn the meeting. Alderman Clark seconded the motion. Vote: Ayes: Aldermen Ohlau, Crossland, Clark, Geisen, Platt, Rader, Blechle, Allison. Nays: None. Absent: None. Motion carried.
