City of Waterloo Ordinance Committee met April 2.

Here is the minutes provided by the Committee:

Meeting called to order by Ordinance Committee Chairman Clyde Heller at 6:15PM with the following in

attendance; Russ Row, Steve Notheisen, Stan Darter. James Hopkins, Mayor Tom Smith, City Attorney

Dan Hayes, Police Chief Mike Douglas, Jim Nagel, Russ Thomas, Jim Trantham, Kyle Buettner, Shawn

Kennedy and Tim Birk.

Agenda Item 1, Petitions by Citizens on Non-Agenda Items. None.

Agenda Item 2, Intergovernmental Cannabis Agreement. Committee members were provided with advance read Intergovernmental Agreement and Ordinance 17-3, Monroe County Ordinance Prohibiting the Unlawful Possession of Cannabis and Drug Paraphernalia. City Attorney Dan Hayes informed us of the need for addressing this topic to remain in compliance with changes in Illinois Statute. Chief Douglas addressed the process of citing violators, especially minors at high school and the way this works in court. A new stipulation addressed was this is a civil offense, with an expungement of record six months after court appearance. The City of Waterloo liability was addressed during the expungement process. After all discussion, a motion by Steve Notheisen to recommend to Council approval of the Intergovernmental Agreement, seconded by Stan Darter, unanimous approval. This item will appear on City Council agenda for action.

Agenda Item 3. Comments. Committee discussed a potential need for ordinance action addressing AMI meter installation and customers wanting to avoid use of new meters. Discussion resulted in a monthly fee of $50 be accessed each utility customer not allowing Automatic Read of the City provided utility. This fee applies to all readings obtained and is to offset the cost of reading collection and manual entries required for billing. Jim Nagel and Dan Hayes will research existing ordinance language to ensure compatibility of this proposal and current ordinances. Ordinance committee will review draft language at a future meeting.

Motion made by Steve Notheisen to adjourn, second by Russ Row, unanimous vote.

Meeting adjourned at 6:40 pm.
