City of Chester Parks and Recreation Board met Jan. 9.

Here is the minutes provided by the Board:

ATTENDEES

Present were Collette Powley, Steve Jany, Chris Koeneman, Brandy Maes, Jessica Bland, Sarah Roth, and Recreation Director Patti Carter

Absent was Melinda Pierson

AGENDA

Previous Minutes

The November meeting minutes were approved.

Reports

Cole Park report: Discussion ensued about our responsibilities as board members and members of sub-committees. The possibility of locating a community garden near the house in Cole Park was also discussed.

Cohen report: A discussion of the Cohen concession stand ensued. Patti said Jodie's Farmhouse is considering running the concession stand for the summer. If the Jodie’s does not work out, it was suggested that we look into having Randolph County CEO students or other high school students run the concession stand. Patti and other long-time board members discussed the issues they have had in the past with high school students running the concession stands.

No Alderman report

Recreation report: Patti is looking for suggestions on bands for the Cole Park concert series. Patti will provide dates for the concerts after the City Council approves them.

New Business

Revisions to the Cohen Complex Field Use Agreement

Patti gave an overview of the proposed changes to the field use agreement. Motion by Chris Koeneman to approve changes. Seconded by Collette Powley. Motion approved.

Shelter House/Pavilion Reservations for Cole Memorial Park and Cohen Complex

Patti proposed that City reinstate reservations for the shelter houses/pavilions at Cole Park and the Cohen Complex. A discussion ensued about what price to charge for the reservations and whether to make an option for a half-day reservation. Motion to approve the reservation process and fees as proposed was made by _____________. Seconded by ___________. Motion approved.

Camping at Cole Park

Patti discussed the success of camping at Cole Park during the solar eclipse in August and proposed that the City allow camping year-round at Cole Park. Additionally, she proposed rules, regulations and fees for camping. Motion by Jessica Bland to approve the regulations as proposed. Seconded by Chris Koeneman. Motion approved.

Screening Policy

Patti proposed a screening policy for coaches of youth sports in City-sponsored sports leagues. Motion by Sarah Roth to approve the policy. Seconded by Jessica Bland. Motion passes.
