Waterloo City Council met April 16.

Here is the minutes provided by the Council:

1. The meeting was called to order by Mayor Tom Smith.

2. The following Aldermen were present: Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller.

3. Pledge of Allegiance led by Mayor Tom Smith.

4. Correction or Withdrawal of Agenda Items by Sponsor.

Motion made by Alderman Row and seconded by Alderman Buettner to add item #7H3 to the agenda. Motion passed with Aldermen Row, Heller, Notheisen, Thomas, Hopkins, Trantham, Darter and Buettner voting yea.

5. Approval of Minutes as Written or Amended.

A. Motion made by Alderman Heller and seconded by Alderman Thomas to approve the April 02, 2018, 7:15 Public Hearing Minutes. Motion passed unanimously with Aldermen Heller, Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner and Row voting yea.

B. Motion made by Alderman Hopkins and seconded by Alderman Row to approve the April 02, 2018 7:30 p.m. City Council Minutes. Motion passed unanimously with Aldermen Hopkins, Trantham, Darter, Buettner, Row, Heller, Notheisen and Thomas voting yea.

6. Petitions by Citizens on Non-Agenda Items. None.

7. Reports and Communications from the Mayor and other City Officers.

A. Report of Collector.

The report is in the packet. Motion to approve the report made by Alderman Heller and seconded by Alderman Buettner. Motion passed unanimously with Aldermen Heller, Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner and Row voting yea.

B. Report of Treasurer.

The report is in the packet. Motion to approve the report made by Alderman Notheisen and seconded by Alderman Row. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting yea.

C. Report of Zoning Administrator. No report.

D. Report of Building Inspector/Code Administrator. The report is in the packet.

E. Report of Director of Public Works.

Director Birk reported on the gas leak Thursday on Madison Ave. The leak was repaired in several hours.

F. Report of Chief of Police. No report.

G. Report of City Attorney. No report.

H. Report and Communication by Mayor.

1. Recognition of Mr. Allan Mueller for Service to the Zoning Board of Appeals.

2. Check presentation to the Vintage Wine Bar in the amount of $1,312.50 from the IMEA Electric Efficiency Program.

3. Recognition of Sergeant Austin Scheibe, USA.

8. Report of Standing Committees. None.

9. Report of Special Committees. None.

10. Presentation of Communications, Petitions, Resolutions, Orders and Ordinances by Aldermen. A. Consideration and Action on Ordinance No. 1753 Adopting an Amended Annual Budget for the City of Waterloo, Illinois for the Fiscal Year of May 1, 2017 Through April 30, 2018.

Motion made by Alderman Notheisen and seconded by Alderman Heller to approve Ordinance No. 1753 adopting an Amended Annual Budget for the City of Waterloo, Illinois for the Fiscal Year of May 1, 2017 through April 30, 2018. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting yea.

B. Consideration and Action on Ordinance No. 1754 Adopting the Annual Budget for the City of Waterloo, Illinois for the Fiscal Year of May 1, 2018 Through April 30, 2019.

Motion made by Alderman Heller and seconded by Alderman Hopkins to approve Ordinance No. 1754 adopting the Annual Budget for the City of Waterloo, Illinois for the Fiscal Year of May 1, 2018 through April 30, 2019. Motion passed unanimously with Aldermen Heller, Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner and Row voting yea.

C. Consideration and Action on Ordinance No. 1755 Amending the City of Waterloo, Illinois Revised Code of Ordinances, Chapter 38 Utility Systems, Articles 38-1-4, 38- 2-10 and 38-4-15 to Establish a Fee for Manual Meter Reading.

Motion made by Alderman Heller and seconded by Alderman Row to approve Ordinance No. 1755 amending the City of Waterloo, Illinois Revised Code of Ordinances, Chapter 38 Utility Systems, Articles 38-1-4, 38-2-10 and 38-4-15 to establish a fee for manual meter reading. Discussion. The Ordinance Committee approved the ordinance as a reasonable fee. Motion passed unanimously with Aldermen Heller, Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner and Row voting yea.

D. Consideration and Action on Ordinance No. 1756 Approving the Sale of Miscellaneous Equipment.

Motion made by Alderman Row and seconded by Alderman Buettner to approve Ordinance No. 1756 approving the sale of miscellaneous equipment. Motion passed unanimously with Aldermen Row, Heller, Notheisen, Thomas, Hopkins, Trantham, Darter and Buettner voting yea.

11. Unfinished Business. None.

12. Miscellaneous Business.

A. Consideration and Action on Special Event Permit Request from the Waterloo Optimist Club for their Annual Car Show to be held on June 3, 2018, 8:00 a.m. to 4:00 p.m. with the Closure of Mill, Main, and Third Streets around the Courthouse.

Motion made by Alderman Notheisen and seconded by Alderman Heller to approve a Special Event Permit Request from the Waterloo Optimist Club for their Annual Car Show to be held on June 3, 2018, 8:00 a.m. to 4:00 p.m. with the closure of Mill, Main and Third Streets around the courthouse. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting yea.

13. Matters by Council Members Arising After Agenda Deadline.

Alderman Heller stated the 3rd and 4th grades from Rogers Elementary School will be touring the City Hall and the WPD on April 18, 2018 from 9 a.m. to 1:30 p.m. in shifts led by himself, Sarah Deutch and Chief Douglas.

14. Motion to Adjourn. Motion made by Alderman Notheisen and seconded by Alderman Heller to adjourn. Motion passed by unanimous voice vote. Mayor Smith adjourned the meeting at 7:50 p.m.
