City of Chester Beautification/Tourism Commission met March 15.
Here is the minutes as provided by the commission:
Members Present: Toni Hosick, Bobbi Junkin, Tom Sauer, Cathy Sauer, Cynthia Lawder, Pam
Fraley, Marla Yankey, Linda Rader, Brenda Owen, Shane Wagner and Bob Lockhart. Also
present: Alderman Ray Allison, Linda Sympson the representative of the Chamber of
Commerce and Joan Montroy, making a presentation from the DAR.
Pledge of Allegiance: All members stood and recited the Pledge of Allegiance.
Minutes of the previous meeting: The following correction was made to the February 18,
2018 minutes: Brenda made her Historic Preservation presentation in Springfield on
February18, 2018. Tom made the motion to accept as corrected. Pam seconded. Motion
carried.
Treasurer’s Report: Linda reported the balance on hand as of 2/28/18 is $25,854.38. Brenda
noted that the nontaxable income balance is $17,575.50, same as last meeting. The Stone
Cottage balance is $982.93.
Public Petitions: Joan Montroy talked with us about the bicentennial Monument to be
erected at the County Court House to commemorate Randolph County as the place where
Illinois began. She asked us to help get information out to the public about 2 fund raising
efforts: A fish fry at the KCs on June 8, 2018, and a “Nine, wine and dine” event at the country
club on July 13, 2018. Shane will provide music at both events. Bobbi volunteered to put the
events on Face Book. The dedication will be August 26, 2018.
Standing Committee Reports:
Anti-litter: no report.
Banners: no report.
Signs: no report.
Farmer’s Market: Alderman Ray Allison reported that the approval for Dave
Eggemeyer will be on city council’s agenda next Monday.
Planters: no report.
Riverboat/Tour programming: no report.
Take Pride Award: no report.
Historic Preservation: Brenda advised that the old firehouse is possible the
only stone firehouse in Illinois, a WPA project. The list of the four
proposed properties have been sent to the National Park Serv. in DC.
Special Committee Reports:
Riverfront improvement: Tom reported that the tables for the area are on
The city council agenda next Monday. The city is to plant trees. The
Warden is to provide a prison crew to paint the band stand and
retaining wall. Beautification is to provide the paint.
State Bicentennial: no report.
Smithsonian exhibit: Brenda reported that there will be 2 training sessions
for volunteers: 9/5/18 at 6PM and 9/9/18 at 9AM at the library.
LST tour: The boat will be here 9/6/18 – 9/9/18 at the waterfront.
Commission Function Reports:
Public Relations: no report.
City Council update: Alderman Allison reported on plans for cleaning up
Cole Park and the riverfront.
Welcome Center: no report.
Randolph County Tourism: Norma reported on the Kaskaskia State Park
Shelter house roof project. Cost is estimated at $75,000. She also
reported on various bicentennial items for sale: pins, placemats and
stamps. There will be an 1880 election reenactment and flag raising.
Old Business:
Difference of purchase & maintenance: no report.
Appointment of Dave Eggemeyer: no further report.
Pedestrian walk at riverfront: no report now.
New Business:
Budget: With the addition of$2,000 for Historic Preservation needs, Toni
made the motion to approve the new budget; Cathy seconded.
Motion carried.
River City Renewal membership in the National Main Street: Brenda
advised that they will become a member.
At 7:45pm Toni made the motion to adjourn; Pam seconded. Motion carried.
