City of Waterloo Ordinance Committee met April 12.
Here is the minutes provided by the Commitee:
Meeting called to order by Ordinance Committee Chairman Clyde Heller at 3:30PM with the following in attendance; Russ Row, Steve Notheisen, Mayor Tom Smith, City Attorney Dan Hayes, Jim Nagel, Nathan Krebel and Shawn Kennedy. Committee members Stan Darter and James Hopkins were unable to attend.
Agenda Item 1, Petitions by Citizens on Non-Agenda Items. None.
Agenda Item 2, 2012 IRC. Nathan Krebel presented a comprehensive review comparing the 2006 and 2012 International Residential Code and the application to Section 6 of Article V of Waterloo Ordinance as applies to one and two family dwellings. After review and questions from committee members, Jim Nagel explained that if we plan to adopt this revision, he must post with the State of Illinois this proposed action for 30 days. At that point this will be placed on the City Council agenda for action.
Agenda Item 3, AMI Meter Reading Fee. Jim Nagel and City Attorney Dan Hayes presented amended language to Section 38 concerning Advanced Meter Infrastructure Systems. The specific information is the fee charged to manually read a meter for electric, gas and water. After discussion Steve Nothesien motioned a monthly fee of $35 (same as AMEREN charges) to read any/all meters at an address. Russ Row seconded motioned. Vote 3-0 to approve. Language would be written for final approval/action at City Council.
Agenda Item 4. Zoning Text “Government Uses”. Jim Nagel provided minutes from Planning Commission and Zoning Board of Appeals. Concerns were addressed as to the lack of “government uses” definition as it applies to all zoning classes. After discussion, a motion by Steve Notheisen to
remove “government uses” and replace with special use permit to all zoning classes. Motion seconded by Russ Row, vote 3-0 to approve. Jim Nagel will resubmit the request for action to Planning Commission and Zoning Board of Appeals.
Agenda Item 5, Economic Enterprise Zone. Shawn Kennedy and Mayor Smith provided information from
the Monroe County Economic Development Corporation. A summary of details are that an Enterprise Zone is open for consideration in July 2018 with an application time of 6 months. The “zone” is comprised of 15 square miles and may be linked together with narrow strips of easements. Mayor Smith explained that this zone would encompass property of south Dupo to Chester and Sparta, but must encompass a significant part of Randolph County to have favorable consideration possibilities.
After discussion, it was determined this should be addressed by the Economic Development Committee with the presentation of Edie Koch to address any and all questions.
