Monroe County Board of Commissioners met April 16.
Here is the minutes provided by the Board:
The meeting of the County Commissioners of Monroe County, Illinois was called to order at 9:00 a.m. Chairman Robert Elmore, Commissioner Delbert Wittenauer and Commissioner Vicki Koerber were present.
The meeting opened with the Pledge of Allegiance.
Others present included County Clerk Dennis Knobloch, and Sheila Wetzler, along with Press Corps representatives – Joe Leicht of the Monroe County Independent and Alan Dooley of the Republic Times. Also present was Ron Schultheis.
There being a quorum present, the meeting was called to order by Chairman Elmore.
There were no public comments.
Mike Fausz came to the meeting to discuss several requests for floodplain variances. Gary and Nancy Gilbert were also in attendance. Mr. Fausz said the Gilberts want to build a 64’ X 40’ shed on their property in the floodplain. Motion to approve the request was made by Commissioner Wittenauer, with a second by Commissioner Koerber. All voting Aye, none Nay and none Absent. Motion carried.
Jay Luhr came to the meeting to request a floodplain variance for a storage building at the Luhr Bros. Inc. boat dock facility on the Gummersheimer property along the Mississippi River. Motion was made by Commissioner Wittenauer, with a second by Commissioner Koerber to approve this floodplain variance. All voting Aye, none Nay and none Absent. Motion carried.
Mr. Fausz presented a list of zoning violations currently being pursued by his office. The list was as follows:
American Tower – HH Road – Waterloo – the tower was build but has been vacant for 3 years, a violation of the zoning code, currently with the State’s Attorney, continued until 8/1/2018, and the owner has agreed to dismantle the tower by 7/2018.
James Sitzes – 4973 State Route 159 – Red Bud- no building permit, the owner pled not guilty with the case set for trial, the owner says the structure is a pod – not a garage, currently with the State’s Attorney, with bench trial set for 5/16/2018.
Charles Dickerson – 4375 JJ Road – Waterloo – this is a frequent offender, usually cleans things up, and then lets it go back, with State’s Attorney, with notice to appear set for 4/19/2018.
Suzanne Scrabis – 3403 KK Road – Waterloo – no building permit, was given application to fill out, has not complied, with State’s Attorney, with notice to appear set for 4/19/2018.
Tracy Tockstein – 2017 Washington – Prairie du Rocher – multiple electrical violations, with State’s Attorney, with notice to appear set for 4/19/2018.
Robert Tockstein – 1929 Carr Road – Prairie du Rocher – occupying residence without a final certificate of occupancy, with State’s Attorney, awaiting proof of service.
Richard Dillow – 4509 State Route 3 – Waterloo – general performance standards, certified letter went to property owner, given 30 days to correct violation, if not in compliance, will be sent to State’s Attorney.
Paul Burnett – 5726 State Route 3 – Waterloo – general performance standards, certified letter went to property owner, given 30 days to correct violation, if not in compliance, will be sent to State’s Attorney.
Paul Nobbe – 1032 South Library – Waterloo – building code violations, occupying a building without final occupancy permit and has not provided commercial plans, septic does not meet code, with State’s Attorney.
Verizon Wireless – 8667 Gall Road – Columbia – Zoning compliance calls for landscaping to finish around tower, with State’s Attorney.
Carla Heise came to the meeting to discuss several items of business. She said the storage unit is currently being cleared, so that monthly expense should soon go away. Commissioner Koerber said Ms. Heise will be taking over the County’s cell phone inventory, and will be administering the change from AT&T to the new Firstnet plan. Ms. Heise said she has reviewed the options, and the $888 monthly plan appears to be the best fit for Monroe County. This is the same as the current AT&T plan, but at a lower cost. She said the plan includes 32 phones that have a minimum amount of usage and 5 that have unlimited data. The plan also allows users to upgrade to a new phone every year. Motion was made by Commissioner Koerber, with a second by Commissioner Wittenauer to switch the County cell phone plan to Firstnet. All voting Aye, none Nay and none Absent. Motion carried. Commissioner Koerber said she will work with Ms. Heise to complete this conversion.
Kim Keckritz and Rachel Giffhorn came to the meeting to discuss Oak Hill. Ms. Keckritz discussed the census and financial details of the Nursing Home. She reported that there are still problems with the call light and wandering system. The system doesn’t do a good job of tracking the residents, and in order to correct some of these errors, more beacon devices will need to be added at a cost of $7,985. Ms. Keckritz said to further complicate that situation, the Illinois Department of Healthcare and Family Services has said that the doors at the ends of the hallway in Magnolia Terrace can no longer be locked. Commissioner Koerber said this is unacceptable that we have spent a large amount of money on this system, and it doesn’t do what we need. Ms. Keckritz said she has passed that along to the company reps, and they don’t seem to care.
Ms. Keckritz said the staff has worked with the residents to prepare for the new Medicaid managed care program that was set to begin on April 1, but they have just been informed that the start of this new program is being postponed. Ms. Keckritz reported that after months of injury- free activity, they recently had an employee fall and break their arm.
Ms. Keckritz said Diana Karsten has recently retired, but said she did not want to attend the County Board meeting to be recognized for her service. Chairman Elmore commended Ms. Karsten for her 36 years of service, and gave Ms. Keckritz a certificate of appreciation to pass along to Ms. Karsten.
The monthly Nursing Home bills were approved upon motion by Commissioner Wittenauer, with a second by Commissioner Koerber. All voting Aye, none Nay and none Absent. Motion carried.
Jim Hill, Paul and Karlene Feldker and Norma Reheis came to the meeting to discuss the bison statue. Mr. Jim Hill said two other committee members who have been very helpful – Susan Rick and Joann Fricke, could not be in attendance today. Mr. Hill commended Commissioner Wittenauer and George Hicks on the completion of the masonry trim around the top of the bison statue. Mr. Hill said he wanted to thank Brian Hooten and Matt Notter for their help in stripping the planting area and assisting with tilling the area and adding topsoil. He said the plants are scheduled to be picked up in St. Louis on April 20, and the fence is scheduled to arrive on April 23. All work should be completed shortly after that time. A dedication and recognition ceremony is being planned for some time in May, to thank those who contributed to the project in any way, including those who made donations totaling about $6,200.
Motion was made by Commissioner Wittenauer, with a second by Commissioner Koerber to go into closed session to discuss possible litigation. All voting Aye, none Nay and none Absent. Motion carried.

Be It Resolved by the Board of County Commissioners of Monroe County, Illinois that the Board is going into closed session for the purpose of Discussing Possible Litigation.

Be It Resolved by the Board of County Commissioners of Monroe County, Illinois that the Board is ending its closed session and returning to open session.

Motion was made by Commissioner Wittenauer, with a second by Commissioner Koerber to pay Holland Construction Co. $70,000 as final payment in full for construction of the Evergreen Pointe addition to Oak Hill, with the County retaining the opportunity to redeem any necessary warranty work on the completed facility. All voting Aye, none Nay and none Absent. Motion carried.
Shawn Williamson and Keith Slusser came to the meeting to present the annual County audit report. Also in attendance was Kevin Koenigstein. Mr. Williamson and Mr. Slusser explained the details of the report and answered questions from the Commissioners. A management letter was also presented to the Board with several suggestions for revisions to various office procedures. Mr. Williamson said he also wanted to clarify something that was reported in CountyBboard Meeting minutes, saying that the Auditors required the County to change various accounts and office line items on the County’s accounting system. Mr. Williamson said at no time did the auditors require the County to make any of those changes, and they would never do that. He said they make suggestions from time to time, but those types of decisions are ultimately under County control. Commissioner Koerber said that was contrary to information she had been given.
The following Accounts Payable having been approved for payment, Commissioner Wittenauer moved that the same be allowed and that vouchers be issued against their respective funds of the County Treasurer for payment. Motion seconded by Commissioner Koerber, and so declared. All voting Aye, none Nay, and none Absent. Motion carried.

The open and closed session minutes from April 2, 2018 were approved upon motion by Commissioner Wittenauer, with a second by Commissioner Koerber. All voting Aye, none Nay and none Absent. Motion carried.
Motion was made by Commissioner Wittenauer, with a second by Commissioner Koerber to enter into an Intergovernmental Agreement with the City of Waterloo allowing the city to work with the county to enforce the Monroe County Ordinance Prohibiting the Unlawful Possession of Cannabis and drug paraphernalia within the City limits of Waterloo. All voting Aye, none Nay and none Absent. Motion carried.
Motion was made by Commissioner Wittenauer, with a second by Commissioner Koerber to approve a Courtyard/Bandstand permit for Call for Help for their Start By Believing program on April 15. All voting Aye, none Nay and none Absent. Motion carried.
Motion was made by Commissioner Wittenauer, with a second by Commissioner Koerber to approve a Courtyard/Bandstand permit for Waterloo VFW Post 6504 for Memorial Day services to be held on Monday, May 28. All voting Aye, none Nay and none Absent. Motion carried.
Motion was made by Commissioner Koerber, with a second by Commissioner Wittenauer to approve a contract with General Code to update the 2016 and 2017 County Ordinances with a supplement to our existing County Code, with contract not to exceed $2,880. All voting Aye, none Nay and none Absent. Motion carried.
There was discussion regarding the salaries of elected officials. Motion was made by Commissioner Koerber, with a second by Chairman Elmore to establish the salaries for those elected officials appearing on the November, 2018 ballot – Monroe County Supervisor of Assessments, Monroe County Clerk, Monroe County Sheriff, Monroe County Treasurer and Monroe County Commissioner. Chairman Elmore and Commissioner Koerber voting Aye, Commissioner Wittenauer voting Nay and none Absent. Motion carried.
Chairman Elmore said he would be presenting a detailed report at the next County Board meeting to show the financial details of the expenses and income of the Federal Inmate Program and the Asset Forfeiture Fund being administered by Sheriff Neal Rohlfing.
There being no further business to come before the Board, motion to adjourn was made by Commissioner Koerber, with a second by Commissioner Wittenauer. All voting Aye, none Nay and none Absent. Motion carried.
