Here is the minutes provided by the Council:

Invocation:

City Attorney Aaron Atkins gave the invocation.

Call to Order:

Mayor Alongi called the meeting to order at 6 p.m. with the following individuals present: Commissioners Michael Ward and Charles Genesio. City staff included City Attorney Aaron Atkins, City Treasurer Stephanie Cravens, and City Clerk Andrew Croessman.

Appointments:

Mayor Alongi said that it was difficult to find someone to fill the void left by Dale Spencer, but he believed that Jill Kirkpatrick would be the perfect fit. He said that she has a long tenure as SIU’s Bursar, is fluent in finance, and would provide a nice perspective for the Council. Commissioner Ward moved, Commissioner Genesio seconded a motion to approve Mayor Alongi’s appointment of Jill Kirkpatrick as Finance Commissioner. Motion passed; all ayes.

Judge Gene Gross swore Jill Kirkpatrick in as Finance Commissioner. Mayor Alongi and Commissioner Kirkpatrick placed her plaque in front of her chair on the Council.

Commissioner Ward moved, Commissioner Genesio seconded a motion to table part-time Police Department appointments. Motion passed; all ayes.

Previous Meeting Minutes:

The Council reviewed the February 26th regular meeting minutes. Commissioner Genesio moved, Commissioner Kirkpatrick seconded a motion to approve the regular meeting minutes. Motion passed; all ayes.

The Council reviewed the February 26th executive session minutes. Commissioner Genesio moved, Commissioner Ward seconded a motion to approve the executive session minutes. Motion passed; all ayes.

Approval of Bills:

Commissioner Kirkpatrick moved, Commissioner Ward seconded a motion to approve the bill list for March 12, 2018. Motion passed; all ayes.

Ordinances:

A. 2018-O02-02: An Ordinance Amending City Code Section 21-2-6 (K) Relating to Special Event Liquor Licenses. This Amendment adds the phrase “as shall be deemed to be appropriate in the discretion of the Liquor Commissioner” to the Special Event Liquor License. Commissioner Ward moved, Commissioner Genesio seconded a motion that 2018-O02-02 be approved. Motion passed; all ayes.

B. 2018-O02-03: An Ordinance Authorizing Entering into a Contract with Clearwave Communications to Provide Internet and Telephone Services at Fire Station #2. Commissioner Genesio moved, Commissioner Kirkpatrick seconded a motion that 2018-O02-03 be approved. Motion passed; all ayes.

C. 2018-O02-04: An Ordinance Amending the Budget to Add the Revolving Loan Fund. Commissioner Kirkpatrick moved, Commissioner Ward seconded a motion that 2018-O02-04 be approved. Motion passed; all ayes.

Resolutions:

A. 2018-R02-13: A Resolution Authorizing Relocation of Solar Equipment and Related Accessories from Du Quoin Solar Park to 1237 Industrial Park Boulevard to Benefit Burke Tool and Manufacturing Inc. Commissioner Genesio moved, Commissioner Kirkpatrick seconded a motion that 2018-R02-13 be approved. Motion passed; all ayes.

Public Agenda:

Commissioner Ward moved, Commissioner Genesio seconded a motion to accept retirement of Fire Chief Bob Shaw with regret effective April 6, 2018. Motion passed; all ayes.

Commissioners’ Comments:

The City Council congratulated Bob Shaw on his retirement and welcomed Jill Kirkpatrick as Finance Commissioner.

Commissioner Genesio congratulated Commissioner Whitley’s daughter for winning an election to serve as treasurer on her school’s council.

Commissioner Kirkpatrick thanked the Council for giving her the opportunity to serve.

Mayor Alongi said that employees of General Cable will be hosting a walk for autism on April 14th from 9 a.m. to 12 p.m.

Adjournment:

The City Council adjourned at 6:41 p.m., motion by Commissioner Ward, seconded by Commissioner Kirkpatrick; all ayes.
