City of Red Bud Finance Committee met April 16.

Pledge of Allegiance
Committee Chairman Harbaugh called the meeting to order at 7:00 P.M.
Old Business
Code of Ordinances Rewriting and Restructuring Process Update
Attorney Ray has spent $12,892.00 on the code of ordinances update and work is continuing.
FY’19 Budget and Capital Plan and Utility Fund Projections
The budget updates were reviewed. The goal is to have the public hearing on May 7th at 6:45 P.M. and then to approve the final budget and appropriation ordinance at the council meeting. The final budget will be emailed to each council member. The utility department projections were discussed. The projected gas meter fees were discussed and will be on the agenda for a final decision at the next meeting.
III.TIF/Enterprise Zone
Pam Poetker gave an update on the Enterprise Zone Concept. A decision to participate, or not, needs to be made by June 1. Poetker suggested inviting Keith Moran to a committee meeting, to answer any questions the council may have.
New Business
I.Approval of Prior Month’s Meeting Minutes – March 19, 2018
Recommendation made by Committee Chairman Harbaugh, seconded by Committee Member Reed, to approve the minutes from the March 19, 2018 meetings. Carried
II.Maturing CDs and CD Bid Results
There are none.
III.Wading Pool Removal Project
Recommendation made by Committee Member Esker, seconded by Committee Member Reed, to authorize the city workers to concrete in the wading pool, as proposed by City Superintendent Eckart. Carried
IV.Employee Pay Increases
Employee pay increases were tabled pending the outcome of the FOP negotiations.
V.Insurance and Raises for Elected Officials
Committee Member Reed would like to see a thorough review of elected official salaries and insurance benefits, as well as insurance benefits for all employees, including part time, to compare current policies with other local communities that are comparable in size, with Red Bud. Poetker will have Julie Fleming gather some information for the next committee meeting.
VI.Public Comments/Anything for the Good of the City (Discussion Only)
Harbaugh questioned Poetker as to where the scanning project is. All easements and deeds are finished and Julie Fleming is currently working on ordinances.
