Waterloo City Council met July 16.

Here is the minutes provided by the Council:

1. The meeting was called to order by Mayor Smith at 7:30 p.m.

2. The following Aldermen were present: Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller.

3. Pledge of Allegiance led by Mayor Smith.

4. Correction or Withdrawal of Agenda Items by Sponsor.

None.

5. Approval of Minutes as Written or Amended.

Motion made by Alderman Darter and seconded by Alderman Heller to approve the July 02, 2018, 7:30 p.m. City Council Minutes. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Notheisen, Thomas, Hopkins and Trantham voting yea.

6. Petitions by Citizens on Non-Agenda Items.

None.

7. Reports and Communications from the Mayor and other City Officers.

A. Report of Collector.

The report is in the packet. Motion to accept the report made by Alderman Hopkins and seconded by Alderman Notheisen. Motion passed unanimously with Aldermen Hopkins, Trantham, Darter, Buettner, Row, Heller, Notheisen and Thomas voting yea.

B. Report of Treasurer.

The report is in the packet. Motion to accept the report made by Alderman Row and seconded by Alderman Darter. Motion passed unanimously with Aldermen Row, Heller, Notheisen, Thomas, Hopkins, Trantham, Darter and Buettner voting yea.

C. Report of Zoning Administrator.

No report.

D. Report of Building Inspector/Code Administrator.

E. Report of Director of Public Works.

Tim Birk reported damage from the recent storm.

H. Report and Communication by Mayor.

1. Certificate of Commendation presented to the Jenna Schwartz for her state champion Class 2A 3200 meter run and 7th place finish in the 1600 run.

2. Certificate of Commendation presented to Donovan McBride who won the 100 meter wheelchair race with a new state record.

3. Certificate of Commendation to Jackson Ivers who won 8th place discus thrower.

4. Certificate of Commendation to Jackson McAlister, Eli Ward, Adam Robson and Cayden Kirkham for their efforts in the IHSA Class 2A Track Meet.

5. Certificate of Commendation to the WHS Boys Track & Field Team.

6. Presentation of an IMUA $500 Check to Alex Nobbe for his Award Winning Scholarship Program Essay on Solar Energy. Ed Cobau, Director of the State Association Services & Communications congratulated Alex for his outstanding efforts.

7. Reappointment of Mr. Nathan Rau to the Planning Commission for a Term to Expire on 09-01-20. The reappointment was unanimously approved with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Row, Buettner and Heller voting yea.

8. Reappointment of Mr. Kenneth Perkins to the Library Board for a Term to Expire 01-01-21. The reappointment was unanimously approved with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Row, Buettner and Heller voting yea.

9. Reappointment of Mr. Roger Osterhage to the Building/Property Maintenance Board of Appeals for a Term to Expire on 11-01-22. The reappointment was unanimously approved with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Row, Buettner and Heller voting yea.

10. Appointment of Mr. Lonny Ludwig to the Building/Property Maintenance Board of Appeals for a Term to Expire on 11-01-21. The appointment was unanimously approved with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Row, Buettner and Heller voting yea.

11. Appointment of Mr. Matt Holtman to the Building/Property Maintenance Board of Appeals for a Term to Expire on 11-01-20. The appointment was unanimously approved with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting yea.

12. Presentation of the 2018 Yards of Distinction Awards presented by Alderman Notheisen.

A. Consideration and Action on Resolution No. 18-05 Authorizing the Execution of a Services Agreement with REJIS to Expire 04-30-19.

Motion made by Alderman Darter and seconded by Alderman Heller to approve Resolution No. 18-05 authorizing the execution of a Services Agreement with REJIS to expire 04-30-19. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller Notheisen, Thomas, Hopkins and Trantham voting yea.

B. Consideration and Action on Resolution No. 18-06 Authorizing the Execution of an Agreement with Moran Economic Development for Technical Services and Assistance in Regard to an Enterprise Zone Application for the Monroe/Randolph County Enterprise Zone.

Motion made by Alderman Notheisen and seconded by Alderman Thomas to approve Resolution No. 18-06 authorizing the execution of an agreement with Moran Economic Development for technical services and assistance in regard to an Enterprise Zone Application for the Monroe/Randolph County Enterprise Zone. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting yea.

C. Consideration and Action on Ordinance No. 1759 Amending the Revised Code of Ordinances for the City of Waterloo, Illinois, Chapter 29 Property Maintenance Code, Section 29-12-1(C) Regarding Temporary Dumpster Permits.

Motion made by Alderman Heller and seconded by Alderman Row to approve Ordinance No. 1759 amending the Revised Code of Ordinances for the City of Waterloo, Illinois, Chapter 29 Property Maintenance Code, Section 29-12-1(C) regarding Temporary Dumpster Permits. Motion passed unanimously with Aldermen Heller, Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner and Row voting yea.

D. Consideration and Action on Ordinance No. 1760 Amending the Revised Code of Ordinances for the City of Waterloo, Illinois, Chapter 6 Building Regulations, by the Addition of Article VIII Entitled Small Wireless Facilities, to Provide for the Regulation of and Application for Small Wireless Facilities.

Motion made by Alderman Notheisen and seconded by Alderman Heller to approve Ordinance No. 1760 amending the Revised Code of Ordinances for the City of Waterloo, Illinois, Chapter 6 Building Regulations, by the addition of Article VIII entitled Small Wireless Facilities, to provide for the regulation of and application for small wireless facilities. Motion passed unanimously with Aldermen Notheisen,

Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting yea.

A. Consideration and Action on Special Event Permit Application No. 18-013-E from LifeChurchX for an Extreme Playdate/Foam Party to be held on Saturday, July 28, 2018 from noon till 4:00 p.m., with the Street Closure of Steining Street between Park Street and the Alley.

Motion made by Alderman Trantham and seconded by Alderman Darter to approve Special Event Permit Application No. 18-013-E from LifeChurchX for an Extreme Playdate/Foam Party to be held on Saturday, July 28, 2018 from noon till 4:00 p.m., with the street closure of Steining Street between Park Street and the alley. Motion passed unanimously with Aldermen Trantham, Darter, Buettner, Row, Heller, Notheisen, Thomas and Hopkins voting yea.

B. Consideration and Action on Special Event Permit Application No. 18-014-E from LifeChurchX for a Pot Luck Dinner to be held on Sunday, July 29, 2018 from 9:00 a.m. till 1:00 p.m., with the Street Closure of Steining Street between Park Street and the Alley.

Motion made by Alderman Hopkins and seconded by Alderman Row to approve Special Event Permit Application No. 18-014-E from LifeChurchX for a pot luck dinner to be held on Sunday, July 29, 2018 from 9:00 a.m. till 1:00 p.m, with the street closure of Steining Street between Park Street and the alley. Motion passed unanimously with Aldermen Hopkins, Trantham, Darter, Buettner, Row, Heller, Notheisen and Thomas voting yea.

C. Consideration and Action on Special Event Permit Application No. 18-015-E from LifeChurchX for Biker Sunday to be held on Sunday, September 30, 2018 from 7:00 a.m. till 3:00 p.m., at the Courthouse Square with the Street Closure of Main Street between Mill Street and Third Street.

Motion made by Alderman Row and seconded by Alderman Darter to approve Special Event Permit Application No. 18-015-E from LifeChurchX for Biker Sunday to be held on Sunday, September 30, 2018 from 7:00 a.m. till 3:00 p.m., at the Courthouse Square with the street closure of Main Street between Mill Street and Third Street. Motion passed unanimously with Aldermen Row, Heller, Notheisen, Thomas, Hopkins, Trantham, Darter and Buettner voting yea.

D. Consideration and Action on Special Event Permit Application No. 18-016-E from Randy’s Double R Bar for their Annual Anniversary Party to be held on Saturday, August 11, 2018 from 5:00 p.m. till 1:00 a.m., with the Street Closure of Main Street between Mill Street and south Alley.

Motion made by Alderman Notheisen and seconded by Alderman Darter to approve Special Event Permit Application No. 18-016-E from Randy’s Double R Bar for their annual anniversary party to be held on Saturday, August 11, 2018 from 5:00 p.m. till 1:00 a.m., with the street closure of Main Street between Mill Street and south alley. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting yea.

E. Consideration and Action on Special Event Permit Application No. 18-017-E from the WCUSD #5 for their Annual Color Run to be held on Saturday, September 08, 2018 from 4:45 p.m. till 7:30 p.m., in the School Area as per the Attached Map.

Motion made by Alderman Buettner and seconded by Alderman Row to approve Special Event Permit Application No. 18-017-E from the WCUSD #5 for their Annual Color Run to be held on Saturday, September 08, 2018 from 4:45 p.m. till 7:30 p.m., in the school area as per the attached map. Motion passed unanimously with Aldermen Buettner, Row, Heller, Notheisen, Thomas, Hopkins, Trantham and Darter voting yea.

13. Discussion of Matters by Council Members Arising After Agenda Deadline.

Mayor Smith reminded the aldermen of the ribbon cuttings taking place: Tuesday, 07-17-18 @ 6:45 p.m. Back Stoppers (Quality Collision), Wednesday, 07-18-18 @ 11:30 a.m. SeeMore Inn (previously The Waterloo Inn), Monday, 07-23-18 @ 1:00 p.m. Monroe County Auto & Diesel Performance (previously Huelsmann Automotive). The Mayor thanked Alderman Notheisen for the Yards of Distinction program and everyone who helped. He also thanked Alderman Darter for his help with Human Support.

The Aldermen stated the 12-foot-tall decorative street clock at the corner of Main and West Mill street looks very good.

Alderman Heller thanked Alderman Notheisen for his efforts with the Yards of Distinction.

The students from the Sister City (Westfalica) in Germany will arrive July 23.

14. Motion to Adjourn. Motion made by Alderman Notheisen and seconded by Alderman Buettner to adjourn. Motion passed with unanimous voice vote. Mayor Smith adjourned the meeting at 8:15 p.m.
