Monroe County Board of County Commissioners met July 10. 

Here is the minutes as provided by the board:

The special meeting of the County Commissioners of Monroe County, Illinois was called to order at 11:30 a.m. Chairman Robert Elmore, Commissioner Delbert Wittenauer, and Commissioner Vicki Koerber were present.


The meeting opened with the Pledge of Allegiance.

There being a quorum present, the meeting was called to order by Chairman Elmore.

Others present included County Clerk Dennis Knobloch, Sheriff Neal Rohlfing, Captain Jim Lansing and Annmarie Marcuson. Mike Kaemmerer joined the meeting via speaker phone.

Motion was made by Commissioner Wittenauer with a second by Commissioner Koerber to go into closed session to discuss personnel / FOP contract negotiations. All voting Aye, none Nay and none Absent. Motion carried.

RESOLUTION 18-62

           BE IT RESOLVED by the Board of County Commissioners of Monroe County, Illinois that the Board is going into closed session for the purpose of FOP Negotiations.

          Passed by the Board of County Commissioners of Monroe County, Illinois at Waterloo, this 10th day of July, 2018.

Motion was made by Commissioner Wittenauer with a second by Commissioner Koerber to end closed session and return to open session. All voting Aye, none Nay and none Absent. Motion carried.

RESOLUTION 18-63

          BE IT RESOLVED by the Board of County Commissioners of Monroe County, Illinois that the Board is ending its closed session and returning to open session.

          Passed by the Board of County Commissioners of Monroe County, Illinois at Waterloo, this 10th day of July, 2018.

Mike Kaemmerer said the following “supposal” was presented to the attorney for the FOP Bargaining Unit – that they receive wages for the next three years as follow – 2.25% increase in year 1, 2.50% increase in year 2 and 2.75% increase in year 3, and that the County would agree to pay 50% of the amount of retroactive pay due to the members of the unit back to the starting date of the new contract. If the members of the bargaining unit accept these terms, the County would not have to go to arbitration.

Motion was made by Commissioner Wittenauer, with a second by Chairman Elmore to approve the terms of the “supposal” being presented by Attorney Mike Kaemmerer to the Monroe County FOP Bargaining Unit, conditioned on the acceptance of those terms by the members of that Bargaining Unit. Chairman Elmore and Commissioner Wittenauer voting Aye, Commissioner Koerber Nay, none Absent. Motion carried.

There was discussion of the County’s Maintenance Department employee, Matt Notter, who was recently injured in a vehicle accident. Sheriff Rohlfing will continue to update the County Board on his condition and of his estimated return to work date.

There being no further business to come before the Board, motion to adjourn was made by Commissioner Koerber with a second by Commissioner Wittenauer. All voting Aye, none Nay and none Absent. Motion carried
