Here is the minutes provided by the Commissioners:

The meeting of the Board of County Commissioners of Monroe County, Illinois was called to order at 9:00 a.m. Chairman Robert Elmore, Commissioner Delbert Wittenauer and

Commissioner Vicki Koerber were present.

The meeting opened with the Pledge of Allegiance.

Others present included County Clerk Dennis Knobloch, and Sheila Wetzler, along with Press Corps representatives – Joe Leicht of the Monroe County Independent and Alan Dooley of the Republic Times. Also present were Sheriff Neal Rohlfing, Circuit Clerk Lisa Fallon, Ron Schultheis and Jason Jones.

There being a quorum present, the meeting was called to order by Chairman Elmore.

There were no public comments.

Kim Keckritz and Rachel Giffhorn came to the meeting to present the Oak Hill report. The monthly management report was reviewed by the Board. The monthly bills were approved upon motion by Commissioner Wittenauer, with a second by Commissioner Koerber. All voting Aye, none Nay and none Absent. Motion carried. Rachel Giffhorn presented the Corporate Compliance Review. She said Oak Hill management has made the commitment to operate within the statutes, rules, regulations and policies set forth by the government, insurance programs and payers. Ms. Giffhorn said in recent years HIPAA regulations have had to be revised because many of the health and resident records are now available on computer networks. Because of this there is a new level of compliance called HIPAA HITECH. It is now prohibitive to provide even small amounts of information that would allow someone to identify whose records are being discussed. Sharing resident information in public areas like the dining room or in hallways is strictly prohibited. It is standard practice to include only a minimum amount of information when discussing a resident.Ms. Giffhorn said everyone is responsible for maintaining the compliance network. Anyone who witnesses or suspects a breach is obligated to report that incident to management. There are multiple ways that compliance problems can be reported, and Rachel Giffhorn currently serves as the Corporate Compliance Officer for Oak Hill. Employees are disciplined for any breaches of these guidelines, but ultimately any problems with non-compliance with any of these standards fall back on the Oak Hill Management.

There was discussion of the monthly bills. Commissioner Koerber said she had talked with John Wagner, and after some research he asked that a payment of $3.50 to the Marriott be deleted, because the hotel has agreed to credit back the charge. There was also discussion of a bill to reimburse Melissa Schreder for mileage to Springfield for training. Commissioner Koerber said it is customary for the 9-1-1 Committee to reimburse those expenses. It was decided to go ahead and pay that bill, and get input from Mike Fausz after the meeting.

The following Accounts Payable having been approved for payment, Commissioner Koerber moved that the same be allowed and that vouchers be issued against their respective funds of the County Treasurer for payment. Motion seconded by Commissioner Wittenauer, and so declared. All voting Aye, none Nay, and none Absent. Motion carried.

Chairman Elmore said he had received language regarding an advisory public question to be put on the November General Election ballot regarding a statewide 1% increase to the real estate property tax, with proceeds to be used to cover the shortfall in the State of Illinois public pension program. It was decided to gather more information before making a decision on this issue. In order to put this question on the November ballot, it would have to be submitted by the County Board no later than Monday, August 20.

Chairman Elmore said he had a meeting with Dave Dillenberger of Americom regarding the IT support situation for Monroe County. Not much was accomplished, and Chairman Elmore said

Mr. Dillenberger was upset, because he felt he was treated unfairly by the press. Mr. Dillenberger will be attending the August 6 regular meeting of the County Board.

Motion was made by Commissioner Koerber, with a second by Commissioner Wittenauer to approve a raffle permit for St. Patrick Tipton Catholic Church. All voting Aye, none Nay and none Absent. Motion carried.

Chairman Elmore said the Illinois State Fair Queen will be in attendance at the Monroe County Fair Queen Pageant on July 22. Commissioner Wittenauer said he will be at the Fair that evening, and he will be happy to present token gifts to the State Fair Queen along with the retiring Monroe County Fair Queen and Little Miss. Sheila Wetzler will take care of gathering those gifts.

Commissioner Koerber said she has reviewed the bandstand/courtyard use contract with Brian Hooten, and it has been passed along to Chris Hitzemann for review. This was a result of the recent request to erect a large tent for a Church Christmas Eve service. There is a lot of concern about damage that could be done to underground sprinkler lines because of the large tent pegs that have to be driven into the ground.

Annmarie Marcuson came to the meeting to discuss the high deductible health insurance plan that is being planned for rollout on January 1, 2019. The annual deductible amount is $5,500 and she explained in detail the costs for all levels of coverage. She said there are currently about 140 insured employees between the County and the Nursing Home.

Ms. Marcuson distributed paperwork showing that she has passed all of her training courses, and she is now a Certified Human Resource Professional. She was congratulated for her accomplishments.

Wilbert (Whip) Hesterberg came to the meeting and was recognized for recently celebrating his 100th birthday. Whip talked about all the changes he has seen in his lifetime including a calvalcade of presidents, gasoline as low as ten cents per gallon, and hogs selling for two cents per pound. Mr. Hesterberg probably would have continued to tell stories for most of the day had his agenda time not been limited.

Coach Mike McCarthy and members of the Valmeyer High School Baseball team came to the meeting and were recognized by the County Board for their second consecutive second place finish at the IHSA State Baseball Tournament. Mr. McCarthy said Valmeyer was the smallest school represented at the tournament, and he feels grateful to have been with these athletes during the two State Tournament trips.

Edie Koch, Executive Director of the Monroe County Economic Development Corporation, came to the meeting to discuss recent and planned activities of the Corporation. Also in attendance was Kevin Koenigstein. She said during the past year there was an increase of 11.5% in total investments and a 25% increase in membership. A new website was launched, and a Strategic Plan was completed and implemented. Ms. Koch said there has been increased visibility in the region with familiarity tours, site selector visits, a Discover SWIL event and the Second Annual MCEDC Meeting and Reception. She said she is responding regularly to prospect leads, and one of the recent success stories has been the attraction of Sun Basket to the Rock City Business Complex in Valmeyer. The Corporation is hoping to grow and retain small businesses through a grant partnership with the USDA along with a program called Start-UP SWIL.

Ms. Koch outlined some of the goals for the upcoming year. Those will include trying to build a competitive portfolio of “Deal-Ready” sites. She hopes that the region can be made more competitive through the development of the Monroe-Randolph Enterprise Zone (the application is currently being developed) and by doing research on the development of more TIF zones. Ms. Koch said she hopes to continue to market and raise the visibility of the region through more consultant site visits, and by organizing developer meetings and tours. She also hopes to implement a second Discover SWIL international visit. Ms. Koch said the County is still in the running for “Project Roof” – an industrial development that will produce siding and roofing materials, and there is also interest in a Hydroponic project. The County continues to support development of the I-255-Columbia Bottoms area. One of her goals for the coming year is to organize a Business and Community Resource Forum and to initiate a “Listening to Businesses” business retention program. To help support entrepreneurship, the Corporation will continue “Start-up Southwest Illinois” and also provide incubator assistance.

There was also discussion of what areas of Monroe County will be included on the Enterprise Zone application. Ms. Koch said recommendations were made by the Moran Group, and these are now in the hands of the local officials for review and revision. The next meeting of the group will take place on Thursday, July 26.

There being no further business to come before the Board, motion to adjourn was made by Commissioner Koerber with a second by Commissioner Wittenauer. All voting Aye, none Nay and none Absent. Motion carried.
