Mayor Page announced that a meeting was held with Budslick Management Company Inc. to discuss possible construction of affordable housing in Chester. Secondly, Mayor Page encouraged the council to visit the Chester Water Plant on August 21st or August 22nd to view the dewatering screw press demonstration.
City Clerk:
The city clerk presented an application for a raffle license for the Memorial Hospital Auxiliary. Alderman Crossland moved to issue the raffle license and to waive the fidelity bond required of the raffle manager. Alderman Geisen seconded the motion. UPON ROLL CALL: Ayes: Aldermen Ohlau, Rader, Blechle, Allison, Clark, Crossland, Platt, Geisen. Nays: None. Absent: None. Motion carried.
- COMMITTEE REPORTS
The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment. Alderman Platt moved to approve payment of bills, subject to audit, and to include payment for Bert’s Auto Service in the amount of $1,102.11 (fiscal year total, $1,280.29). Alderman Rader seconded the motion. UPON ROLL CALL: Ayes: Aldermen Clark, Rader, Blechle, Ohlau, Allison, Platt, Crossland, Geisen. Nays: None. Absent: None. Motion carried.
Water & Sewer Committee (Chairman Rader):
Chairman Rader presented a sewer bill ($186.93) of Nathan Williams, 132 Otts Drive, for adjustment due to a water leak that did not infiltrate the sewer system. His motion to adjust the bill in the usual manner was seconded by Alderman Allison. UPON ROLL CALL: Ayes: Aldermen Clark, Rader, Blechle, Ohlau, Allison, Crossland, Platt, Geisen. Nays: None. Absent: None. Motion carried.
Economic Development, Chamber & Beautification Committee (Chairman Allison):
Chairman Allison provided information to the council on the upcoming LST 325 and American Queen Riverboat visits. Secondly, Chairman Allison requested the Street Department fix the broken windows in the old firehouse. Finally, Chairman Allison questioned Mayor Page on the status of the demolition of the pool vessel. Mayor Page stated that contact has been made with the National Guard to discuss the demolition.

Alderman Clark moved to approve the TIF Accounting for Calendar Year 2017 relative to Quality Vending & Distribution, Inc. as explained by Attorney Kerkhover. Motion was seconded by Alderman Platt. UPON ROLL CALL: Ayes: Aldermen Clark, Rader, Blechle, Ohlau, Allison, Platt, Crossland, Geisen. Nays: None. Absent: None. Motion carried.
TIF Accounting for Calendar Year 2017 with Respect to Seventeenth Distribution of Property Tax Received by the City of Chester relative to Ronald E. Pechacek, Pamela K. Pechacek and Welge-Pechacek Funeral Homes, Inc.:
Alderman Crossland moved to approve the TIF Accounting for Calendar Year 2017 with respect to the seventeenth distribution of property tax received by the city of Chester relative to Ronald E. Pechacek, Pamela K. Pechacek and Welge-Pechacek Funeral Homes, Inc. Alderman Geisen seconded the motion. UPON ROLL CALL: Ayes: Aldermen Clark, Rader, Blechle, Ohlau, Allison, Crossland, Geisen, Platt. Nays: None. Absent: None. Motion carried.
ORDINANCE #1682 –AN ORDINANCE AMENDING SECTION 24-6-3 OF ARTICLE VI OF CHAPTER 24 OF THE REVISED CODE OF ORDINANCES OF THE CITY OF CHESTER, ILLINOIS, RELATIVE TO PARKING RULES:
Attorney Kerkhover explained that the Ordinance prohibits parking of a recreational vehicle, motor home, tractor trailer, utility trailer or boat trailer on any street more than four hours. Alderman Platt suggested the addition of a commercial vehicle to the parking restrictions. Alderman Crossland moved to approve Ordinance #1682 with the recommended amendment from Alderman Platt. Alderman Clark seconded the motion. UPON ROLL CALL: Ayes: Aldermen Clark, Rader, Blechle, Ohlau, Allison, Crossland, Platt, Geisen. Nays: None. Absent: None. Motion carried.
ORDINANCE #1683 – AN ORDINANCE AMENDING CHAPTER 24 OF THE REVISED CODE OF ORDINANCES OF THE CITY OF CHESTER, ILLINOIS, DESIGNATING A CERTAIN AREA A NO PARKING ZONE:
Attorney Kerkhover presented the Ordinance which prohibits parking on the Northwest side of Swanwick Street between its intersection with West German Street and its intersection with Knapp Avenue. Alderman Crossland voiced concern regarding the lack of visibility due to parked vehicles at the intersection of Church Street and Swanwick Street. Attorney Kerkhover advised that Alderman Crossland’s concern is resolved with the previously passed Ordinance. Alderman Crossland moved to pass Ordinance #1683 and Alderman Clark seconded the motion. UPON ROLL CALL: Ayes: Aldermen Clark, Rader, Blechle, Ohlau, Allison, Crossland, Platt, Geisen. Nays: None. Absent: None. Motion carried.
