Waterloo City Council met Aug. 20.

Here is the minutes provided by the Council:

1. The meeting was called to order by Mayor Smith at 7:30 p.m.

2. The following Aldermen were present: Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller.

3. Pledge of Allegiance led by Mayor Smith.

4. Correction or Withdrawal of Agenda Items by Sponsor.

Motion made by Alderman Notheisen and seconded by Alderman Heller to add Item #7H6 to the Agenda, Certificate of Commendation to Donovan McBride. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting yea.

5. Approval of Minutes as Written or Amended.

Motion made by Alderman Heller and seconded by Alderman Darter to approve the August 06, 2018, 7:30 p.m. City Council Minutes. Motion passed unanimously with Aldermen Heller, Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner and Row voting yea.

6. Petitions by Citizens on Non-Agenda Items. None.

7. Reports and Communications from the Mayor and other City Officers.

A. Report of Collector.

The report is in the packet. Motion to accept the report made by Alderman Darter and seconded by Alderman Hopkins. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Notheisen, Thomas, Hopkins and Trantham voting yea.

B. Report of Treasurer.

The report is in the packet. Motion to accept the report made by Alderman Notheisen and seconded by Alderman Row. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting yea.

C. Report of Zoning Administrator. No report.

D. Report of Building Inspector/Code Administrator. The report is in the packet.

E. Report of Director of Public Works.

Tim Birk reported Illinois American will be switching chlorine in the water system this week.

F. Report of Chief of Police. No report.

H. Report and Communication by Mayor.

1. Certificate of Commendation to Reiniger Jewelers in Honor of their 100th Anniversary was awarded to the Reiniger family. Mr. Reiniger thanked the City of Waterloo for all their support.

2. Presentation of a Façade Grant to Casa Romero in the Amount of $10,000.00. 3. Re-Appointment of Kevin Hicks to the Planning Commission for a Three-Year Term to Expire 09-01-21. The Re-Appointment was unanimously approved with Alderman Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting yea.

4. Re-Appointment of Mechelle Childers to the Planning Commission for a Three-Year Term to Expire 09-01-21. The Re-Appointment was unanimously approved with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting yea.

5. Re-Appointment of Gerry Frederick to the Planning Commission for a Three- Year Term to Expire 09-01-21. The Re-Appointment was unanimously approved with Alderman Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting yea.

6. Certificate of Commendation to Donovan McBride.

A. Consideration and Action on Solicitation Request from the Waterloo Knights of Columbus for their Annual Tootsie Roll Drive to be held on Sept. 21 and 22, 2018 at the Intersections of Main/Mill and Rogers/Hamacher.

Motion made by Alderman Heller and seconded by Alderman Row to approve action a Solicitation Request from the Waterloo Knights of Columbus for their Annual Tootsie Roll Drive to be held on Sept. 21 and 22, 2018 at the intersections of Main/Mill and Rogers/Hamacher. Motion passed unanimously with Aldermen Heller, Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner and Row voting yea.

B. Consideration and Action on Solicitation Request from the Monroe County Shriners for their Annual Paper Drive to be held on Sept. 28 and 29, 2018 at the Intersections of Main/Mill and Rogers/Hamacher.

Motion made by Alderman Darter and seconded by Alderman Hopkins to approve a Solicitation Request from the Monroe County Shriners for their Annual Paper Drive to be held on Sept. 28 and 29, 2018 at the intersections of Main/Mill and Rogers/Hamacher. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Notheisen, Thomas, Hopkins and Trantham voting yea.

C. Consideration and Action on Approval of Glandt Roofing as Low Bidder in the Amount of $46,072.00 for the 2018 Old Firehouse Roof Replacement.

Motion made by Alderman Row and seconded by Alderman Heller to approve Glandt Roofing as low bidder in the amount of $46,072.00 for the 2018 old firehouse roof replacement. Motion passed unanimously with Aldermen Row, Heller, Notheisen, Thomas, Hopkins, Trantham, Darter and Buettner voting yea.

D. Consideration and Action on Approval of Rooters American Maintenance Inc. as Low Bidder in the Amount of $675,520.55 for the 2018 Asphalt Overlay Project.

Motion made by Alderman Darter and seconded by Alderman Buettner to approve Rooters American Maintenance Inc. as low bidder in the amount of $675,520.55 for the 2018 Asphalt Overlay Project. Discussion. The overlay will be at Vandebrook and West Lake subdivisions. The cost came in less than the estimate. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Notheisen, Thomas, Hopkins and Trantham voting yea.

E. Consideration and Action on Approval of Estimated Travel Expenses for the 2018 IML Convention.

Motion made by Alderman Notheisen and seconded by Aldermen Hopkins to approve estimated travel expenses for the 2018 IML convention. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting yea.

13. Discussion of Matters by Council Members Arising After Agenda Deadline. Mayor Smith stated the City of Kirkwood is stopping their recycling program.

Alderman Thomas reminded the Council of the Optimist Walk/Run Saturday, August 25, 2018 @ 8 a.m.

Alderman Hopkins said the new asphalted parking lot at the Waterloo Public Library looks good with a job well done by Moore Asphalt.

14. Motion to Adjourn.

Motion made by Alderman Notheisen and seconded by Alderman Thomas to adjourn. Motion passed with unanimous voice vote. Mayor Smith adjourned the meeting at 7:45 p.m.
