City of Red Bud Finance Committee met August 20.

Here is the minutes provided by the Committee:

Pledge of Allegiance

Committee Member Hanebutt called the meeting to order at 7:00 p.m.

Old Business:

I. Code of Ordinances Rewriting and Restructuring Process Update

Attorney Ray has spent $15,532 on the code of ordinances update through July 31st and work is continuing.

II. Insurance and Raises for Elected Officials

Committee Member Reed previously provided alderman with a review of elected officials salaries and health insurance eligibility. After canvasing aldermen, there was a reluctance, generally, to increase salaries or offer health insurance to elected officials.

Recommendation made by Committee Member Reed, seconded by Committee Member Esker, to establish a procedure or protocol that every four years, commencing in the year 2022, the mayor’s administrative assistant and finance committee chair, will in January initiate a review and assessment of elected official’s salaries and bring this report to the city council for review and discussion. Said report shall be presented on a schedule suitable for the council and mayor to make necessary decisions and adjustments prior to the date required for a new pay schedule to apply to officials who are elected the following April. Carried

III. Hess/Stines Litigation

Attorney Ray reported that no settlement could be reached and Judge Rudolph is recusing himself from the case. A new judge will be assigned. Attorney Liefer will be starting with Josh Eckart’s deposition soon.

IV. Enterprise Zone Update

Mayor Lowry said the committee had had another meeting and reviewed the cities’ maps of the enterprise zones. Initially, there was too much acreage included with the maps, so things are not finalized. It was suggested allotting Monroe County and Randolph County each seven miles, leaving one mile for the interconnect. This will continue to be worked on. Letters of community and business support will be needed by the end of October. The sample letter was pretty involved and the mayor may call a meeting to get local support.

New Business:

I. Approval of Prior Month’s Meeting Minutes – July 16, 2018

Recommendation made by Committee Member Hanebutt, seconded by Committee Member Reed, to approve the minutes from the July 16, 2018 meeting. Carried

II. Maturing CDs and CD Bid Results

There are none. Committee Member Hanebutt asked Poetker to check on investment rates, as they seem to be going up, and to work on what funds are available for investing.

III. Public Comments/Anything for the Good of the City (Discussion Only)

None

Meeting was adjourned at 7:13 p.m.
