City of Red Bud Public Works Committee met August 20.

Committee Chairman Linnertz called the meeting to order at 7:38 p.m.
Old Business:
I.Power Plant
A.Plant Report
Eckart reported that he is waiting on the urge testing results from IMEA.
II.Utilities/Streets
A.Electric - Underground & Structure Replacement Project
Josh Eckart informed the committee that they had met with Verbal of BHM&G to discuss if any additional easements are needed. It was suggested to increase the pipes laid from six to nine for future growth and Roeslein has been informed. The five-year plan has been updated to reflect the actual project costs. Poetker is continuing to work with DCEO.
There have been complaints about the power payment adjustment (PPA) on last months bills. Eckart explained how the PPA is calculated. Discussion was held on trying to help control the demand and electric costs.
B.Gas – MRT Rate Case
MRT did file with FERC and FERC accepted the rate increase submittal, which is suspended until January 31, 2019. There is a settlement meeting tomorrow in DC with the attorneys.
C.Water
Well #1 work is ongoing.
D.Sewer
The work on the pump in the headworks building is complete. There are some issues with the pump at the Taylor Street lift station and The Pump Shop is working on that. Sidner is getting a quote to repair the chlorine feed, and Eckart will have it for the council meeting.
E.Streets
The oil and chip project has been rescheduled for September 12-13th.
New Business:
I.Approval of Prior Month’s Meeting Minutes – Meeting July 16, 2018
Recommendation made by Committee Chairman Linnertz, seconded by Committee Member Donjon, to approve the minutes from the July 16, 2018 meeting. Carried
II.Authorization to Hire Hunter Bauer Full Time as Laborer in Street Department
Recommendation made by Committee Chairman Linnertz, seconded by Committee Member Hanebutt, to authorize approval to hire Hunter Bauer full time as a laborer in the street department at the laborer’s starting rate of pay. Carried
III.Succession Plan – Upcoming Retirees
Eckart explained an upcoming retirees’ worksheet which was included in the packet. This will continue to be discussed and planned for.
IV.Authorization to Transfer Funds from Electric Capital Account to Cash Account – “I” Circuit Repairs - $61,182.04
Eckart reported that this project was $22,800 underbudget and recycled cooper wire was sold for $12,000.
Recommendation made by Committee Chairman Linnertz, seconded by Committee Member Hanebutt, to authorize approval to transfer $61,182.04 from the electric capital account to the cash account to pay for the I Circuit repairs. Carried
V.Training request – Chad Grohmann & Chris Remick – Staking University Locator Certification Seminar – September 6-7, 2018
Recommendation made by Committee Chairman Linnertz, seconded by Committee Member Donjon, to authorize approval to send Chris Remick and Chad Grohmann to training entitled “Staking University” in Manteno, IL on September 6-7, 2018; registration fee is $695/each. Lodging and transportation are required. Carried
VI.Training Request – Josh Eckart, Patty Rieke, Barb Moeller – Active Shooter on Premises Training – September 11, 2018
Recommendation made by Committee Chairman Linnertz, to authorize approval to send Josh Eckart, Patty Rieke and Barb Moeller to training entitled “Active Shooter on Premises” in Springfield, IL on September 11, 2018. Registration is $175 for all of them. Transportation is required.
Chief Brittingham stated that he had officers who were qualified to do this training.
Committee Chairman Linnertz withdrew his motion.
VII.Request for Approval of Quote from Brotcke Well & Pump – Pump #1 Repairs
Recommendation made by Committee Chairman Linnertz, seconded by Committee Member Hanebutt, to authorize approval to have Brotcke Well & Pump rebuild and reinstall the pump sitting in well #1, NTE $29,268. Carried
VIII.Public Comments/Anything for the Good of the City
Eckart reported that backhoe is back and everything is good.
Ronald Jaenke had contacted Linnertz regarding a ditch wash across his property. Linnertz will let Jaenke know that the landowner is responsible for maintaining his own property.
