City of Waterloo Utility Committee met September 10.

Here is the minutes provided by the committee:

Mayor Smith introduced the City’s new Human Resource Director: Jesse Rucks.

Petitions by Citizens on Non-Agenda Items. None.

City Clerk – Barbara Pace

Utility Meeting minutes dated Monday, 08-13-18.

Items of correction:

Public Works-Tim Birk; c. change to: Contractor working 6-10 hour days on high pressure gas main. e. change to: Sewer lines are being cleaned for the sewer lining contractor.

Collector/Finance-Shawn Kennedy; e. change to: Video Gaming receipts cumulative are $343,000.00 and $183,000.00 and have been paid out.

Attendance; change to: Asst. Chief of Police Jeff Prosise.

Motion to approve the corrected minutes made by Alderman Darter and seconded by Alderman Heller. Motion passed unanimously with unanimous voice vote.

Subdivision & Zoning Administrator-Jim Nagel:

a. Dave Wittenauer hopes to have the Rezoning Petition on the October agenda for the Planning Commission & Zoning Board of Appeals, also plats submitted at that time.

b. Maps of the Comprehensive Plan displayed on the overhead. Discussion. All of the aldermen agreed to the Comprehensive Plan changes.

Building Inspector/Code Administrator- Nathan Krebel:

a. Building Inspector/Code Administrator Monthly Report was distributed by Jim Nagel in the building inspector’s absence.

b. Mayor Smith reported Nathan is in contact with Paul Nobbe regarding the winery. He is also in contact with Shorty’s regarding allowing specific building materials.

Director of Public Works – Tim Birk:

a. Asphalt overlay is scheduled for the last week in September and through the month of October.

b. ADA sidewalks are being worked on and the fire hydrant at Ahne’s is being replaced.

c. Oil & chip will be done Wednesday and Thursday on following streets: Gall, Third, Country Club Lane and Konarcik Road.

d. AMI report; to date 3,906 meters have been completed.

e. High pressure gas mains will be complete today and will do the (grass) seeding tomorrow.

f. No violations after a 3-day audit on the gas by the ICC.

g. 6 ¼ inches of rain fell over the weekend.

h. The old water plant is down to 3 pipes and will go out for bids for tearing it down.

Collector/Finance Officer–Shawn Kennedy:

a. The HRA Plan was discussed with the Insurance Committee regarding an amendment that needs to be made.

b. The former Republic Times building on North Main has been sold.

c. IML-RMA will be presenting their renewal quote.

Community Relations- Sarah Deutch:

a. The PumpkinFest (October 13) Volunteer Schedule was distributed. The planning committee will meet 9-11-18. Signup sheet for the Waterloo Homecoming (August 25) was distributed.

b. The Lip Sync Challenge Contest will meet next week for rehearsal with songs including Sugar, Dancing on the Ceiling, Ghost Busters, Thriller and Whatever It Takes.

c. The City brochure will go to print.

d. The historical sign for the HTC lot will be finished next week.

Deputy Chief of Police- Jeff Prosise:

a.Deputy Prosise distributed ‘Waterloo Police Department Radios’ and explained their use, costs, warranties/service agreements and the need for them. Discussion was led by Deputy Prosise and Chief Douglas. The aldermen agreed to the purchase.

City Attorney- Dan Hayes-No report

Mayor’s Report- Mayor Smith stated the Beautification is a rolling 3-year period.

Alderman Heller: An Ordinance Committee Mtg scheduled to draft job descriptions.

Alderman Notheisen: Saturday a.m. the TV Morning Show featured Waterloo in the handicapped portion.

Mayor Smith stated ‘Momma’s on Main’ has been closed by the State of IL for delinquent taxes.

Adjournment – Motion to adjourn was made by Alderman Notheisen seconded by Alderman Thomas. Motion passed by unanimous voice vote. Mayor Smith adjourned the meeting at 7:55 p.m.
