Democrat Jerry Costello has been declared the winner in the 116th House District against Republican David Friess.
With 72 percent of the precincts reporting, Costello had 54 percent of the vote with a total of 11,632 votes.
Friess received 46 percent of the vote with a total of 9,845 votes.
