Waterloo City Council met October 1. 

Here is the minutes as provided by the council:

1. The meeting was called to order by Mayor Smith at 7:30 p.m.


2. The following Aldermen were present: Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller.

3. Pledge of Allegiance led by Mayor Smith.

4. Correction or Withdrawal of Agenda Items by Sponsor. None.

5. Approval of Minutes as Written or Amended.

Motion made by Alderman Darter and seconded by Alderman Row to approve the September 17, 2018, 7:30 p.m. City Council Minutes. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Notheisen, Thomas, Hopkins and Trantham voting yea.

6. Petitions by Citizens on Non-Agenda Items. None.

7. Reports and Communications from the Mayor and other City Officers.

     A. Report of Collector. No report.

     B. Report of Treasurer. No report. Treasurer Papenberg was absent.

     C. Report of Zoning Administrator. No report.

     D. Report of Director of Public Works. No report.

     E. Report of Chief of Police. No report.

     F. Report of City Attorney. No report.

     G. Report and Communication by Mayor.

           1. Proclamation for Domestic Violence Awareness Month. Kay Clements of the Violence Prevention Center of Southwestern Illinois told the council that the Violence Prevention Center crisis hotline received 1,523 calls during the months of July and August. In Monroe County, a total of 16 clients were served by the center.

8. Report of Standing Committees. No report.

9. Report of Special Committees. Sister Cities Chairman, Alderman Heller, noted the passing of Josephine Wittenauer who was very active in Sister Cities.

10. Presentation of Communications, Petitions, Resolutions, Orders and Ordinances by Aldermen. None.

11. Unfinished Business. None

12. Miscellaneous Business.

     A. Consideration and Action on Warrant No. 570.

          Motion made by Alderman Darter and seconded by Alderman Heller to approve Warrant No. 570. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Notheisen, Thomas, Hopkins and Trantham voting yea.

     B. Consideration and Action on Special Event Permit Application #18-028-E from Hopskeller Brewing Company and the Vintage Wine Bar for the Third Street Alley Halloween Party to be held on October 27, 2018 from 4:00 p.m. to 11:00 p.m. in the alley between Hopskeller and Vintage Wine Bar.

           Motion made by Alderman Notheisen and seconded by Alderman Hopkins to approve Special Event Permit Application #18-028-E from Hopskeller Brewing Company and the Vintage Wine Bar for the Third Street Alley Halloween Party to be held on October 27, 2018 from 4:00 p.m. to 11:00 p.m. in the alley between Hopskeller and Vintage Wine Bar. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting yea.

     C. Consideration and Action on Special Event Permit Application #18-029-E from the City of Waterloo, et al, for Trunk or Treat to be held on October 31, 2018 from 5:00 p.m. to 9:00 p.m. on Main Street between Third and Mill.

           Motion made by Alderman Row and seconded by Alderman Darter to approve Special Event Permit Application #18-029-E from the City of Waterloo, et al, for Trunk or Treat to be held on October 31, 2018 from 5:00 p.m. to 9:00 p.m. on Main Street between Third and Mill. Motion passed unanimously with Aldermen Row, Heller, Notheisen, Thomas, Hopkins, Trantham, Darter and Buettner voting yea.

     D. Consideration and Action on Special Event Permit Application #18-030-E from Sister Cities / Stubborn German for a Bock Beer Fest to be held on November 03, 2018 from 3:00 p.m. to 10:00 p.m. at 119 South Main Street directly in front of the Stubborn German Brewery.

          Motion made by Alderman Heller and seconded by Alderman Darter to approve Special Event Permit Application #18-030-E from Sister Cities / Stubborn German for a Bock Beer Fest to be held on November 03, 2018 from 3:00 p.m. to 10:00 p.m. at 119 South Main Street directly in front of the Stubborn German Brewery. Motion passed unanimously with Aldermen Heller, Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner and Row voting yea.

     E. Consideration and Action on Solicitation Request from House of Neighborly Service for participation in the Old Newsboy Day Collection to be held on November 15, 2018 from 7:30 a.m. to noon at the intersections of Main/Mill and Rogers/Hamacher.

           Motion made by Alderman Darter and seconded by Alderman Row to approve a Solicitation Request from House of Neighborly Service for participation in the Old Newsboy Day Collection to be held on November 15, 2018 from 7:30 a.m. to noon at the intersections of Main/Mill and Rogers/Hamacher. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Notheisen, Thomas, Hopkins and Trantham voting yea.

13. Discussion of Matters by Council Members Arising After Agenda Deadline.

Alderman Notheisen attended the Butterfly Festival Saturday at the Baebler Farm stating the demonstrations were good with a large crowd.

Alderman Hopkins stated the Queen of Hearts was close to $70,000 and noted there should be a closing at a certain number of people. Discussion.

Alderman Trantham shared from the Illinois Municipal League last week regarding drone use in Illinois and offered to provide the information to the council.

Alderman Heller announced Tuesday is the Sister Cities meeting.

Mayor Smith attended the 25th Anniversary of Hope Christian Church and complimented Alderman Hopkins on his excellent speaking at the celebration. Mayor Smith also stated the Extreme Bike Service was well attended on Main Street.

14. Motion to Adjourn. Motion made by Alderman Notheisen and seconded by Alderman Buettner. Motion passed with unanimous voice vote. Mayor Smith adjourned the meeting at 7:48 p.m.
