Alderman Ohlau moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Platt seconded the motion. City Clerk:
The city clerk presented an application for raffle licenses for the Chester Boat Club. Alderman Allison moved to issue the raffle license and waive the fidelity bond required of the raffle managers. Alderman Clark seconded the motion. UPON ROLL CALL: Ayes: Aldermen Clark, Platt, Rader, Ohlau, Allison. Nays: None. Absent: Aldermen Geisen, Blechle, Crossland. Motion carried.
COMMITTEE REPORTS
Cemetery & Finance Committee (Chairman Platt):
The Cemetery and Finance Committee met this evening at 5:00 p.m. to review city bills, and found them to be in order for payment. Alderman Platt moved to approve payment of bills, subject to audit. Alderman Clark seconded the motion. UPON ROLL CALL: Ayes: Aldermen Rader, Clark, Ohlau, Allison, Platt. Nays: None. Absent: Aldermen Crossland, Geisen, Blechle. Motion carried.

Fiscal Year 2018 Audit:
The council met with the city’s auditor during the finance committee meeting held prior to this council meeting. Alderman Platt moved to approve the audit for Fiscal Year 2018. Alderman Rader seconded the motion. UPON ROLL CALL: Ayes: Aldermen Platt, Rader, Clark, Ohlau, Allison. Nays: None. Absent: Aldermen Blechle, Geisen, Crossland. Motion carried.
Cohen Complex – Playground Equipment:
Alderman Clark moved to waive competitive bidding and approve a bid from Nu Toys Leisure Products for $23,541.00 for replacement playground equipment. Alderman Allison seconded the motion. UPON ROLL CALL: Ayes: Aldermen Platt, Rader, Clark, Ohlau, Allison. Nays: None. Absent: Aldermen Blechle, Geisen, Crossland. Mayor Page voted in the affirmative. Motion carried.
Illinois Counties Rick Management Trust:
Alderman Clark moved to approve the insurance program renewal proposal from Illinois Counties Risk Management Trust in the amount of $352,910.00 effective December 1, 2018 (savings of $25,714.00 from previous year). Alderman Ohlau seconded the motion. UPON ROLL CALL: Ayes: Aldermen Platt, Rader, Clark, Ohlau, Allison. Nays: None. Absent: Aldermen Blechle, Geisen, Crossland. Motion carried.
ORDINANCE #1690 – AN ORDINANCE AMENDING SECTION 21-2-7 OF CHAPTER 21 OF THE REVISED CODE OF ORDINANCES OF THE CITY OF CHESTER, 2011 EDITION, AS AMENDED, WHICH IS AN ODINANCE DESIGNATING THE NUMBER OF LIQUOR LICENSES TO BE ISSUED WITHIN THE CITY OF CHESTER:
Mayor Page explained the proposed Ordinance which will reduce the number of Class “A” and Class “B” liquor licenses by one. Alderman Ohlau requested that the Ordinance be revised each time a license is surrendered. Alderman Platt moved to pass Ordinance #1690 and Alderman Rader seconded the motion. UPON ROLL CALL: Ayes: Aldermen Platt, Rader, Clark, Ohlau, Allison. Nays: None. Absent: Aldermen Blechle, Geisen, Crossland. Motion carried.
ADJOURNMENT
At 6:10 p.m., Alderman Ohlau moved to adjourn the meeting. Alderman Rader seconded the motion. VOTE: Ayes: Aldermen Ohlau, Rader, Clark, Allison, Platt. Nays: None. Absent: Aldermen Crossland, Geisen, Blechle. Motion carried.
