City of Red Bud Public Works Committee met Dec. 17.

Here is the minutes provided by the committee:

Committee Members Present: Glenn Linnertz, Kyle Donjon, Bill Hanebutt, Clem Esker, Curt Guebert

Committee Members Absent:

Council Members Present: Mike Reed, David Friess, Susan Harbaugh

Council Members Absent:

Others Present: Mayor Tim Lowry, City Attorney Paul Ray, City Superintendent Josh Eckart, Code Administrator Jeff Mueller, Police Chief John Brittingham, Admin. Assist. Pam Poetker, City Clerk Joanne Cowell

Committee Chairman Linnertz called the meeting to order at 7:14 P.M.

Old Business

I. Power Plant

A. Plant Report – Unit #3 Repairs

Eckart reported that Unit #3 has been taken out of service due to blower issues. He is in the process of obtaining repair estimates.

II. Utilities/Streets

A. Electric - Underground & Structure Replacement Project – Approval of Easements Recommendation made by Committee Chairman Linnertz, seconded by Committee Member Donjon, to approve The General Utility And Temporary Construction Easement, as presented. Carried

B. Gas – MRT Rate Case Update

Eckart gave an update of the ongoing rate increase case.

C. Water

None

D. Sewer

The Bio Solutions survey of the lagoon has been held up until spring.

E. Streets

None

III. Succession Plan – Upcoming Retirees

Eckart is accepting applications for the gas department position until Friday and will then begin interviewing.

IV. Solar & Net Metering

Eckart is continuing to work on a policy/application. He will email a copy of the changes to the council members.

New Business

I. Approval of Prior Month’s Meeting Minutes – Meeting November 19, 2018

Recommendation made by Committee Chairman Linnertz, seconded by Committee Member Hanebutt, to approve the minutes from the November 19, 2018 meeting. Carried

II. Utility Connection Fees and Applications Ordinance No. 1419

Eckart explained that the ordinance is being updated, removing the water connection fee for the 3⁄4” service and the 625 sewer connection fee, since they are no longer used. There is no change in fees.

Recommendation made by Committee Chairman Linnertz, seconded by Committee Member Donjon, to authorize approval of Ordinance No. 1419, “An Ordinance Amending Chapter 38 Of The Revised Code Of Ordinances Pertaining To The Water And Sewer System.” Carried

III. Personnel Changes

A. Jeff Koester: Recommend Ending Six-Month Probationary Period Effective 1/2/19

Recommendation made by Committee Chairman Linnertz, seconded by Committee Member Hanebutt, to authorize approval ending the six-month probationary period, effective January 2, 2019 for Jeff Koester. Carried

B. Chad Grohmann: Recommend Promotion to Support Position at $24.47 Per Hour Effective January 16, 2019, With Applicable Six-Month Probationary Period

Recommendation made by Committee Chairman Linnertz, seconded by Committee Member Guebert, to authorize approval to promote Chad Grohmann to the Support Position, at the $24.47 rate of pay, effective January 16, 2019, with an applicable six-month probationary period. Carried

IV. Parks Part-Time Position

Recommendation made by Committee Chairman Linnertz, seconded by Committee Member Donjon, to approve authorization for Josh Eckart to advertise for the parks part-time position. Carried

V. Part-Time Summer Help

Recommendation made by Committee Chairman Linnertz, seconded by Committee Member Guebert, to approve authorization for Josh Eckart to advertise for part-time summer help. Carried

VI. Public Comments/Anything for the Good of the City

None

Meeting was adjourned at 7:25 P.M.
