City of Du Quoin City Council met Jan. 28.

Here is the minutes provided by the council:

Minutes:

The Minutes of the City Council of the City of Du Quoin, County of Perry, held on this 28th day of January in the year 2019, said meeting held in the Council Chambers of the Du Quoin City Hall.

Invocation:

City Attorney Aaron Atkins gave the invocation.

Call to Order:

Mayor Alongi called the meeting to order at 6 p.m. with the following individuals present: Commissioners Michael Ward, Jill Kirkpatrick, Charles Genesio, and Gerald Whitley. City staff included City Attorney Aaron Atkins, City Treasurer Stephanie Cravens, and City Clerk Andrew Croessman.

Previous Meeting Minutes:

The Council reviewed the regular session minutes of the January 14th meeting. Commissioner Ward moved, Commissioner Genesio seconded a motion to approve the regular session minutes. Motion passed; all ayes.

Approval of Bills:

Commissioner Kirkpatrick moved, Commissioner Whitley seconded a motion to approve the bill list. Motion passed; all ayes.

Appointments:

Commissioner Ward moved, Commissioner Genesio seconded a motion to hire Mrs. Verna Jeanne Hollis as a part-time Dispatcher at a rate of $12.50 per hour effective January 29, 2019. Motion passed; all ayes.

Ordinances:

A. 2019-O01-01: An Ordinance Repealing Sections 29-1-41 through 29-1-46 of the City’s Code of Ordinances. City Attorney Aaron Atkins said that this Amendment would speed up compliance with weeds and trash as it gets rid of a lengthy notification process. Commissioner Genesio moved, Commissioner Kirkpatrick seconded a motion that 2019-O01-01 be approved. Motion passed; all ayes.

Resolutions:

A. 2019-R01-05: A Resolution Authorizing the Close Out of the City’s Revolving Loan Fund (RLF) Program. Mr. Croessman said that this Resolution is required by the State to close out the RLF program. The Resolution states that the City will send the State a check in the amount of $153,208.50. In turn, the City will receive that amount back in the form of two noncompetitive grants. Commissioner Kirkpatrick moved, Commissioner Ward seconded a motion that 2019- R01-05 be approved. Motion passed; all ayes.

B. 2019-R01-06: A Resolution Authorizing an Agreement between the City of Du Quoin and the SpyGlass Group, LLC. Mr. Croessman said that this Agreement provides for SpyGlass to audit the City’s telecommunication bills in search of savings. Any savings that are found are split evenly between SpyGlass and the City. Commissioner Genesio moved, Commissioner Ward seconded a motion that 2019-R01-06 be put on public display. Motion passed; all ayes.

C. 2019-R01-07: A Resolution Authorizing the Issuance of a Roadblock Permit to the Du Quoin American Legion. Commissioner Whitley moved, Commissioner Ward seconded a motion that 2019-R01-07 be approved. Motion passed; all ayes.

D. 2019-R01-08: A Resolution Authorizing the Consolidation of Bank Accounts. Mr. Croessman said that this Resolution merges a small Banterra account with an existing Illinois Funds account to clean up the City’s chart of accounts and earn more interest income. The amount of money moved is $52,264. Commissioner Kirkpatrick moved, Commissioner Whitley seconded a motion that 2019-R01-08 be approved. Motion passed; all ayes.

The City Council adjourned at 6:24 p.m., motion by Commissioner Ward, seconded by Commissioner Whitley; all ayes.
