City of Du Quoin City Council met Jan. 14.

Minutes:

The Minutes of the City Council of the City of Du Quoin, County of Perry, held on this 14th day of January in the year 2019, said meeting held in the Council Chambers of the Du Quoin City Hall.

Invocation:

Reverend Terry Brace of First Christian Church gave the invocation.

Call to Order:

Mayor Alongi called the meeting to order at 6 p.m. with the following individuals present: Commissioners Michael Ward, Jill Kirkpatrick, and Charles Genesio. City staff included City Attorney Aaron Atkins, City Treasurer Stephanie Cravens, and City Clerk Andrew Croessman.

Previous Meeting Minutes:

The Council reviewed the regular session minutes of the December 26th meeting. Commissioner Ward moved, Commissioner Genesio seconded a motion to approve the regular session minutes. Motion passed; all ayes.

Treasurer’s Report:

Treasurer’s Report for the period November 1 through November 30, 2018: City Treasurer Stephanie Cravens said that the Governmental Funds had revenues of $575,943 versus $586,414 in expenses for a negative change in fund balance of $10,471. On the business side, she said that the Water Funds had revenues of $241,500 and expenses of $190,502 for a positive change in fund balance of $50,998. Lastly, she said that total cash for all City funds less accounts payable and payroll increased $543,308 from $1.8 million to $2.35 million year to date. Commissioner Kirkpatrick moved, Commissioner Ward seconded a motion to approve the Treasurer’s Report. Motion passed; all ayes.

Approval of Bills:

Commissioner Kirkpatrick moved, Commissioner Genesio seconded a motion to approve the bill list. Motion passed; all ayes.

Public Agenda:

Mayor Alongi said that Mrs. Kimberly Schramke paid off her $19,600 revolving loan. Therefore, the City needs to release all claims against her. Commissioner Ward moved, Commissioner Kirkpatrick seconded a motion to release and waive claims against Mrs. Kimberly Schramke. Motion passed; all ayes.

Ordinances:

None.

Resolutions:

A. 2019-R01-01: A Resolution Authorizing the Issuance of a Roadblock Permit to the Perry County Humane Society Inc. Commissioner Genesio moved, Commissioner Kirkpatrick seconded a motion that 2019-R01-01 be approved. Motion passed; all ayes.

Commissioner Genesio introduced the next two Resolutions regarding the purchase of a used Street Department truck. He said that they found a 2007 Ford F550 dump truck with a reworked diesel engine and new bed for $25,500. He also said that a local mechanic worked through the truck and believed that there is good value in it.

B. 2019-R01-02: A Resolution Waiving Bidding Pursuant to Section 1-2-43 (B) of the Ordinances of the City of Du Quoin. Commissioner Genesio moved, Commissioner Ward seconded a motion that 2019-R01-02 be approved. Motion passed; all ayes.

C. 2019-R01-03: A Resolution Authorizing the Purchase of a Street Department Dump Truck. Commissioner Genesio moved, Commissioner Kirkpatrick seconded a motion that 2019-R01-03 be approved. Motion passed; all ayes.

D. 2019-R01-04: A Resolution Condemning 12 North Mulberry Street. Commissioner Ward moved, Commissioner Genesio seconded a motion that 2019-R01-04 be approved. Motion passed; all ayes.

Commissioners’ Comments:

The City Council thanked the Street Department for their hard work in clearing the streets during the snow storm.

Executive Session:

None.

Adjournment:

The City Council adjourned at 6:16 p.m., motion by Commissioner Kirkpatrick, seconded by Commissioner Genesio; all ayes.
