City of Waterloo Water and Sewer Committee met Feb. 4.

Meeting called to order at 5:30pm.

2) Water Update
John Weiter reviewed the current Facilities Planning Report for the Water Treatment Plant with updates to Tables 6 and Table 10.
Specifically, the Rock Contingency Amount of $1.3 Million was not included in the January 2018 Water Treatment Facilities Plan in Table 6.
Additionally, John Weiter explained the ROW Acquisition estimate of $270,000 in Table 10 is not loan eligible.
The current EPA Loan Rate is 1.84% and John felt sure the Loan Application Process would be submitted prior to the next EPA Rate change in October 2019. That would lock our Rate at 1.84% and it could not go up. However it is possible the rate could go down if the EPA Rate goes down while our Loan is in process.
Total Project estimated cost is $17.4 Million.
Discussion about the Rock Contingency and what type of rock may be encountered, location of the Wells, possible Water Plant site locations East of New Valmeyer, and 9 miles of 18” standard size pipe will be required.
Motion by Jim Trantham, 2nd by Russ Row, to recommend moving forward with HMG Task Order #3 (Design & Bid) not to exceed $830,000 and HMG Task Order #4 (Easement Services) not to exceed $145,000.
Unanimous voice vote.
3) Comments
Shawn Kennedy discussed Water Rates and that the City has not taken a CPI increase since 2015. An ordinance will be required to pass on the QIP increase from Illinois American. The Committee agreed on a total 2.1% increase.
