Call To Order 

Mayor Hutchinson called the City Council of Columbia, Illinois to order at 7:00 P.M. Upon roll call, the following were:

Quorum present. Those in attendance recited the pledge of Allegiance.

A. Regular Meeting

The minutes of the Regular City Council Meeting held Tuesday, February 19, 2019 were submitted for approval.

Motion: 

It was moved by Alderman Reis, and seconded by Alderman Huch, to approve the minutes of the Regular Meeting of the City Council held Tuesday, February 19, 2019 as on file at City Hall. Motion Passed 7 to 0.

A. Community Development

The report of the Community Development Department was presented to the Council.

1. Ordinance No. 3450 - Revise Parking Regulations for Certain Vehicles within Residential Areas

Motion: 

It was moved by Alderman Ebersohl, and seconded by Alderman Agne, to approve Ordinance No. 3450, an ordinance revising Parking Regulations for certain vehicles within residential areas. Motion Passed 7 to 0.

2. Special Event - Homebrew Festival

Motion: 

It was moved by Alderman Agne, and seconded by Alderman Martens, to approve the Special Event Permit Application for the Homebrew Festival as submitted and on file at City Hall. Motion Passed 7 to 0.

3. Special Event - Meat Shoot

Motion: 

It was moved by Alderman Reis, and seconded by Alderman Ebersohl, to approve the Special Event Permit Application for the Sons of the American Legion Squadron 581 Meat Shoot as submitted and on file at City Hall. Motion Passed 7 to 0.

4. Special Event - Mutt-N-Me 5K Run/Walk

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Holtkamp, to approve the Special Event Permit Application for the Mutt-N-Me 5K Run/Walk as submitted and on file at City Hall. Motion Passed 7 to 0.

B. City Engineer/Public Works

The report of the City Engineer and the Public Works Department was presented to the Council.

1. Extend Leaf Removal Services Agreement with ATRC, LLC

Motion: 

It was moved by Alderman Reis, and seconded by Alderman Martens, to authorize the Mayor to sign a two (2) year extension with ATRC, LLC for Leaf Removal Services. Motion Passed 7 to 0.

C. Finance

1. Vouchers To Be Paid

Motion: 

It was moved by Alderman Huch, and seconded by Alderman Holtkamp, to authorize the payment of vouchers received through February 28, 2019 in the amount of two hundred fifteen thousand, nine hundred seventeen dollars and forty-three cents ($215,917.43). Motion Passed 7 to 0.

The City Attorney presented his report to the Council.

The report of the City Administrator was presented to the Council.

1. Ordinance No. 3451 - Renew Ameren Illinois Franchise Agreement

Motion: 

It was moved by Alderman Ebersohl, and seconded by Alderman Martens, to approve Ordinance No. 3451, an ordinance renewing an existing Franchise and granting for a period of 30 years to Ameren Illinois, a Corporation, its Successors and Assigns, the Franchise, Right, Permission, and Authority to construct, reconstruct, excavate for, place, remove, extend, maintain, and operate a Gas Utility System in the City of Columbia, County of Monroe, and State of Illinois. Motion Passed 7 to 0.

2. Ordinance No. 3452 - Procedure for Assessing and Determining Claims Under PSEBA

Motion: It was moved by Alderman Reis, and seconded by Alderman Huch, to approve Ordinance No. 3452, an ordinance establishing an administrative procedure for assessing and determining claims under PSEBA (Public Safety Employee Benefits Act). Motion Passed 7 to 0.
