City of Columbia City Council met April 15.

Here is the minutes provided by the council:

Call To Order Mayor Hutchinson called the City Council of Columbia, Illinois to order at 7:00 P.M. Upon roll call, the following were:

II. Delegations / Public Comments

A. Recognition of CHS Swimmer Carter Nelson

Mayor Hutchinson recognized Columbia High School swimmer Carter Nelson for placing 9th in the 50 Freestyle and placing 6th in the 100 Freestyle IHSA Boys State Swim Meet on February 23, 2019.

B. Recognition of CHS Varsity Boys Bowling Team

Mayor Hutchinson recognized Columbia High School Boys Bowling Team members for their undefeated Bowling Conference (16-0), setting the 2nd all-time IHSA high team series of 3,592 (239.5 per person per game), winning Columbia High School's first ever Regional Championship, first ever Sectional Bowling Championship, and a 6th place at finish at State.

Andrea Saathoff Andrea Saathoff addressed the Council regarding her time covering City Council meetings and thanked the Council for their dedication to making Columbia a vibrant, viable, and safe community. Ms. Saathoff also thanked the Council for their welcoming and helpful demeanor. Ms. Saathoff then presented a set of pet oxygen masks to be used by the City for pets rescued in fires.

III. Read and Approve Minutes

A. Regular Meeting

The minutes of the Regular City Council Meeting held Monday, April 1, 2019 were submitted for approval.

Motion: It was moved by Alderman Niemietz, and seconded by Alderman Reis, to approve the minutes of the Regular Meeting of the City Council held Monday, April 1, 2019 as on file at City Hall. Motion Passed 8 to 0.

A. Library

The report of the Library was presented to the Council.

B. Police and Communications 

The reports of the Police Department and the Communication Department were presented to the Council.

1. Hire Lauren Bivins as a Full-time Telecommunicator

Motion:

It was moved by Alderman Huch, and seconded by Alderman Ebersohl, to accept the recommendation of Chief Paul and employ Lauren Bivins as a Full-time Telecommunicator contingent up satisfying all pre-employment requirements. Motion Passed 8 to 0.

The report of the Emergency Medical Services was presented to the Council.

D. Community Development

The report of Community Development was presented to the Council.

1. Waive Architectural Requirements - O'Reilly's Auto Parts

Motion:

It was moved by Alderman Holtkamp, and seconded by Alderman Reis, to approve the request by O'Reilly's Auto Parts to waive the Architectural Requirements permitting the use of architectural splitface CMU, single-score smooth-face CMU, and E.I.F.S for the construction of a building on parcel number 04-16-349-011-000, located in a C-3 (Highway Business) and S-3 (Flood Plain and Drainage) Zoning Districts, as requested and on file at City Hall. Motion Passed 6 to 2.

2. Ordinance No. 3455 – Licensing Requirements and Regulations

Motion: It was moved by Alderman Niemietz, and seconded by Alderman Ebersohl, to approve Ordinance No. 3455, an ordinance revising Licensing Requirements and Regulations for Certain Types of Business Establishments. Motion Passed 8 to 0.

3. Special Event - EMS/Public Safety Open House

Motion: It was moved by Alderman Niemietz, and seconded by Alderman Huch, to approve the Special Event Permit Application for the EMS/Public Safety Open House as submitted and on file at City Hall. Motion Passed 8 to 0.

4. Special Event - Art and Artisans & Taste of Columbia

Motion: It was moved by Alderman Agne, and seconded by Alderman Holtkamp, to approve the Special Event Permit Application for the Arts and Artisans and Taste of Columbia combined events as submitted and on file at City Hall. Motion Passed 8 to 0.

E. City Engineer/Public Works

The report of the City Engineer and the Public Works Department was presented to the Council.

1. Resolution No. 2019-05 – Main Street Streetscape Phase 2 & 3 & S. Main Street Resurfacing Projects

Motion:

 It was moved by Alderman Ebersohl, and seconded by Alderman Holtkamp, to approve Resolution 2019-05, a resolution appropriating funding to the Main Street Streetscape Phase 2 and 3, and South Main Street Resurfacing Projects. Motion Passed 8 to 0.

2. Ordinance No. 3456 - IDOT Agreement for Main Street Streetscape and S. Main Street Resurfacing Projects

Motion:

It was moved by Alderman Ebersohl, and seconded by Alderman Reis, to approve Ordinance No. 3456, an ordinance authorizing a Joint Agreement between the Illinois Department of Transportation and the City of Columbia, Illinois with regards to the Main Street Streetscape Phase 2 and 3 and the South Main Street Resurfacing Project in the City of Columbia, Illinois. Motion Passed 8 to 0.

1. Vouchers To Be Paid

Motion:

It was moved by Alderman Roessler, and seconded by Alderman Huch, to authorize the payment of vouchers received through April 11, 2019 in the amount of two hundred sixty thousand, forty-seven dollars, and forty-seven cents ($260,047.47). Motion Passed 8 to 0.

2. Statement of Funds

Motion:

3. Resolution No. 2019-06 - Transfer Funds From Capital Development Fund to General Corporate Fund

Motion: 

It was moved by Alderman Roessler, and seconded by Alderman Huch, to approve Resolution 2019-06, a resolution directing the Acting Treasurer of the City of Columbia to Transfer from the Capital Development Fund of the City to the General Corporate Fund of the City the sum of Three Hundred Fifty Thousand Dollars ($350,000.00). Motion Passed 8 to 0.

4. Resolution No. 2019-07 - Transfer Funds From The Garbage Fund to General Corporate Fund

Motion: It was moved by Alderman Roessler, and seconded by Alderman Huch, to approve Resolution 2019-07, a resolution directing the Acting Treasurer of the City of Columbia to Transfer from the Garbage Fund of the City to the General Corporate Fund of the City the sum of Fifty Thousand Dollars ($50,000.00). Motion Passed 8 to 0.

5. Ordinance No. 3457 - Amend Ordinance No. 3398

Motion: 

It was moved by Alderman Roessler, and seconded by Alderman Niemietz, to approve Ordinance No. 3457, an ordinance amending Ordinance No. 3398 which established the Budget of the City of Columbia, Illinois for its Fiscal Year commencing May 1, 2018 and ending April 30, 2019. Motion Passed 8 to 0.

6. Ordinance No. 3458 - Amend Fees and Charges Assessed for Services

Motion: It was moved by Alderman Roessler, and seconded by Alderman Huch, to approve Ordinance No. 3458, an ordinance amending Title 18 of the City of Columbia, Illinois Municipal Code to enact Fees and Charges to be assessed for City Service and Business Licenses in the City for the City's Fiscal Year commencing May 1, 2019 and until said Title 18 of the Coty's Municipal Code is again amended. Motion Passed 8 to 0.

It was moved by Alderman Roessler, and seconded by Alderman Huch, to approve Ordinance No. 3460, an ordinance establishing the Salary/Remuneration of Appointed City Officers and Employees of the City of Columbia, Illinois for the Fiscal Year commencing May 1, 2019 and ending April 30, 2020. Motion Passed 8 to 0.

Motion: 

It was moved by Alderman Niemietz, and seconded by Alderman Huch, to accept the recommendation of Mayor Hutchinson and appoint Al Hudzik as the interim City Administrator effective May 6, 2019. Motion Passed 8 to 0.
