Call To Order Mayor Hutchinson called the City Council of Columbia, Illinois to order at 7:00 P.M. Upon roll call, the following were:

A. Regular Meeting

The minutes of the Regular City Council Meeting held Monday, March 4, 2019 were submitted for approval.

Motion: 

It was moved by Alderman Reis, and seconded by Alderman Holtkamp, to approve the minutes of the Regular Meeting of the City Council held Monday, March 04, 2019 as on file at City Hall. Motion Passed 8 to 0.

1. Installation of Gate at AA Road

Motion: 

It was moved by Alderman Ebersohl, and seconded by Alderman Huch, to install 2 posts and a chain with reflectors across AA Road to prevent intruders onto the Columbia Golf Course. Motion Passed 8 to 0.

The report of the Emergency Medical Services was presented to the Council.

1. Ordinance No. 3453 - Plat of Survey and Land Transfer

Motion: 

It was moved by Alderman Reis, and seconded by Alderman Ebersohl, to approve Ordinance No. 3453, an ordinance approving a Plat of Survey and authorize the Land Transfer of part of Tax Lot 12 of U.S. Survey 417, Claim 228, Township 1 South, Range 10 West of the Third Principal Meridian, Monroe County Illinois by Real Estate Exchange. Motion Passed 8 to 0.

Motion:

E. City Engineer/Public Works

The report of the City Engineer and the Public Works Department was presented to the Council.

1. Prairie Engineers Engineering Agreement

Motion: 

It was moved by Alderman Niemietz, and seconded by Alderman Ebersohl, to authorize the Mayor to sign the Engineering Agreement with Prairie Engineering for Right-of-Way Negotiation Services in support of the Bolm-Schuhkraft Connector Trail at a cost not to exceed $12,500.00. Motion Passed 8 to 0.

2. Oates Associates Engineering Agreement

Motion: 

It was moved by Alderman Ebersohl, and seconded by Alderman Huch, to authorize the Mayor to sign the Engineering Agreement with Oates Associates for Temporary Construction Easement Acquisition Services in connection with the Main Street Streetscape Project Phase 2 & 3 at a cost not to exceed $15,380.00. Motion Passed 8 to 0.

1. Vouchers To Be Paid

Motion: 

It was moved by Alderman Roessler, and seconded by Alderman Huch, to authorize the payment of vouchers received through March 14, 2019 in the amount of four hundred sixty eight thousand, eight hundred thirty-one dollars and fourteen cents ($468,831.14). Motion Passed 8 to 0.

The City Clerk presented his report to the Council. Mr. Hoeffken also provided a brief overview of the County's action plan for any flooding this year.

There was no Old Business brought before the Council.

VIII. Call for Committee Meetings - Monday, March 25, 2019

IX. Executive Session 

Mayor Hutchinson informed the Council that he would entertain a motion to go into Executive Session to discuss pending litigation as permitted under 5 İLCS 120/2(c)(11).

Motion: 

It was moved by Alderman Agne, and seconded by Alderman Roessler, to direct the Mayor to go into Executive Session at 7:22 P.M. to discuss personnel as permitted under 5 ILCS 120/1(c)(11). Motion Passed 8 to 0.
