City of Columbia City Council met June 3.

Here is the minutes provided by the council:

I. Call To Order 

Mayor Hutchinson called the City Council of Columbia, Illinois to order at 7:00 P.M. Upon roll call, the following were:

Quorum present. Those in attendance recited the pledge of Allegiance.

II. Delegations / Public Comments 

There were no delegations or citizen comments.

A. Columbia High School Girls Soccer State Champions

Mayor Hutchinson stated the Soccer Team would be present at the next Council Meeting.

B. Yard of the Month

Aldermen Niemietz and Holtkamp recognized Michael and Viviane Budde as the Columbia Yard of the Month recipients for Ward 4.

C. Natalie Lorenz 

Ms. Lorenz, attorney for Paul Galeski and residents adjacent to Sunset Overlook, addressed the Council stating the City is in violation of its own Zoning Code by allowing Sunset Overlook to operate as a lounge, tavern, or pub, since 80% of sales are generated from alcohol sales, and cautioned the City to put an immediate stop to the activities of Sunset Overlook. Ms. Lorenz then stated the residents oppose the City's appointment of Mr. Peter Ingold, owner of Sunset Overlook, as a member of the Plan Commission, since it would be a conflict of interest.

III. Read and Approve Minutes

A. Regular Meeting

The minutes of the Regular City Council Meeting held Monday, May 20, 2019 were submitted for approval.

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Huch, to approve the minutes of the Regular Meeting of the City Council held Monday, May 20, 2019 as on file at City Hall. Motion Passed 8 to 0.

B. Executive Session

The minutes of the Executive Session of the City Council held Monday, May 6, 2019 were submitted for approval.

Motion:

It was moved by Alderman Ebersohl, and seconded by Alderman Martens, to approve the minutes of the Executive Session of the City Council held May 6, 2019 as on file at City Hall. Motion Passed 8 to 0.

Alderman Roessler abstained because he was not present for the Executive Session.

IV. Report of Departments and Officers

A. Community Development

The report of the Community Development Department was presented to the Council.

1. Approval of Sign Design Concept for City Property

Motion: 

It was moved by Alderman Niemietz, and seconded by Alderman Riddle, to accept the recommendation of the Director of Community Development and approve the sign design concept for City Property as designed by Summit Sign and Graphics, LLC and on file at City Hall. Motion Passed 8 to 0.

2. Authorize Purchase of Sign Package

Motion: It was moved by Alderman Huch, and seconded by Alderman Martens, to accept the recommendation of the Director of Community Development and approve the purchase of the Sign Package for City Property as submitted by Summit Sign and Graphics, LLC at a total cost of $53,432.47. Motion Passed 7 to 1.

3. Special Event - Tales To Tails

Motion: It was moved by Alderman Martens, and seconded by Alderman Ebersohl, to approve the Special Event Permit Application for the Tales To Tails event on June 5, 2019 as submitted and on file at City Hall, Motion Passed 8 to 0.

Motion: It was moved by Alderman Martens, and seconded by Alderman Riddle, to approve the Special Event Permit Application for the Who Dat's Shrimp Boil as submitted and on file at City Hall. Motion Passed 8 to 0.

7. Special Event - C.R.O.W.N. Bike Parade

Motion: It was moved by Alderman Niemietz, and seconded by Alderman Ebersohl, to approve the Special Event Permit Application for the C.R.O.W.N. Bike Parade as submitted and on file at City Hall. Motion Passed 8 to 0.

B. City Engineer/Public Works

The report of the City Engineer and the Public Works Department was presented to the Council.

C. Finance Department

1. Vouchers To Be Paid

Motion: It was moved by Alderman Roessler, and seconded by Alderman Huch, to authorize the payment of vouchers received through May 30, 2019 in the amount of three hundred forty eight thousand, three hundred thirty-six dollars and fifty-three cents ($348,336.53). Motion Passed 8 to 0.

D. City Clerk

The City Clerk presented his report to the Council.

E. City Attorney

The City Attorney presented his report to the Council.

F. City Administrator

The report of the City Administrator was presented to the Council.

1. City Administrator Position

Mr. Hudzik informed the Council the top ten candidates for the City Administrator position have been identified and the Personnel Committee will be narrowing the list to the top five prior to conducting interviews, with the top 3 candidates scheduled for follow up interviews with the City Council.

2. Good Energy

Mr. Hudzik informed the Council he attended a meeting on May 22nd with Good Energy and it appears as if the electric rates published by Ameren will be lower than the city's municipal aggregation program rate. Mr. Hudzik stated he would keep the Council posted on any changes.

3. Prevailing Wage Act

Mr. Hudzik informed the Council that effective June 1, 2019, the Illinois Department of Labor will begin managing prevailing wages and the City will no longer need to pass an annual ordinance. Mr. Hudzik also stated Mr. Smith will need to continue monitoring wages until the Department of Labor has their system available online, which is anticipated to be in April 2020.

G. Mayor

The report of the Mayor was presented to the Council.

1. Ordinance No. 3464 - Appointment of Board Members, Commissions and Committees

Motion: It was moved by Alderman Holtkamp, and seconded by Alderman Agne, to pass Ordinance No. 3464, an ordinance providing for the appointment of members of certain Boards, Commissions, and Committees of the City of Columbia, Illinois for the fiscal year of the City commencing May 1, 2019 and ending April 30, 2020.

Alderman Holtkamp stated he had an issue with appointing Mr. Ingold to the Plan Commission since he is the owner of Sunset Overlook and their zoning issue that has come before the City. Alderman Agne expressed a similar concern and inquired if Mr. Ingold would have to excuse himself from any discussions or votes regarding C-1 and C-2 zoning. Mayor Hutchinson stated yes. Alderman Agne subsequently withdrew his second of the motion.

Motion: It was moved by Alderman Holtkamp, and seconded by Alderman Roessler, to pass Ordinance No. 3464, an ordinance providing for the appointment of members of certain Boards, Commissions, and Committees of the City of Columbia, Illinois for the fiscal year of the City commencing May 1, 2019 and ending April 30, 2020, removing Mr. Peter Ingold as a member of the Plan Commission

Alderman Roessler stated there are several other members of the Plan Commission who will serve as checks and balances to ensure special interests are not acted upon. Alderman Roessler also stated the City needs to avoid looking like there are improprieties with appointments. Alderman Niemietz stated the Sunset Overlook zoning is only one issue that is being addressed by the Plan Commission and they address other issues such as the Master Plan and Subdivision Code and having a business person on the Commission brings a different perspective.

Motion Failed 5 to 3.

2. Ordinance No. 3464 - Appointment of Board Members, Commissions and Committees

Motion: It was moved by Alderman Huch, and seconded by Alderman Riddle, to pass and approve Ordinance No. 3464, an ordinance providing for the appointment of members of certain Boards, Commissions, and Committees of the City of Columbia, Illinois for the fiscal year of the City commencing May 1, 2019 and ending April 30, 2020. Motion Passed 5 to 3.

V. Old Business 

There was no Old Business brought before the Council.

VI. New Business

1. Activation of ILEAS

Chief Paul informed the Council that ILEAS issued a "box alarm" and Officer Zack Hopkins was sent. Chief Paul added that an additional request has been received for assistance for other counties, but the City will be focusing resources on assisting the Monroe County Sheriff's Department. Chief Paul mentioned this will impact the budget.

VII. Report of Standing Committees 

There were no Reports of Standing Committees.

VIII. Call for Committee Meetings - Monday, June 10, 2019

Executive Session 

Mayor Hutchinson inquired if there was any business to be address in Executive Session. There was none.

Motion: It was moved by Alderman Niemietz, and seconded by Alderman Agne, to adjourn the Regular City Council meeting held Monday, June 3, 2019 at 7:34 P.M. Motion Passed 8 to 0.
