Monroe County Board of County Commissioners met April 1.

The meeting of the Board of County Commissioners of Monroe County, Illinois was called to order at 8:15 a.m. Chairman Robert Elmore, Commissioner Vicki Koerber and Commissioner Ron Schultheis were present.
Others present included Deputy County Clerk Leah Farris, Sheriff Neal Rohlfing, Sheila Wetzler, along with Press Corps representatives Alan Dooley of the Waterloo Republic Times and Joe Leicht of the Monroe County Independent. Also, present was Pat Kelly, Jim Crowe, Duane Langhorst and Rick Bibe.
The meeting opened with the Pledge of Allegiance.
Roll call was taken by Deputy County Clerk Leah Farris. There being a quorum present, the meeting was called to order by Chairman Elmore.
Chairman Elmore asked for public comment. Pat Kelly said he still has trouble hearing and his recording device did not work last meeting.
The Board welcomed the Columbia High Scholl Boys Bowling Team along with some parents and Coach Keith Jeffery. The team had 47 wins and one tie. They ranked sixth in State and have been to State competition the last three years. Their coach received Coach of the Year the last two years.
The Board was presented with a list of Accounts Payable for approval.
The following Accounts Payable having been approved for payment, Commissioner Schultheis moved that the same be allowed and that vouchers be issued against their respective funds of the County Treasurer for payment. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.

Chairman Elmore introduced a resolution to reappoint Ellery Hawkins to the Valmeyer Fire Protection District to commence on May 1, 2019 and expire on April 30, 2022 or until a successor is appointed and has qualified. A motion to approve the resolution was made by Commissioner Koerber. Second by Commissioner Schultheis. All voting Aye. None Nay. None Absent. Motion carried. Resolution was recorded as #19-46.

Chairman Elmore presented a raffle license application for Songs4Soldiers NFP. Commissioner Schultheis made a motion to approve the application. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.

Chairman Elmore introduced a resolution to appoint Ryan Walker (Prairie du Rocher) to the 9-1-1 Emergency Telephone System Board, replacing James Doyle who resigned, to commence on April 1, 2019 and expire on December 1, 2021 or until a successor is appointed and has qualified. A motion to approve the resolution was made by Commissioner Koerber. Second by Commissioner Schultheis. All voting Aye. None Nay. None Absent. Motion carried. Resolution was recorded as #19-48.
Kevin Koenigstein came before the Board to discuss the Tax Sale on April 17, 2019. He also informed the Board that Dawn Wahlig has joined the staff at the Treasurer’s Office to replace Connie Seboldt who retired with twelve and a half years of service.
Mr. Koenigstein presented two resolutions for sale of real estate owned by the County Trustee. The first resolution is to approve a bid from Melissa A Bommarito/Eric F Roberts for $809.00 to purchase parcel #18-05-367-015-000. Motion to approve made by Commissioner Koerber. Second by Commissioner Schultheis. All voting Aye. None Nay. None Absent. Motion carried. Resolution was recorded as #19-49.
The second resolution is to approve a bid from James H Milburn III for $809.00 to purchase parcel #18-05-367-001-000. Motion to approve made by Commissioner Koerber. Second by Commissioner Schultheis. All voting Aye. None Nay. None Absent. Motion carried. Resolution was recorded as #19-50.
Jim Hill and Jennifer Duensing from Les Amis du Fort de Chartres and Kaskaskia Cahokia Trail discussed the leasing of two plots from Monroe County for interpretive sites. The first one will be a pull off at Stringtown Road and Kaskaskia Road. There will be signage explaining the history of Native Americans. The second site is along Kaskaskia Road and it will be a living history village. Hill and Duensing indicated that they have discussed with State’s Attorney Chris Hitzemann, County Engineer Aaron Metzger and Road Commissioner Leroy Brandt. The County Board fully supports the development of these interpretive sites.
Circuit Clerk Lisa Fallon, Assistant State’s Attorney Jennifer Becker-Roscow and Deputy Circuit Clerk Bess Bollmeier attended the meeting to submit an Ordinance to approve a $40 charge to Vacate Ex Parte Judgement Fees. Traffic caseloads are heavy and expensive. The Circuit Clerk will charge an individual $40 to file a Motion to Vacate Ex Parte Guilty notices for minor traffic offenses that do not require the individual to come before the Judge. Motion to approve the Ordinance made by Commissioner Koerber. Second by Commissioner Schultheis. All voting Aye. None Nay. None Absent. Motion carried. Ordinance was recorded as #19-1.
Commissioner Koerber announced that the Human Resources new hire Melissa Whittington will be starting April 15th.
Sheriff Rohlfing came before the Board to discuss a variety of matters. Waterloo dispatching fees have not been paid by the City. The County needs a contract with the City increasing 21⁄2 % per year. Last contract dates back to 2011. Sheriff Rohlfing is recommending the City pay $195,000 for three dispatchers based on call volume. Commissioner Koerber stated that she has delivered an invoice to the City for May 1st. She also stated that anytime there’s something to do with dispatch, the Sheriff should be involved.
Sheriff Rohlfing commented that several stolen vehicles have been recovered. Approximately 75% of the thieves are not Monroe County residents. The County will continue to see more problems. More drug arrests so far this year than this time last year.
Sheriff Rohlfing said court security fees will be taken away on July 1st. He said the state is trying to pass a bill to require metal detectors at all entrances to the Courthouse with no funding.
Sheriff Rohlfing stated that flooding is said to have a 50% chance to be as bad or worse than ’93.
Sheriff Rohlfing’s last topic was that St. Clair County has applied for an Auto Theft Task Force Grant that would pay for a Monroe County Deputy to be on the Task Force.
