3. Approval of Reciprocal Agreement with Illinois Dept. of Revenue

Motion made by Council Member Harbaugh, seconded by Council Member Reed, to approve authorization to enter into the “Reciprocal Agreement On Exchange Of Information Between The City of Red Bud And The Illinois Department Of Revenue.” The vote was as follows: Linnertz, aye; Friess, aye; Donjon, aye; Harbaugh, aye; Esker, aye; Guebert, aye; Reed, aye; Hanebutt, aye. Motion carried.

4. Correcting Line Item Changes for FY’19

Motion made by Council Member Harbaugh, seconded by Council Member Hanebutt, to approve authorization to retroactively accept corrections of the FY’19 line item changes, as illustrated in the packets. 5. Gaming Tax Revenue Resolution No. 19-004

Restricting gaming tax revenue to be deposited in the parks and recreation fund for parks and recreation use Motion made by Council Member Harbaugh, seconded by Council Member Donjon, to authorize approval of Resolution No. 19-004, “A Resolution To Restrict Illinois Video Gaming Act Funds.” The vote was as follows: Donjon, aye; Harbaugh, aye; Esker, nay; Guebert, aye; Reed, aye; Hanebutt, aye; Linnertz, aye; Friess, aye. Motion carried with seven aye, one nay vote.

6. Pay Increases

a. Josh Eckart – Step Increase

Motion made by Council Member Harbaugh, seconded by Council Member Reed, to authorize approval of the step increase for Josh Eckart, as outlined in previous employment agreement, effective with the first full pay period in May. The vote was as follows: Harbaugh, aye; Esker, aye; Guebert, aye; Reed, aye; Hanebutt, aye; Linnertz, aye; Friess, aye; Donjon, aye. Motion carried.

b. 2% Increase for Employees (excluding Josh Eckart)

Motion made by Council Member Harbaugh, seconded by Council Member Hanebutt, to approve authorization to grant 2% pay increases for all employees, excluding Josh Eckart, effective with the first full pay period in May. The vote was as follows: Esker aye; Guebert, aye; Reed, aye; Hanebutt, aye; Linnertz, aye; Friess, aye; Donjon, aye; Harbaugh, aye. Motion carried.

2. Red Bud Firemen’s Picnic and Parade a. Special Request for Picnic

XII. Oath of Office for Newly Elected Officials

City Clerk Joanne Cowell administered the Oath of Office to Timothy Lowry, Mayor, Marcia Esker, Treasurer and Aldermen, Jeremy DeMond, Ward 1, Kyle Donjon, Ward 2, David Friess, Ward 3, Curtis Guebert, Ward 3, Leroy Michael Rheinecker, Ward 4. Mayor Lowry administered the Oath of Office to City Clerk, Joanne Cowell.

Mayor Lowry then thanked the outgoing Aldermen William Mike Reed (2011-19) and Glenn Linnertz (2007-19) and presented them with a plaque for their service. The mayor also thanked Barton Miller for his service on the planning commission. Since Miller was unable to be present tonight, the Mayor will present his plaque to him at a later date.

Aldermen DeMond and Rheinecker took their place at the council desk.
