City of Columbia Committee of the Whole met July 8.

Here is the minutes provided by the committee:

i. CALL TO ORDER 

Chairman Ebersohl called the Committee of the Whole committee meeting of the City Council of the City of Columbia, Illinois to order at 7:00 P.M.

Upon Roll Call, the following members were:

Present: Committee Members - Chairman Ebersohl and Aldermen Agne, Niemietz, Roessler, Huch, Holtkamp, Martens and Riddle. Mayor Hutchinson was also present.

Absent: None.

Quorum Present.

Administrative Staff Present: City Clerk Wes Hoeffken, Interim City Administrator Al Hudzik, City Attorneys Terry Bruckert and Luke Behme, Accounting Manager/City Treasurer Linda Sharp (left at 10:10 P.M.), Director of Community Development Scott Dunakey, EMS Chief Kim Lamprecht (left at 10:10 P.M.), Chief of Police Jerry Paul (left at 10:10 P.M.), City Engineer Chris Smith, and Accounting/Clerical Assistant Sandy Garmer.

Chairman Ebersohl stated the meeting was called for the following purposes: (1) Approval of Minutes from the June 24, 2019 Committee of the Whole Meeting; (2) Ghent Road Water Main Replacement Bids; (3) Wecker Booster Pump Station Bids; (4) Possible Rezoning of Existing Budnick Converting Property; (5) Other Items to be Considered; (6) Public Comments; and (7) Executive Session -5 ILCS 120/2(c)

II. APPROVAL OF MINUTES FROM THE JUNE 24, 2019 COMMITTEE OF THE WHOLE MEETING 

MOTION: It was moved by Alderman Huch and seconded by Alderman Niemietz to approve the minutes of the Committee of the Whole Meeting of the City Council of the City of Columbia, Illinois held Monday, June 24, 2019. Upon roll call vote, Chairman Ebersohl and Aldermen Agne, Niemietz, Huch, Holtkamp, Martens, and Riddle voted yea. Alderman Roessler abstained. MOTION CARRIED.

III. GHENT ROAD WATER MAIN REPLACEMENT BIDS

City Engineer Chris Smith reviewed the evaluation of construction contract bids documentation submitted by Horner & Shifrin and recommended accepting the low bid from Korte & Luitjohan Contractors to replace the Ghent Road Water Main.

IV. WECKER BOOSTER PUMP STATION BIDS 

City Engineer Chris Smith reviewed the evaluation of construction contract bids documentation submitted by Horner & Shifrin and recommended accepting the low bid from Korte & Luitjohan Contractors for the Wecker Booster Pump Station project. Mr. Smith stated the bid came in higher than the engineers estimated and the City had budgeted, but the price of materials is currently higher than was expected. Mr. Smith also let the Committee know this project may not be completed within this fiscal year.

V. POSSIBLE REZONING OF EXISTING BUDNICK CONVERTING PROPERTY 

Director of Community Development Scott Dunakey followed up with the Committee regarding the possible rezoning of Budnick Converting's property. Mr. Dunakey briefly discussed some of the uses allowed in BP-2 zoning. Mr. Dunakey will present this matter to the Plan Commission.

VI. OTHER ITEMS TO BE CONSIDERED 

Alderman Niemietz inquired about completing Columbia's Master Plan with adding pedestrian walkways from The Pine's Subdivision to Valmeyer Road and Gall Road to Main Street and the possibility of approaching Monroe County to assist with the funding.

Alderman Roessler recommended consideration be given to changing some side roads near Immaculate Conception School to one-way roads. City Engineer Chris Smith is looking into this matter and said ICS is on board with any changes that will be beneficial.

VII. PUBLIC COMMENTS 

There were no public comments.

VIII. EXECUTIVE SESSION - 5 ILCS 120/2(c)(1)(5) 

Chairman Ebersohl informed the Committee of the Whole that he would entertain a motion to go into Executive Session to discuss the employment/compensation of specific employee(s) of the public body and the purchase of real estate for use by the city.

MOTION;

It was moved by Alderman Niemietz and seconded by Alderman Huch, to direct Chairman Ebersohl to go into Executive Session at 7:25 P.M. to discuss the employment/compensation of specific employee(s) of the public body and the purchase of real estate for use by the city. Upon Roll Call vote, Chairman Ebersohl and Aldermen Agne, Niemietz, Roessler, Huch, Holtkamp, Martens, and Riddle voted yea. MOTION CARRIED.

MOTION: 

It was moved by Alderman Holtkamp and seconded by Alderman Niemietz, to return to Regular Session of the Committee of the Whole at 10:35 P.M. Upon Roll Call vote, Chairman Ebersohl and Aldermen Agne, Niemietz, Roessler, Huch, Holtkamp, Martens, and Riddle voted yea. MOTION CARRIED.

Upon return to Regular Session, Chairman Ebersohl and Aldermen Agne, Niemietz, Roessler, Huch, Holtkamp, Martens, Riddle, and Mayor Hutchinson were present.

No action was taken as a result of the Executive Session.

X. ADJOURNMENT 

MOTION:

It was moved by Alderman Huch and seconded by Alderman Roessler to adjourn the Committee of the Whole committee meeting of the City Council of the City of Columbia, Illinois held Monday, July 8, 2019 at 10:35 P.M. Upon Roll Call vote, Chairman Ebersohl and Aldermen Agne, Niemietz, Roessler, Huch, Holtkamp, Martens, and Riddle voted yea. MOTION CARRIED.
