City of Red Bud Finance Committee met May 20. 

Here is the minutes as provided by the committee:

Committee Members Present:   Susan Harbaugh, Bill Hanebutt, Mike Rheinecker, Clem Esker, David Friess


Committee Members Absent:

Council Members Present:        Curt Guebert, Jeremy DeMond, Kyle Donjon

Others Present:                          Mayor Tim Lowry, Attorney Paul Ray, City Superintendent Josh Eckart, Code Administrator Jeff Mueller, Police Chief John Brittingham, Admin. Assist. Pam Poetker, City Clerk Joanne Cowell

Pledge of Allegiance

Committee Chairman Harbaugh called the meeting to order at 6:56 P.M.

Old Business

I. Code of Ordinances Rewriting and Restructuring Process Update

      No change from last month

II. Hess/Stines Litigation

      The trial is set for May 21st. Attorney Ray, Attorney Ferris, Mayor Lowry, Josh Eckart, Barb Moeller and Pam Poetker will be attending. They were prepped for the trial last week. It is not expected to receive an answer tomorrow from the judge; it may take a week. It may be necessary to have an executive session to discuss this at the next council meeting.

New Business

I. Approval of Prior Month’s Meeting Minutes – April 15, 2019

Recommendation made by Committee Chairman Harbaugh, seconded by Committee Member Hanebutt, to approve the minutes from the April 15, 2019 meeting. Carried

II. Maturing CD’s

      None

III. Lower Kaskaskia Stakeholders Annual Evening on the Kaskaskia – Donation/Attendees

      Recommendation made by Committee Member Esker, seconded by Committee Member Hanebutt, to approve a donation of $500 to the Lower Kaskaskia Stakeholders Inc.’s September 6, 2019 “Evening on the Kaskaskia” barge trip. Carried

IV. Authorization to Upgrade Civic Systems/Caselle Utility Billing and Financial Software

Recommendation made by Committee Chairman Harbaugh, seconded by Committee Member Friess, to approve the execution of the Software Purchase Agreement with Civic Systems, LLC, in the amount of $25,700. Carried

V. Authorization to Hire Fick, Eggemeyer & Williamson for the FY’19 & FY’20 Audit @ $9,700 Per Year

Recommendation made by Committee Chairman Harbaugh, seconded by Committee Member Hanebutt, to authorize approval to hire Fick, Eggemeyer & Williamson to prepare an audit for years FY’19 and FY’20 at $9,700, per year. Carried

VI. Public Comments/Anything for the Good of the City

      None

Meeting was adjourned at 7:02 P.M.
