CHESTER, ILLINOIS

June 3, 2019

I.CALL TO ORDER

The City Council of Chester, Illinois, met in regular session on Monday, June 3, 2019, in the Municipal Building, 1330 Swanwick Street. Mayor Tom Page called the meeting to order at 6:00 p.m.

II.ROLL CALL

Present: Alderman Ray Allison                    Alderman Robert Platt

              Alderman D. Michael Blechle        Alderman Scott Stumpe

              Alderman Dan Ohlau                     Alderman Daniel Geisen

Absent: Alderman Randy Dudenbostel       Alderman Rader

IV.READING OF MINUTES OF PREVIOUS MEETING

Alderman Ohlau moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Geisen seconded the motion. UPON ROLL CALL: Ayes: Aldermen Ohlau, Stumpe, Allison, Platt, Blechle, Geisen. Nays: None. Absent: Aldermen Dudenbostel, Rader. Motion carried.

City Clerk:

The city clerk presented eight applications for raffle licenses for the Chester Eagles Aerie #3252. Alderman Geisen moved to issue the raffle license and waive the fidelity bond required of the raffle managers. Alderman Allison seconded the motion. UPON ROLL CALL: Ayes: Aldermen Stumpe, Platt, Ohlau, Allison, Blechle, Geisen. Nays: None. Absent: Aldermen Dudenbostel, Rader. Motion carried.

The city clerk presented an application for raffle licenses for the VFW. Alderman Geisen moved to issue the raffle license and waive the fidelity bond required of the raffle managers. Alderman Allison seconded the motion. UPON ROLL CALL: Ayes: Aldermen Stumpe, Platt, Ohlau, Allison, Blechle, Geisen. Nays: None. Absent: Aldermen Dudenbostel, Rader. Motion carried.

Alderman Geisen moved to issue the raffle license and waive the fidelity bond required of the raffle managers. Alderman Allison seconded the motion. VII.COMMITTEE REPORTS

Cemetery & Finance Committee (Chairman Platt):

The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment. Chairman Platt moved to approve payment of bills, subject to audit. Alderman Allison seconded the motion. UPON ROLL CALL: Ayes: Aldermen Rader, Stumpe, Ohlau, Allison, Platt, Geisen, Blechle. Nays: None. Absent: Aldermen Dudenbostel, Rader. Motion carried.

Alderman Platt moved to approve the May report for the Evergreen Cemetery Clerk as presented. Alderman Allison seconded the motion. UPON ROLL CALL: Ayes: Aldermen Rader, Stumpe, Ohlau, Allison, Platt, Geisen, Blechle. Nays: None. Absent: Aldermen Dudenbostel, Rader. Motion carried.

Fire Department (Chief Bert):

Chester Fire Department responded to five calls during the month of May. Chief Bert advised that backup plans are in place with various local fire departments for response complications due to flooding.

Laura Eggemeyer, Marla Cushman & Travis Lott – Park & Recreation Board:

Alderman Allison moved to approve Laura Eggemeyer, Marla Cushman and Travis Lott as members of the Park & Recreation Board. Alderman Geisen seconded the motion. UPON ROLL CALL: Ayes: Aldermen Stumpe, Ohlau, Allison, Platt, Geisen, Blechle. Nays: None. Absent: Aldermen Dudenbostel, Rader. Motion carried.

800 Opdyke Street:

Mayor Page presented an agreement commencing June 1, 2019 and ending May 31, 2020, to allow Douglas McDonald to reside in the residence at 800 Opdyke Street as in previous years. Alderman Ohlau moved to approve the agreement as prepared by Attorney Kerkhover. Alderman Geisen seconded the motion. UPON ROLL CALL: Ayes: Aldermen Stumpe, Ohlau, Allison, Platt, Geisen, Blechle. Nays: None. Absent: Aldermen Dudenbostel, Rader. Motion carried.

IDOT Resolution –Sidewalk Removal and Replacements:

Mayor Page presented an Illinois Department of Transportation resolution to appropriate $50,000.00 of Motor Fuel Tax Funds for sidewalk removal and replacement projects. After Alderman Allison’s inquiry, Mayor Page asked Maintenance Superintendent Steve Renner to remove the stump in the sidewalk next to the Rio Grand. Alderman Platt moved to approve the IDOT resolution and Alderman Ohlau seconded the motion. UPON ROLL CALL: Ayes: Aldermen Stumpe, Ohlau, Allison, Platt, Geisen, Blechle. Nays: None. Absent: Aldermen Dudenbostel, Rader. Motion carried.

Brush Hog Attachment – Maintenance Department:

Alderman Ohlau moved to approve the purchase of 72” Bobcat brush hog attachment from Forklifts of Cape for $5,694.72. Alderman Allison seconded the motion. UPON ROLL CALL: Ayes: Aldermen Stumpe, Ohlau, Allison, Platt, Geisen, Blechle. Nays: None. Absent: Aldermen Dudenbostel, Rader. Motion carried.

ORDINANCE #1713 – AN ORDINANCE AMENDING SECTION 21-2-7 OF CHAPTER 21 OF THE REVISED CODE OF ORDINANCES OF THE CITY OF CHESTER, 2011 EDITION, AS AMENDED, WHICH IS AN ORDINANCE DESIGNATING THE NUMBER OF LIQUOR LICENSES TO BE ISSUED WITHIN THE CITY OF CHESTER:

Alderman Ohlau moved to approve an Ordinance reducing the number of Class “A” liquor licenses by one. Alderman Geisen seconded the motion. UPON ROLL CALL: Ayes: Aldermen Stumpe, Ohlau, Allison, Platt, Geisen, Blechle. Nays: None. Absent: Aldermen Dudenbostel, Rader. Motion carried.

ORDINANCE #1714 – AN ORDINANCE ADDING SECTION 7-6-9 TO ARTICLE VI OF CHAPTER 7 OF THE REVISED CODE OF ORDINANCES OF THE CITY OF CHESTER, ILLINOIS, RELATING TO ESTABLISHING A FEE FOR RAFFLE LICENSE APPLICATIONS:

Alderman Platt moved to approve Ordinance #1714 adding a $10.00 for each raffle license issued and Alderman Blechle seconded the motion. UPON ROLL CALL: Ayes: Aldermen Stumpe, Ohlau, Allison, Platt, Geisen, Blechle. Nays: None. Absent: Aldermen Dudenbostel, Rader. Motion carried.

Flower/Plant Caretaker – Pay Increase:

Alderman Geisen’s motion to approve a pay increase ($10.50 per hour to $11.50 per hour) for Bruce Rademacher was seconded by Alderman Platt. UPON ROLL CALL: Ayes: Aldermen Stumpe, Ohlau, Allison, Platt, Geisen, Blechle. Nays: None. Absent: Aldermen Dudenbostel, Rader. Motion carried.

Janitor –Pay Increase:

Alderman Platt’s motion to approve a pay increase ($11.50 per hour to $12.50 per hour) for Terri Hirte to clean at city hall was seconded by Alderman Allison. UPON ROLL CALL: Ayes: Aldermen Stumpe, Ohlau, Allison, Platt, Geisen, Blechle. Nays: None. Absent: Aldermen Dudenbostel, Rader. Motion carried.

Part-Time Dispatchers:

Alderman Platt moved to allow the Chester Police Department to advertise for part-time dispatchers. Alderman Geisen seconded the motion. UPON ROLL CALL: Ayes: Aldermen Stumpe, Ohlau, Allison, Platt, Geisen, Blechle. Nays: None. Absent: Aldermen Dudenbostel, Rader. Motion carried.

Employment – Maintenance Department:

Alderman Geisen moved to approve the employment of Charles Bargman II effective June 18, 2019 at a beginning salary of $32,000.00. Alderman Ohlau seconded the motion. UPON ROLL CALL: Ayes: Aldermen Stumpe, Ohlau, Allison, Platt, Geisen, Blechle. Nays: None. Absent: Alderman Dudenbostel, Rader. Motion carried.

Attorney Jeff Kerkhover advised that an Appropriation hearing is scheduled for June 17, 2019 at 5:30 p.m.

XI.ADJOURNMENT

At 6:19 p.m., Alderman Ohlau moved to adjourn the meeting. Alderman Geisen seconded the motion. VOTE: Ayes: Aldermen Ohlau, Stumpe, Allison, Platt, Geisen, Blechle. Nays: None. Absent: Alderman Dudenbostel, Rader. Motion carried.
