City of Waterloo Finance Committee met July 16. 

Here is the minutes as provided by the committee:

Meeting called to order by Committee Chairman Clyde Heller with the following in attendance, Alderman Russ Row, James Trantham, Stan Darter, Russ Thomas, James Hopkins, Mayor Tom Smith, Budget Officer Shawn Kennedy and Human Resources Coordinator Jessica Rucks.


Minutes of previous Finance Committee Minutes, 3-4-19 were approved at the March 2019 Utility Meeting.

Agenda Item 1, Petitions by Citizens on non-agenda items. None

Agenda Item 2, Nationwide Retirement Solutions. Jessica Rucks presented a copy of the main contract provided by Nationwide Retirement Solutions. As discussed in the July Utility Meeting with Nationwide Rep, he would provide amendments for Council Action when it would be recommended to stay with Nationwide Retirement Solutions. We informed Jessica to pursue amendments and we would vote on them at City Council Meeting.

Agenda Item 3, Payment Services Network (PSN). Shawn Kennedy provided hand out on services that PSN would offer the City in payment options other than the one provided by State of Illinois. After discussion, Russ Thomas recommended tabling this item until Shawn has information on handling of “paper checks” which create extra handling in office. Shawn will contact PSN with question and when she has an answer that is positive for her handling of payments, we will decide on obtaining a contract with PSN. PSN information was favorable in most areas.

Agenda Item 4, Dispatching. Mayor Smith and Shawn Kennedy provided details of the payment and billing for dispatching services provided the City by Monroe County Sheriff Department. Historically, no contract has been signed by both parties. The amount paid for dispatching has been 2.25 persons per month. Bill received was for 3.0 persons (we think) as there are no specifics identifying salary and benefits on the billing statement, nor a written document signed by both parties. After discussion, committee recommended to continue paying for services at previously agreed to amount and send a letter with payment requested a negotiated contract for services beginning with June billing.

Agenda Item 5, Comments. Mayor Smith provided information on out of date portable police radios. He sought approval to offer without cost to small communities as the radio are serviceable at this time but not reparable if failed. Committee agreed.
