City of Columbia City Council met July 15.

Here is the minutes provided by the council:

I. Call To Order 

Mayor Hutchinson called the City Council of Columbia, Illinois to order at 7:00 P.M. Upon roll call, the following were:

Huch Absent

Riddle Present

Quorum present. Those in attendance recited the pledge of Allegiance.

II. Delegations / Public Comments

A. Yard of the Month Recognition

Aldermen Roessler and Martens presented the Yard of the Month Award for the month of July for Ward 2 to Beth Luhr. Alderman Ebersohl presented the Yard of the Month Award for the month of July for Ward 3 to Ms. Hart.

B. Walnut Ridge Development

Mr. Bill Hawn explained that he is ready to proceed with the grading for the Walnut Ridge development but is waiting on a final permit from the State of Illinois. Mr. Hawn added that he would like to begin partial grading since the next Council meeting is in 3 weeks. Mr. Chris Smith stated partial grading could be done in the area that will have no impact to storm water drainage since the one outstanding permit is for the area along Palmer Creek. Mr. Hudzik inquired if formal City Council approval is required or if the City Engineer can approve. Mayor Hutchinson stated the City Engineer can approve, Mr. Smith told Mr. Hawn he could proceed with grading for those areas already permitted.

III. Read and Approve Minutes

A. Regular Meeting

The minutes of the Regular City Council Meeting held Monday, July 1, 2019 were submitted for approval.

Motion: 

It was moved by Alderman Niemietz, and seconded by Alderman Riddle, to approve the minutes of the Regular Meeting of the City Council held Monday, July 1, 2019 as on file at City Hall. Motion Passed 7 to 0.

IV. Report of Departments and Officers

A. Library

The report of the Library was presented to the Council.

B. Police and Communications

The reports of the Police Department and the Communications Department were presented to the Council.

1. Sergeant Promotions

The City Council recognized the promotion of Sergeant K9 Daggo, Sergeant Zack Hopkins and Sergeant Brian Etherton.

C. Emergency Medical Services

The report of the Emergency Medical Services was presented to the Council.

1. Employ Patrick Lenz as Part-time Paramedic

Motion:

It was moved by Alderman Roessler, and seconded by Alderman Martens, to accept the recommendation of EMS Chief Lamprecht and employ Patrick Lenz as a part-time Paramedic contingent upon satisfying all pre-employment requirements. Motion Passed 7 to 0.

It was moved by Alderman Holtkamp, and seconded by Alderman Roessler, to accept the recommendation of EMS Chief Lamprecht and employ Malarie Thompson as a part-time EMT contingent upon satisfying all pre-employment requirements. Motion Passed 7 to 0.

D. Community Development

The report of Community Development was presented to the Council.

1. Special Event - Who Dat's Shrimp Boil

Motion: It was moved by Alderman Agne, and seconded by Alderman Niemietz, to approve the Special Event Permit Application for the Who Dat's Shrimp Boil as submitted and on file at City Hall. Motion Passed 7 to 0.

E. City Engineer/Public Works

The report of the City Engineer and the Public Works Department was presented to the Council.

1. Ghent Road Water Main Replacement

Motion: It was moved by Alderman Ebersohl, and seconded by Alderman Holtkamp, to accept the recommendation of Horner and Shifrin and accept the low bid of $498,717.50 submitted by Korte & Luitjohan Contractors for the Ghent Road Water Main Replacement project. Motion Passed 7 to 0.

It was moved by Alderman Ebersohl, and seconded by Alderman Holtkamp, to accept the recommendation of Horner and Shifrin and accept the low bid of $1,298,400.00 submitted by Korte & Luitjohan Contractors for the Wecker Booster Pump Station Project. Motion Passed 7 to 0.

Motion:

It was moved by Alderman Roessler, and seconded by Alderman Ebersohl, to authorize the payment of vouchers received through July 11, 2019 in the amount of two hundred fifty-two thousand, five hundred fifty-three dollars and sixty-eight cents ($252,553.68). Motion Passed 7 to 0.

2. Schorb and Schmersahl Engagement Letter

Motion:

It was moved by Alderman Roessler, and seconded by Alderman Martens, to authorize the Mayor to sign the Schorb and Schmersahl Engagement Letter for auditing the City's financial records at a cost not to exceed $22,750 plus certain out-of-pocket costs. Motion Passed 7 to 0.

G. City Clerk

The City Clerk presented his report to the Council.

H. City Attorney

The City Attorney presented his report to the Council.

1. City Administrator The report of the City Administrator was presented to the Council.

j. Mayor The report of the Mayor was presented to the Council.

Old Business There was no Old Business brought before the Council.

New Business There was no New Business brought before the Council.

VII. Report of Standing Committees There were no Reports of Standing Committees.

VIII. Call for Committee Meetings – July 22, 2019 Committee of the whole

IX. Executive Session Mayor Hutchinson informed the Council that he would entertain a motion to go into Executive Session to discuss Employment/Compensation of Specific Employee(s) of the Public Body as permitted under 5 ILCS 120/2(c)(1).

Motion: It was moved by Alderman Niemietz, and seconded by Alderman Holtkamp, to direct the Mayor to go into Executive Session at 7:20 P.M. to discuss Employment/Compensation of Specific Employee(s) of the Public Body as permitted under 5 ILCS 120/2(c)(1). Motion Passed 7 to 0.

Motion: It was moved by Alderman Niemietz, and seconded by Alderman Riddle, to adjourn the Regular City Council meeting held Monday, July 15, 2019 at 9:34 P.M. Motion Passed 7 to 0.
